AN ORDINANCE APPROPRIATING THE SUM OF
$9,757 TO THE CURRENT EXPENSE FUND,
$14,000 TO THE PARK FUND, $647,121 TO
THE WATER-SEWER FUND, $699,095 TO THE
EQUIPMENT RENTAL FUND, $69,000 TO THE
MEMORIAL FUND, MAKING FINDINGS AND
DECLARING AN EMERGENCY
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE
1988 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS OF FACT:
A) On January 19, 1988, the council approved a proposed budget for
the positions of full-time assistant planner and part time secre-
tary.
B) On February 2, 1988, the council approved a voucher to pay the
costs for conducting the General Election in November of 1987.
C) On February 2, 1988, the council awarded the bid for purchase of
two fire trucks.
D) On February 2, 1988. the council adopted Ordinance No. 2101
authorizing an interfund loan from the Water-Sewer Fund to the
Equipment Rental Fund to make a downpayment on the fire trucks.
E) On February 16, 1988, the council approved the appropriation
for the Park Fund to purchase a truck.
F) On February 23, 1988, the Department of Ecology awarded the
City with a Clean Water Interim Design Grant to complete design
work on a secondary treatment plant for the Sewer Department.
G) Construction on the Jackson Memorial Bequest ScUlpture Project
was delayed in December, 1987, because of winter tideS.
H) The foregoing emergencies were not reasonably foreseeable at the
time of filing of the City's preliminary budget and require expend-
iture of money not provided for in the annual budget for 1988.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION
ASSEMBLED, DO ORDAIN AS FOLLOWS:
Section 1) The sum of NINE THOUSAND SEVEN HUNDRED FIFTY-SEVEN DOLLARS
($9,757.00) is here and hereby appropriated as a supplement to the
1988 budget for the City of Port Townsend in the Current Expense Fund
to pay salaries and benefits for an assistant planner and secretary
as well as election costs as detailed in Exhibit "A" attached hereto
as though fully setforth herein to be financed by changes in other
expenditures and unappropriated beginning fund balance and property
taxes.
Section 2) The sum of FOURTEEN THOUSAND DOLLARS ($14,000.00) is here
and hereby appropriated as a supplement to the 1988 budget for the

City of Port Townsend in the Park Fund to allocate funds to the
Equipment Rental Fund for purchase of a truck from unappropriated
beginning fund balance.
Section 3) The sum of SIX HUNDRED FORTY SEVEN THOUSAND ONE HUNDRED
AND TWENTY ONE DOLLARS ($647,121) is here and hereby appropriated
as a supplement to the 1988 budget for the City of Port Townsend in
the Water-Sewer Fund to pay for part of the salaries and wages for
secretarial services to the Public Works Director, design work on
secondary sewer treatment, and interfund loans to equipment rental
as detailed in Exhibit "A" attached hereto as though fully setforth
herein to be financed by grant from the Department of Ecology and
reduction in estimated ending fund balance.
Section 4) The sum of SIX HUNDRED NINETY NINE THOUSAND AND NINETY
FIVE DOLLARS ($699,095.00) is here and hereby appropriated as a
supplement to the 1988 budget for the City of Port Townsend in the
Equipment Rental Fund to buy a truck for the Parks Depatment and
two fire trucks which will be financed by transfers from other
funds and also to provide for repayment of an interfund loan.
Section 5) The sum of SIXTY NINE THOUSAND DOLLARS ($69,000.00) is
here and hereby appropriated as a supplement to the 1988 budget for
the City of Port Townsend in the Memorial Fund to pay for the
construction of the sculpture project financed by the Jackson Bequest
and a grant from the National Endowment for the Arts.
Section 6) There is here and hereby found and declared to be an
emergency requiring the aforegoing appropriations to the 1988
budget of the City of Port Townsend.
Section 7) This ordinance shall take effect upon its passage, approval,.
and publication in the form and manner provided by law.
Read for the first time March 1, 1988. Read for the second and
third times, passed by the council and approved by the Mayor on
March 15, 1988.
