MINUTES OF THE JOINT CITY/COUNTY PLANNING COMMISSION
WORKSHOP OF MARCH 5, 2014
CALL TO ORDER/ROLL CALL
The Port Townsend and Jefferson County Planning Commissions met in
workshop setting on Wednesday, March 5 in Council Chambers at 540 Water
Street. Chairs Monica Mick-Hager of the City Planning Commission and Henry
Werch of the County Planning Commission called the meeting to order at 1:30
p.m.
Commissioners present at roll call were Monica Mick-Hager, Douglas Frick,
and Kirit Bhansali with Jack Range, Nan Evans, Gee Heckscher, and Dwight
Nicholson excused.
Staff members present were Senior Planner/Planning Manager Judy Surber,
and Deputy City Clerk Joanna Sanders.
County Planning Commissioners present at roll call were Gary Felder, William
Miller, Patricia Farmer, Henry Werch, and Richard Hull with Tom Giske, Tom
Brotherton, Kevin Coker excused. Other staff present were: Carl Smith
Planning Director and Stacie Hoskins Planning Manager, and Jean Baldwin
County Public Health Department Director.
WELCOME & INTRODUCTIONS
Staff and Planning Commission Members did introductions. Jack Range
arrived at the meeting.
COMPREHENSIVE PLAN UPDATE 2016 (GMA PERIODIC UPDATE)
Staff presentation - Housing elements
City and County Staff reviewed meeting materials available to the
Commission members. Staff reviewed how the workshop topic relates to the
goals and policies in the Housing Element of the Comprehensive Plans
of the City and County. There was a review of background work with the
Affordable Action Plan Network and other planning efforts.
Guest Speaker - Jean Baldwin, Jefferson County Public Health Director
Jean Baldwin, Jefferson County Public Health Director, gave a
presentation on the health demographics in Jefferson County. The

presentation covered demographics, socioeconomics, and community safety
(Population, Education, Employment, Income and Poverty, Household
Composition and Marital Status, Housing and Community Safety). She
referred to the report titled "Health of Jefferson County 2014."

County and City Staff responded to questions about the presentation.

Jamie Maciejewski of Habitat for Humanity made a brief report of issues
related to housing.

Staff recorded topics of interest for future discussions.
UPCOMING MEETINGS
March 13: Marijuana Regulations (Land Use only)
There was discussion about upcoming meeting topics. Staff noted that
another item for the March 13 meeting would be a presentation on Howard
Street alternatives. The March 19 meeting would likely need to be cancelled.

ADJOURNMENT
At 3:16 p.m., the Joint Workshop was adjourned. The County Planning
Commission continued with their regular business meeting.
