AN ORDINANCE EXPANDING ELIGIBILITY FOR THE CITY's
LOW-INCOM. E DISABLED UTILITY CREDIT PROGRAM FOR
WATER~ SEWER AND STORM DRAINAGE UTILITIES; A~IEND-
ING ORDINANCE NO. 2110; AND ESTABLISHING AN
EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR
SESSION ASSEMBLED, DO ORDAIN AS FOLLOWS:
~e. qt~.Q~.._~: Section 1 of Ordinance No. 2110 is here and hereby
amended to read as follows:
"Section 1: A program for credits to %he billings for water,
sewer and storm drainage utility services provided by the City of
Port Townsend, for certain recipients of Supplemental Security In-
come (hereinafter SSI) pursuant to to 42 United States Code Sections
1381-1383, as now or hereafter amended, and certain other disabled
persons as hereinafter defined, is established in order to provide
necessary support for the poor disabled. The City Clerk-Treasurer
is authorized and directed to administer the program and in such
connection may promulgate forms and administrative regulations from
time to time, to carry out the intent and purpose of this Ordinance.
Section 2: Section 2 of Ordinance No. 2110 is here and. hereby
amended to read as follows:
"Section 2: To implement the program provided for in this
Ordinance, utility credits shall be issued to each person who shows
satisfactory proof that he or she:
(A) (~13~_ Receives Supplemental Security Income pursuant
to 42 USC Sections 1381-1383, as now or hereafter amended; o_r

(B) Is a single occupant or the head of a household or
the spouse of the head of the household;
(C) Resides in a dwelling unit served directly by %he
City's water, sewer or storm drainage utilities;

(D) Is billed or is the spouse of a person billed by the
water, sewer or storm drainage utilities of the City of Port Town-
send;
(E) That, the applicant is currently eligible for SSI o__~r
the disability pen.,~ion, - ,~ as
set forth in Subparagraph (A) o~ ~nis Section. The applicant shall
provide the City Clerk-Treasurer with a current statement- of eli-
gibility for SSI, 9_r~ ~such disability pension or ..spe. cial parkinq
privileges, or_ pro~o_~_of .b.l_i.D~d~eS~S~_ such statement not to be more
than three months old;
(F) Applicants, under oath or penalty of perjury, shall
verify such information and provide such other data as are deemed
appropriate, upon forms and in the manner determined by the City
Clerk-Treasurer.
S,9.¢tio~ ~3.: Eligibility for utility credits provided for by
this Ordinance shall be for a period of one year, or so long as the
applicant continues to be eligible for SSI, g~ a disability pe.ns~.0n~

period is Sho~ter. Applications shall be made ~ann~ally'to renew
eligibility for utility credits.

and manner provided by law.

Council for the City of Port Townsend, and signed and approved by
