The regular meeting of the Port Townsend Library Board was held at 4 pm,
February 28, 1974. Present were Einarsen, Harms, Kilham, Scheyer, Yearian and
Librarian Wallin. The secretary's minutes were read and approved as read. The
secretary also read a communication from Mr. Kilham addressed to Mr. Wallin. A
confusion seems to have arisen regarding Mrs. Scheyer's motion at the January
meeting regarding the use of the tape recorder. After some discussion, Mrs.
Scheyer made another motion stating that any tape recorder owned by the library
for use by the library be operated for the convenience of the secretary and may
leave the building only in her possession and for her convenience. The motion was
seconded and passed.
Mrs. Wallin reported that the city carries liability insurance which covers
the library. It is all handled by the city for all of the departments of the city.
Also, she had talked with the Xerox man and found that the machine which he had
mentioned earlier didn't exactly fit what we wanted. She had asked him to come to
the February meeting and explain to the board but had not heard from him. It is
too large and probably too noisy for installation upstairs and would have to be
installed downstairs where it would be inconvenient and seldom used. After hearing
her full report on the machine's practicality, it was the consensus of the board's
opinion that we should look further at other available models before giving up the
idea of purchasing one. Mr. Kilham asked Mr. Yearian if he would investigate.
Mrs. Scheyer made the motion and it was passed that we delete the last two
sentences of the Policy statement, page 4, Section 4H leaving only the following:
"Materials which are no longer useful in the light of stated objectives of the
library will be systematically weeded from the collection according to accepted
Is professional practices." She and Mrs. Eivarsen are in the process of writing an
addendum to be attached, which will treat the subject of weeding in more specific
terms.
The survey should be completed by Saturday and hopefully we will have an
evaluation report by the March meeting.
In regard to the ramp, a letter has been presented to the City Council request-
ing that specifications be drawn up by the City Engineer, Roger French. Mr. Camfield
was going to request that the Council ask him to do so. Neither Mrs. Wallin or Mr.
Kilham were able to attend the meeting, so the specifications may or may not be com-
pleted. Mrs. Wallin will inquire again.
While the vouchers were being signed, Mrs. Wallin gave the service report for
January. She also reported that the Annual Report to the State Library has been
completed. Statistics reflect the continuing upward trend in library use during the
past years.
Wanda Cotton reported to the board that the Friends of the Library had recently
had a very successful monthly meeting.
Mrs. Wallin reported on a meeting she recently attended in Renton where the
subject of legislation was the topic for almost the entire meeting. In April work -
shops will be held in Everett and Spokane dealing primarily with the subject of
documents. She has been looking into the matter of sending books by mail to people
unable to get to the library.

Mr. Kilham announced that the Washington Library Trustee Association is giving
its annual citation for the most outstanding trustee in the state. Mr. Yearian
nominated Mr. Kilham to be our candidate, but Mr. Kilham turned down the nomination
saying it would not be seemly for him to run since he is president of the group.
Sharil Van Dyke, a Friend of the Library member, is qualified and has offered
to write book reviews for the Leader. Mr. Kilham will ask her to contact Mrs. Wallin.
Mrs. Scheyer made the motion and it was seconded and passed that memberships in
the Washington State Library Association be obtained for all board members who do
not already have one.
Mr. Kilham will continue to act as temporary chairman in the absence of a
permanent one.
Thank you letters are to be written to all groups who have helped with the
survey.
MO;, Einarsen made the motion that if the secretary finds it helpful to use a
tape recorder in writing up her minutes, that the board purchase some tapes for her.
The motion was not voted upon since Mr. Kilham said that no motion was needed since
Mrs. Wallin has the authority to purchase such items when needed and can buy one for
the secretary to use.
Mr. Kilham then adjourned the meeting.
