The Port Townsend Library Board met on September 27 at 4 o'clock.
Those present were Harms, Kilham, Scheyer, Wallin and Yearian. The minutes of
the August and the September meetings were read and approved.
Mrs. Wallin reported that she had given to C2 all the old Congressional
records to use for paper surplus. Copies of this material is available on micro-
film. A meeting was held in Anacortes to discuss the recent minisession of the
Legislature. At this meeting a decision was made to endorse the district libraries'
request for more money. However, it was noted that this should not be construed as
an endorsement of HE 170 and SB 2166. She has had difficulty getting hold of Mr,
Timmerman in regard to the shelving. Since he is aware of the needs, it is a
problem that should be easily settled over the telephone. The Washington Library
Council will meet October 27 in Ellensburg. Mrs. Wallin also reported that she
was pleased that the Friendsof the Library had voted at their last meeting to give
top priority to a cassette recorder as a possible gift.
A letter of resignation from Gerry Barnhart was received with regret by the
Board. Mr. Kilham reported that lie was waiting for Bob Sahli to contact him in
regard to the Council's feeling about the purchase of the house and corner lot next
to the Library which is now owned by Mr. Garret. firs. Scheyer remarked that her
husband had felt that Bob Sahli had presented the matter to the Council in a very
negative manner. Mrs. Wallin suggested that we might have more success if a letter
from the Board were presented to the entire Council for action and it was agreed
that this should be done.
Mr. Yearian asked about the matter of a possible aid in weeding out old books, a
service which is offered by the State Library at no cost to us. After discussion,
it was moved, seconded and passed that Mrs. Wallin be asked'to contact the State f
Library and find out exactly what procedures they used, and what obligations we l

Since we now have $1250, previously budgeted in the maintenance fund, available Nltf
at this time, the Library can be kept open an additional 265 hours.
The question of Board policy towards loaning the projector was raised. After
discussion, Mrs. Scheyer moved and it was seconded and passed that the projector
not leave the building except in the event that the school might need to borrow it.
Mr. Kilham remarked that the authority for this decision was already covered in IV E
of the Policy Statement so that no changes need be made. However, he recommended
and the Board voted unanimously to make the following changes in the F4mff=ws4 P'9LIGS''
II A (last sentence) "The basis for such charge shall be determined by the Board,
and reviewed each year, on the basis of the per capita tax support within the city
and the estimated cost of services to the county residents." The foregoing state-
ment refers to the amount of money charged the out-of-city residents for use of
the City Library. Also, under the subject of OFFICERS in the By -Laws, the following
sentence is to be added: "No Board member shall serve as president for more than
one year in any five -year period."
An announcement was made that the Washington State Advisory Council on Libraries
will meet at Alderbrook October S and 6. It is an open meeting which anyone may
attend.
There being no more business, the meeting was adjourned.
