Your proposal (83- 02 -17) was not among those awarded. Although your locale was above the statewide unemployment aver- age (a major consideration in determining eligibility in this round of grant awards), there were insufficient dollars to fund all those who qualified initially under this process. Deciding which proposals to fund was a complex and difficult task, in- volving the application of all the criteria we sent to you with the initial application package. Awards were therefore made on the basis of overall quality when measured against those crite- ria. Your application, along with the numerous others received (35 total) clearly show the need for funds to construct and improve library physical facilities in Washington State. We appreciate your participation in this grant application process. Sincerely, q ick G. Swartz, Executive Secretary Washington State Library Commission RGS:kll RODERICK G. SWARTZ State Librarian
