The meeting was called to order at 7:35pm. Attending were Konrad Schwenke,
Cheryl Van Dyke, Vicki Lea - Shelton, Laurie Stewart, John Marckworth,
Bev Lamb.
Vouchers were signed.
A letter was read into the record from Jefferson County Library informing
the Ft. Townsend Library of their plan to discontinue reciprocal library
contract services as of June 30, 1984. (The letter is appended.) Laurie
8tuwart and John Marckworth will draft a response, subject to the
Board's approval.
The Librarian's report is attached. The letter of refusal for the LSLA
grant request is attached.
• Committee Reports:
1. Building Committee reports that bids for the canopy repair are
still being solicited. Repair and construction priorities will be
re- evaluated in light of the grant refusal.
2. Budget 9ommittee reports a letter from the Mayor requesting financial
restraint on the part of all departments. (Letter is attached.
The Board voted to raise the base salary of the Overdue Clerk to
$6.34Ar.for the new fiscal year.
The Board voted to raise the base salaries of all library employees
5% plus any negotiated union scale increase(s) for the new fiscal year.
3. The 8omputer 80mmittee reports that more than 100 people have
taken the free computer class offered by the Library. Sign -ups for
actual use are still few in number, but are increasing. There has been
much interest in the computer throughout the various City departments.
4. The Contract Committee reported that the County members of the
negotiating committee had not mentioned anything about the County's
decision to suspend contract services before the Board received the
letter of intent. The Board agreed that this should be brought out
in the letter of response.
There was no old business.
There was no new business.
The meeting was adjourned at 9:45pm.

Dear Beverly:
The Washington State Library Commission reviewed applications
for library construction grants under the Library Services and
Construction Act, Title II, at its July 22, 1983, meeting. Your
proposal (83- 02 -17) was not among those awarded.
Although your locale was above the statewide unemployment aver-
age (a major consideration in determining eligibility in this
round of grant awards), there were insufficient dollars to fund
all those who qualified initially under this process. Deciding
which proposals to fund was a complex and difficult task, in-
volving the application of all the criteria we sent to you with
the initial application package. Awards were therefore made on
the basis of overall quality when measured against those crite-
ria.
Your application, along with the numerous others received (35
total) clearly show the need for funds to construct and improve
library physical facilities in Washington State. We appreciate
your participation in this grant application process.
