Regular Meeting
May 22, 1 989
Called to order 7 :20 pm. Present: Watson, Mortenson, Sidle,
Howard, Director Lamb.
Signed vouchers.
Minutes for meetings on May 1 and May 2 approved as corrected.
Bev described time —line for moving, and demolition work; showed ox m oYe

Public hearing: Dave Grove favors same hearing for disposition of
corner house and for lot rezone. Needs to be at full Council
meeting, in June.
Three members of public attended. One stated he does ceramic the
work, offered to work on tile for new building. He then read a
letter concerning the corner house, i)m favor of retaining it
as low — income housing. Several Board members discussed the status
of the house, and procedures to be followed in decisions to be
made by the City, followed by adjustment of Library plans.
Building project: Mike mentioned need for drainage plan; details
of plan are contingent on what use is made of corner lot.
Bev commented on parking variance — lack of space is not a
major factor, parking can be redesigned to be only on rear part
of corner lot. New City ordinance will take effect soon, allows
use of smaller spaces for compact cars. This may allow saving
of trees along the property line against the apartment property.
Declaration of non — significance will be reviewed by City; it: -will
clear track for going to bid.
Bid document must be duplicated; discussion of number needed,
Gwen will arrange copying procedures. Bob Little should go
over documents in detail before that.
Memo of Agreement: Bev met with Marie of State office; clause was
added allowing demolition of corner house if all.othet options
fail. Also rear open part of corner lot may be used for access
and staging area during construction. State retains control but
will step in only if project appears to be in trouble.
Person will be hired to do archeo— historical study of corner house.
It was suggested that Peter Simpson be asked to oversee job.
Sue reported that Sears is offering to donate the long desk in theJr
vacated quarters, to use in temtrary space. Bev said it may not
be needed; possibly could be used in new building; she will
inspect it and report to Sue.

In —kind services related to new building will need to be documented,
recording system set up.
Personnel: Beth not to take leave as planned.
Castle Hill spaces owner is reluctant to include all front space,
has been told it is essential; being discussed.
MOTION: If satisfactory lease for Castle Hill space is agreed upon,
Chairman Lars Watson is authorized to sign the lease. M- 5,4ppycveJ .
Possible litigation to stop move or other action on corner house was
threatened by member of public. It was remarked that if done
early enough this could result in suspension of the whole building
project. Lars suggested that the City be asked to agree to start
a Band procedure, to take temporary place of State Grant, if
Grant is suspended.
It might be an option to out loose from the corner lot; it
was reported that City Clerk said this was not feasible.
Earliest date for Public Hearing is June 20.
