ANNUAL RETREAT
January 15, 1990
I Call to order 9 :20 am. Present, Board: Lars, Sue, Mike,Anne, Gwen;
Bev Lamb; Staff: Janet, Carol, Isabel, Carol Cahill, Beth.
Summary of recent evgn.ts and plans, ILL, Fax; video production;
Discover program now only at Chimacum.
ROLES:__ �mary, secondary, relative importance.
iscussed Popular Materials vas. Special Collections:
1. Independent learning, 2 Popular materials, 3. Children's.
Independent learning and Reference are tied together; Reference
important for small library - window to wiser sources.
ILL ties in with Independent learning. Staff & Board different
emphasis.
Beth mentioned City Council Retreat: discussed charging for services
(not library) 'adopt a pothole'. City Employees Focus Groups.
Carol C.: good to work out coop with County Library on Reference.
Mike - 3 levels: available in place, at othet libraries, ILL.
Anne & Sue: children should not be low priority. Bev - childeren get
40% of funds, in #2 position.
Mike -- independent learning and Reference should have high place.
Discussion -- get public input, or further verbal discussion.

Budget: adult 60
. children -young adult 30 (books)
Discussion of survey: what does public want? Further committee -
staff work. Beth and Carol C, importance of Child -Young Adult,
not so much in money as in time allocation.
ISSUES & POLICIES
HOURS - not fully staffed until Jan 190. 11am opening well received.
Lars - some complMtnts on Monday using. Committee will
study, possible change before moving to new bldg.
Gwen -Some need Suday open more than Monday; possibly Sunday
afternoon?
Mike -- pvesent sta_'f level not adequate for future? Time to
start thinking about staff in 191 Budget.
VOLUNTEERS - Friends nearly dormant. Barbara handled training etc.
for volunteers; more needed. Lars - add perks? donating book
for services, other recognition.

MEETING ROOM —
Open when library open, staffed. When closed, who handles the
mechanics?
Charges? Bev considered part of mistion. Use of separate key,
could be done with no supervision.
Donations allowed? Possibly two policies: library & Friends,
and Others. Questions of Food; Noise; religious use;
scheduling.
Policy Committee to report to Board at Feb. meeting, on
meeting room handling, and on hours.
Lars mentioned that full hours would give better credibility
with City.
Pink House -- Anne reported on Committee; arch.report not received.
Two new members appointed.
Addourned about noon.
