BOARD OF TRUSTEES
REGULAR MEETING
October 28, 1991
Call to order 7 :25pm. Present: Howard, Sidle, Mortenson, Steurer;
Director Silverblatt; Staff Blanchard, Cahill; Friends Jean Dunbar.
Library Director: Current budget - discrepancy - Library and City Clerk
totals. Probably Custodian salary, under bldg. maint. rather than salary.
Questions on ILL -- $700 for month seems large; perhaps
membership fees. ILL is overspent --- or underfunded -- discussion.
Circulation for month slight increase. An addition to the report
is separation of 'Reference Assistance', number of requests.
Cheryl and the two Carols went to TechniFair - reported to have
high rating.
Informative dialogue with Exchange Librarian.
Book.(etc.) Inventory is postponed, perhaps until automation.
Weeding and replacement continues - worn, outdated, old topical
novels; with professional judgment of Staff. Mike asked about appraisal.
Friends: Annual meeting, as reception, had light attendance.
Tile sale is being handled by Bev Shelton; to sell at $35, higher
after Jan. 1.
Inventory of salable equipment -- materials in storage; sale
probably in Spring.
Financial report, details were discussed.
Public.Inpit: ILL user said current limit of 3 books or items is not
enough. Cited family example of a course list of 25 books, not
available here.
Board response: City is not inclined to increase budget for ILL.
Citizen statements at Coutugil meetings is suggested. Extra
allowances may benefit only a few persons; Library wants funds for
larger collection, to sure more persons. A system of charging for
more requests would probably require charging for all ILL, which
the Director and Board do not favor.
Cheryl suggested as alternative use of member card at Seattle
Library >antl Uof W. Possible help at Peninsula College.
Staff. Profile -- Dahti Blanchard. Works nominal 19 hours/week, desk
duty for 11 hours. Handles Overdues, averaging 150 /week, sorting,
notices, and followup. Handling Library Concert Series, added by
Grant, very successful, attendance of 50 to 90.
Book Selection Policy: review, in light of recent patron objection to
addition of 'gardening-art' book.
Volunteer Task Force: Progress report on volunteef contributions, and
relati1nn.� -with Staff.
Library Retreat: Discussed playas, agrees to have also regular January 27
meeting as well.

COMMITTEES
Budget 1992 - Anne reported that Mayor Shirley collected dept. budget
requests, sum was way over erected funding. Depts. were asked to
redo, and to prioritize capital. items. Revised budget due this
week.
For Library, books are #1; regular expenses like elevator maintnce
contract must be met. After return from City, more adjustment to do.
Building; Puget Power projects axe completed and will be inspected.
Tiles may be laid in walkway toward Harrison Street from entrance.
Will requM chipping of conctete; may be volunteer job.
Duct Work: there was no response to bid invitation. The duct
desigg may be a warranty afgair; noise was loud when first turned on..
This should be followed up.
Pink House: Anne reported a delay in advertising, time frame moved latex.
Comment that effective property lines need firming up. Present
Jdnk House lot includes all the parking 1 6t.
Community Relations: Sue mentioned further ideas on PR. Plan for a
public survey, next year. Rmchure and signs are done "or in progress,
still some remaining funds. Caren mentioned idea for 'Suggestion Box'.
Ad Hoc Committee on Furnishings: most will wait for Beth's return.
