HomeMy WebLinkAbout3099 Adopting the Budget and Capital Improvement Plan for Fiscal Year Ending December 21, 2014 Ordinance 3099, 2014 Budgt Page I of 2 ORDINANCE NO. 3099 AN ORDINANCE ADOPTING THE BUDGET AND CAPITAL IMPROVEMENT PLAN FOR THE CITY OF PORT TOWNSEND,WASHINGTON, FOR THE FISCAL YEAR ENDING DECEMBER 31, 2014 WHEREAS, the City Manager of the City of Port Townsend, Washington, completed and placed on file with the City Clerk a proposed budget and estimate of the amount of monies required to meet the public expenses, bond retirement and interest, reserve funds and expenses of government of the City for the fiscal year ending December 31, 2014 (the "2014 Preliminary Budget"), and a notice was published that the City Council would conduct a public hearing on the 12th of November 2013 at the hour of 6:30 p.m., at City Hall for the purpose of receiving public testimony regarding the budget for the fiscal year 2014; and WHEREAS, the City Council held a public hearing on November 12, 201') at which all taxpayers were heard who appeared for or against any part of the budget; and WHEREAS, following the public hearing, the City Council met in City Council Chambers on November 12, 2013,November 14, December 2 and December 9, 2013 to consider the 2014 Preliminary Budget and receive further public comment, and made adoptions and changes, as it deemed necessary and proper; and WHEREAS, the 2014 Budget does not exceed the lawful limit.of taxation allowed by law to be levied on the property within the City of Port Townsend for the purposes set forth in the 2014 Budget, and the estimated expenditures in each fund set forth in the 2014 Budget are all necessary to carry on the government of the City for fiscal year 2014, and are all necessary to meet the various needs of the City during the period; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,WASHINGTON, DOES ORDAIN AS FOLLOWS- Section 1. The budget for the City of Port Townsend, Washington, for the fiscal year 2014, is hereby adopted at fund level as set forth in the document entitled "City of Port Townsend Final Budget 2014," a copy of which has been and now is on file with the office of the City Clerk, and by this reference is hereby incorporated herein as if set forth. Section 2. Estimated revenues, including fund balances for working capital for each separate fund of the City of Port Townsend, and aggregate totals,for all such funds combined, for the year 2014, are set forth in summary form in Exhibit A attached, and.by this reference is hereby incorporated as if set forth, and are hereby appropriated for expenditure at the fund level during the year 2014. Section 3. The Capital Improvement Plan 20142019, is by this reference hereby incorporated as if set forth. Ordinance 3099, 2014 Budget Page 2 0;2 Section 4. The City Clerk is directed to transmit a certified copy of the City of Port Townsend Final Budget 2014 to the Office of State Auditor and to the Association of Washington Cities. Section 5. This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law.
