HomeMy WebLinkAbout092701PORT TOWNSEND PUBLIC LIBRARY BOARD MEETING Thursday, September 27, 2001 Library Board members present: Larry Thomas, Eileen Price, Bill Maxwell, Kate Schumann Excused: Sarah Muirhead Staff present: Linnea Patrick, Carol Cahill Before the meeting started, Carol Cahill showed members present the historic Morning Leader newspaper issues available on the Internet as the result of the LSTA digital imaging grants. The meeting was called to order by president Bill Maxwell at 9:30 am. Minutes of last meeting were approved (M /Eileen; S /Larry) Director's Report • Linnea will be on vacation Sep 28 -Oct 7, and the last 2 weeks of November. • The budget was turned in Monday 9/24. Materials budget reflects an additional $10,000 over 2001. Staff hours are requested to allow the library to open 53 hours /week; CCahill, CCostello and BdeJarnette would work 40 hours /week, LRing would increase to 30 hours /week. Foundation Report Changing their structure to meet only once per year; next meeting is March 27, 2002. Staff Report Have asked city manager's permission to close Thursday October 18 for collection maintenance ( "weed & read "). OLD BUSINESS Bonk Bnnst Final amount: $10,850. Balance over $10,000 remains in the FOPTL account. Linnea would like to use it to buy boxes for videos and audiobooks purchased with Book Boost funds; permission to use a portion of it granted. Study_ session/annexation Linnea, Bill Mitchell, Larry Thomas from PTL board, and Patience Roggi from JCL board, attended the City Council meeting 9/18/01, at which the city manager gave the council the PTPL board sustainable funding recommendations report. The council asked that county assessor Jack Westerman be present at a study session on 10/8, which is a public meeting. The JCL consultant's report is not a public document at this time. Discussion followed with these comments: • • Approach should be that annexation is the best choice for library service in the county; neither library is a weak link. • Re: concerns about "taxation without representation ": JCL can add two board members if they wish; when vacancies on library board occur, Port Townsend residents could apply. • Annexation opens up the possibility not only of sustainable funding, but also of development; the city does not have a technology replacement fund, while library districts do. • Big concern is still the shortfall between levy revenues and current PTL budget. Next Meeting November and December regular meetings will be canceled; instead there will be a joint Nov /Dec meeting on Thursday, Dee b, 9 :00 am. Study sessions will meet as they are scheduled.
