Port Townsend Library Board Meeting

Board members present: Co- chairs Eileen Price and Kate Schumann, Deb Carroll, Bill Maxwell
and Larry Thomas
Staff present: Carol Cahill, Linnea Patrick, Kiesy Strauchon
Guests: Barbara Dyer (Friends), Phyllis Schultz (Foundation), Julia Owens
The meeting was called to order by co -chair Kate Schumann at 9:05 a.m.
The minutes from the last meeting were approved.
Director's Report: Linnea has been in communication with Theresa Percy, incoming Director.
Their visit to the Washington State Library in November was very successful.
Theresa and 5 other staff will attend the Public Library Association conference in Seattle, 24 -28
February 2004. This is also a great opportunity for Friends and Board members. CE grants and
Friends' training funds are available for trustees and Friends who wish to attend.
Linnea met with the City Council Community Development committee for a 2004 budget review
on November 19th. She reported to them that filtering could cost anywhere from zero to $20,000,
depending on choices made by the library director and board in 2004. Ongoing maintenance will
be burdensome for staff, unless the filtering software installed is the type that also includes
scheduling.
PTTV will air a review of Linnea's 8 years at the Library. Pam Kolacy will interview Linnea.
The date for the interview has not been set.
In 2005 the CLAN automated system will have to be replaced. Port Townsend's share of the cost
will be about $50,000.
Meredith Wagner and Ray Serebrin at JCL have invited Theresa and Linnea to discuss the
possibility of an automation service contract, with the system owned by JCL, rather than the
current jointly administered and financed CLAN automation agreement.
Friends of the Library Report: Barbara Dyer reported on a number of items:
• The recent audit went very well.
• Although membership numbers are down a little, funds for programming are about the
same as last year, an excellent year.
• The Friends have $6500 allocated for "Books to Grow On ", to replace old and worn
materials.
• They are researching a heated storage location, as the current storage facility will no
longer be available.
• The Local Author reading program has been very successful; Jennifer Blomgren will read
at the December 11th program.
• The Friends' Holiday Tree fund - raiser this year will raise money to purchase language
audiotapes and selections from the "Great Courses" audio series.
• Joey Pippia has offered to present a magic show for children during the holidays.
Library Foundation Report: The executive committee has sent letters of welcome to Theresa,
incoming director. She will attend their annual meeting in March.
Staff Report: The staff has been hit very hard by the colds, flues and grippes going around
town, this past week. High notes are the wonderful coaching and performances of staff members
Dahti Blanchard, Acacia Cadorette and Beth de Jarnette in the current Wizard of Oz production.
Old Business: The Library policies manual was approved, upon revision. A copy will now be
sent to Dave Timmons, the city manager, for review.
The city manager has approved the 2004 budget, which does not differ greatly from the 2003
budget, total increase is about $50,000; mostly for transition staff added October 1, 2003. The
city council will vote on the budget in December.
New Business: Carol Cahill reported on the State Library sponsored workshop on the Child
Internet Protection Act, that she attended on October 30th. She will apply for a $1500 Library
Services and Technology Act grant to aid in the decision - making process regarding CIPA
compliance. Issues and costs include filtering software purchase and installation, staff time and
funds for continuing oversight and maintenance. A community forum to discuss implications and
requirements of C.I.P.A. is one option. The staff is also discussing the Neighborhood Children's
Internet Protect Act, a proactive set of security measures.
The Board will work with the new director in 2004 to resolve the CIPA compliance issue. The
library has filed a form with the State Library stating that we are working on CIPA compliance.
The Library will be closed December 10th through 12th, for new shelving installation. The Sound
Business Systems installation will include bolting units to the floor and the use of sway bars, to
ensure earthquake preparedness. The old shelves will be used in the rental storage unit.

Theresa will start work at the Library December 15th. Linnea is finalizing manuals on staff and
building maintenance, and a Director's City Hall user's guide. Linnea will be out of town
December 24th through the 29th
Larry reminded the Board to start planning the annual Retreat for Board and Staff; two major
issues to plan for: CIPA and the new building project.
