AN ORDINANCE APPROPRIATING THE SUM OF $25,309
TO THE CURRENT EXPENSE FUND, $1,790 TO THE
WATER-SEWER FUND, $19,000 TO FEDERAL SHARED
REVENUE FUND, MAKING FINDINGS, AND DECLARING
AN EMERGENCY.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE
1989 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS OF FACT:
A)
Building activity has increased at a greater rate than
anticipated at the time the 1989 budget was prepared, placing
additional demands on personnel responsible for planning and
permitting;
B)
The duties of the secretary to the Planning Commission have
been assumed by the Mayor's Secretary-Receptionist;
c)
In order to make the 1989 Building and Development Handbook
available to the public throughout the year, an unanticipated
expense of one-third the cost of overprinting was necessary;
D)
Juvenile and Family Court Services failed to bill the city for
services during the fourth quarter of 1988 and needs those
funds to operate in 1989,
E)
The Port Townsend Volunteer Fire Department needs coats to
facilitate identification by the general public,
F) The Animal Control Vehicle needed extensive repairs,
G) Special bags are needed to collect recyclables at curbside,
H)
Beginning Fund Balance in the Emergency Medical Services Fund
was substantially below original estimates and the need exists
to maintain the present staffing level,
i)
A reserve for contingency exists in the Current Expense Fund
which could be used to maintain the staffing level for
Firemen/EMT, and other expenditures,
J)
Construction on the Handicapped improvements to City Hall did
not proceed as rapidly in December of 1988 causing a greater
portion of the contract to come due in 1989,
K)
The foregoing emergencies were not reasonably foreseeable at
the time of filing of the city's preliminary budget and
requires expenditure of money not provided for in the annual
budget for 1989,
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION
ASSEMBLED, DOES ORDAIN AS FOLLOWS:
Section 1) The sum of TWENTY-FIVE THOUSAND THREE HUNDRED AND NINE
DOLLARS ($25,309) is here and hereby appropriated as a supplement
to the 1989 budget for the City of Port Townsend in the Current
Expense Fund to pay for additional wages for staff to handle
building permits, publications, Firefighter Salaries and benefits,
Animal Control vehicle repairs, and recycling bags to be paid from
contingency funds and building permit fees as described in Exhibit
"A" attached hereto as though fully setforth herein.
Section 2) The sum of ONE THOUSAND SEVEN HUNDRED NINETY DOLLARS
($1790) is here and hereby appropriated as a supplement to the 1989
budget for the City of Port Townsend in the Water-Sewer Fund to pay
for additional staff time to process applications for new water
taps and sewer permits from additional fees collected.
Section 3) The sum of NINETEEN THOUSAND DOLLARS ($19,000) is here
and hereby appropriated as a supplement to the 1989 budget for the
City of Port Townsend in the Federal Shared Revenue Fund to pay
for the construction of handicapped improvements to City Hall from
unexpended beginning fund balance.
Section 4) There is here and hereby found and declared to be an
emergency requiring the foregoing appropriations to the 1989 budget
for the City of Port Townsend.
Section 5) This Ordinance shall take effect upon its passage,
approval, and publication in the form and manner provided by law.
Read for the first time on April 4, 1989. Read for the second and
third times, passed by the Council and approved by the Mayor on
April 18, 1989.
