ORDINANCE 2937
AN ORDINANCE appropriating the sum of $422,784 to the General Fund;
$282,488 to the Emergency Services Fund; $5,500 to the Stormwater Fund;
$4,577 to the Lodging Tax Fund; $30,000 to the Community Services Fund;
$30,000 to the Library Fund and making findings and declaring an emergency.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2006 BUDGET, MAKES THE FOLLOWING FINDINGS:
Whereas, the General Fund experienced unanticipated costs related to expenses
carried over from previous year totaling $112,985, Council authorized library and
Fire/EMS programs expenses totaling $59,000, and current year expenses totaling
$250,798 not previously anticipated resulting in a remaining appropriation needed
totaling $422,784 causing greater than anticipated appropriations need; and
Whereas, the Fire and Emergency Medical Services Fund received $222,558 in
state and federal Assistance to Firefighters grants, and incurred related
unanticipated costs for these grants of $199,488, overruns in wages and overtime
pay of $83,000, resulting in expenditures totaling $282,488 causing greater than
anticipated appropriations need; and
Whereas, the Lodging Tax Fund incurred costs carried over from the previous
year totaling $4,577 causing greater than anticipated appropriations need; and
Whereas, the Library Fund received Council approval for a facilities plan update
totaling $30,000 causing greater than anticipated appropriations need; and
Whereas, the Community Services Fund incurred increase costs from the pool
operations after year-end totaling $30,000 causing greater than anticipated
appropriations need; and
Whereas, the Stormwater Fund received a state grant totaling $5,500 for a wildlife
corridor and related expenses totaling $5,500 causing greater than anticipated
appropriations need; and
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND IN REGULAR
SESSION ASSEMBLED DOES ORDAIN AS FOLLOWS:
Section 1 The sum of FOUR HUNDRED TWENTY TWO THOUSAND
SEVEN HUNDRED EIGHTY FOUR DOLLARS ($422,784) is hereby
appropriated as a supplement to the 2006 General Fund budget from $316,881 in
current increased revenues and $105,903 from umeserved fund balance.

Section 2 The sum of THIRTY THOUSAND DOLLARS ($30,000) is
hereby appropriated as a supplement to the 2006 Library Fund budget from an
operating transfer from the General Fund.
Section 3 The sum of TWO HUNDRED EIGTHY TWO THOUSAND
FOUR HUNDRED EIGHTY EIGHT DOLLARS ($282,488) is hereby
appropriated as a supplement to the 2006 Emergency Services Fund budget from
grant revenues totaling $222,558, current revenues totaling $30,930, and $29,000
from an operating transfer from the General Fund.
Section 4 The sum of FIVE THOUSAND FIVE HUNDRED DOLLARS
($5,500) is hereby appropriated as a supplement to the 2006 Stormwater Fund
budget from current grant revenues.
Section 5 The sum of FOUR THOUSAND FIVE HUNDRED SEVENTY
SEVEN DOLLARS ($4,577) is hereby appropriated as a supplement to the 2006
Lodging Tax Fund budget from umeserved fund balance.
Section 6 The sum of THIRY THOUSAND DOLLARS ($30,000) is hereby
appropriated as a supplement to the 2006 Community Services Fund budget from
an operating transfer from the General Fund.
Section 7 There is hereby found and declared to be an emergency requiring
the foregoing appropriations to the 2006 budget.
Section 8 This ordinance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
A duly noticed public hearing was held on December 27,2006, and City Council
approved first reading of the ordinance at that meeting.
Adopted by the City Council of the City of Port Townsend, Washington, at a
regular meeting thereof, held this sixteenth day of January 2007.
