MINUTES OF THE JOINT WORKSHOP SESSION OF THE CITY COUNCIL AND
PLANNING COMMISSION OF JANUARY 4, 2007
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The City Council and Planning Commission of the City of Port Townsend met in
regular session the fourth day of January 2007, at 6:30 p.m. in the Port Townsend
City Council Chambers of City Hall, Mayor Mark Welch presiding.
ROLL CALL
Council members present at roll call were Frank Benskin, Laurie Medlicott, Michelle
Sandoval, Scott Walker and Mark Welch. Catharine Robinson arrived later. Geoff
Masci was excused.
Planning Commission members present at roll call were Alice King, Harriet Capron,
Liesl Slabaugh, George Unterseher, George Randels, Julian Ray, and Steven
Emery. Roger Lizut was excused.
Staff members present were City Manager David Timmons, City Attorney John
Watts, Planning Director Rick Sepler, and City Clerk Pam Kolacy.
PROCLAMATION
Mayor Welch read a proclamation honoring Cindy Thayer for fifteen years of service
on the Planning Commission. Ms. Thayer accepted.
WORKSHOP - UPPER SIMS WAY IMPROVEMENTS
Rick Sepler reviewed the process to date and introduced John Owens of consultant
Makers. Mr. Owens provided written materials. He noted that the implications to
land use are as important as transportation and must be included in the planning
goals and strategy.
He stated that staff and Makers have met with the Washington DOT and will
continue those meetings.
Mr. Owens then reviewed the written materials and maps. All permutations will be
considered including analysis of roundabouts, small roundabouts and traffic signals.
He stated that the DOT discourages two traffic signals within a half-mile of each
other. W&H Pacific is looking at the DOT comments on all configurations. Some
answer which may be desirable may also be very expensive; for example, may
acquire excessive property acquisition.

Mr. Benskin pointed out that some of the aerial photos are out of date and show
more green area than exists.
Mr. Owens said there would be a public open house on January 17 and the results
of that meeting and other progress to date will be presented to the Council on
February 12.
Council questions included: clarification about proposed "U-turn" areas; impact of
elimination of center turn lane; whether current C-II design standards will be applied
in the area; and the importance of "mixed use" land designations in the area.
Mr. Timmons noted that there would be a concentrated effort over the next three
years to take advantage of the 2.1 million grant that has been awarded; project
implementation must begin in the next three years.
Mr. Owen added that the next session would include modeling results.
