HomeMy WebLinkAbout2289 Water Service Rate IncreaseORDINANCE NO. 2~k ~ AN ORDINANCE INCREASING THE RATES FOR WATER SERVICE FOR THE CITY AND THE CITY'S WATER SERVICE AREA; REPEALING SECTION 13.12.210 AND AMENDING SECTIONS 13.12.220 AND 13.12.290 OF THE PORT TOWNSEND MUNICIPAL'CODE AND ESTABLISHING AN EFFECTIVE DATE OF APRIL 15, 1992. THE CITY COUNCIL FOR THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS: Section 1. Section 13.12.210 of the Port Townsend Municipal Code is hereby repealed. Section 2. Section 13.12.220 of the Port Townsend Municipal Code is here and hereby amended to read as follows: 13.12.220 Monthly Water Rates. The following monthly rates shall be charged by the City and collected by the City Clerk- Treasurer for the use and furnishing of water service, with all such rates and charges to be made and paid on a monthly basis: Meter Charge. Ail water used, except for closed connection for fire protection, shall be metered. Monthly service charges and standby fee shall be based on meter size and the quantity of water provided to the customer and shall be paid regardless of whether the service is on or.off. The meter charge shall be based on the following schedule: Meter Size Inside City Outside city 5/8" by 3/4" $7.50/month $8.00/month 1" $17.50 $26.25 $35.00 $45.50 $56.00 $18.75 $28.10 $37.50 $48.75 $60.00 1 1/4" 1 1/2" 1 3/4" 2" 4" $175.00 $187.50 6" $350.00 $375.00 A manifold meter installed for irrigation purposes only shall not be subject to a meter charge additional to the charge for the main service meter. o o Where meters for residential customers larger than five- eighths inch by three-quarter inch have been installed for th~ convenience of the City, the customer shall be assessed a meter charge only for the three-quarter inch rate. Be Volume Charges and Summer Use Surcharges. Ail water use shall be charged a volume rate of $1.10 per one thousand gallons or portions thereof, except as provided below: For single unit residential and duplex customers with individual meters, the volume charge shall be 2 Ce $1.10 per 1,000 gallons plus an additional $0.55 per 1,000 gallons for water use in excess of 11,000 gallons ($1.65 total) per month during the summer use period. The summer use period shall be the meter reading periods for usaqe during June, July, August, and September. For duplex customers with a joint meter and multi- family customers with three or more units, an additional $0.55 per 1,000 gallons will be assessed for water used in excess of an average of 11,000 gallons ($1.65 total) per unit for the summer use period. The additional charge shall be based on the total meter reading for all meters used to serve the customer. For irrigation only meters, the meter charge shall be based on meter size with a volume charge of $1.10 per 1,000 gallons. A standby or monthly service charge for irrigation only meters will not be assessed for full month periods during which the meter is turned off by the City. The city shall assess a turn-on, turn-off charge for such requests at a rate provided by ordinance. Should there be a period during which a meter reading cannot be obtained under a normal reading schedule, the volume charge shall be calculated by averaging the prior consumption for the two months immediately preceding the period for which a meter reading cannot be obtained. Charges for the next month during which the actual meter readinq is taken shall be adjusted for the difference between the average and the actual metered volume for the two month period involved together with the appropriate meter rate. Where there is a circumstance which, in the reasonable judgment of the Clerk-Treasurer, would make the volume charge calculation erroneous, the volume charge shall be established under such other method as the Clerk- Treasurer deems reasonable and fair. Water Charge Method for Single-Family and Duplex Uses With Individual Meters. For single family residences and duplexes with individual water meters, meter reading shall be done on a bi-monthly basis. Charges for the month during which the meter is not read shall be calculated by averaging the prior consumption for the two months immediately preceding th~ period for which a meter reading is not obtained. 3 Charqes for the month durinq which the actual meter readinq is taken shall add the meter rate to an adjusted volume charqe which adjusts for the difference between the averaqe calculated for the previous month and the actual metered volume for the two month period involved, charqed at the rates established under B above. De Private Fire Protection Monthly service charqes for private fire protection systems Shall be as follows: Inside City Outside City 2" $10.00 $10.75 4..". $15.50 $16.75 6'__' $31.25 $33.50 Commercial and Contract Customers The monthly meter charges for commercial and contract customers shall be the same as provided in subsection A above with an additional volume charge of $1.10 per 1,000 gallons used unless a current contract specifically provides for an alternative rate schedule. For any water tap requested after the effective date of this ordinance which is not associated with a buildinq permit, the tap shall be allowed and charqed the service fee for a tap not related to construction. However, at such time as a building permit may be requested which would convert the tap to serve the construction under the permit, the service fee then applicable under Section 3.36.020 of the Port Townsend Municipal Code shall be charged before water hookup is allowed to serve the new construction. Section 3. Section 13.12.290 of the Port Townsend Municipal Code is here and hereby amended to read as follows: 13.12.290 Rates--Low income senior citizens, for the purposes of this section the following terms shall have the following meanings: "Cotenant" means any person living in or upon the same premises as those occupied by the low income senior citizen. Be "Low-income senior citizen" means a person sixty-two years of age and over, whose total income, including that of his or her spouse or cotenant, does not exceed the sum of fifteen thousand dollars per annum. The term "total income" includes but is not limited to all pensions, whether from private or government sources, any disability payments, interest, dividends, annuity proceeds, and all and every other amount which may be available to the low income senior citizen for purposes of spending the same. Section 4. This Ordinance shall take effect on April 15, 1992, after its passage, approval and publication as provided by law.
