MINUTES OF THE REGULAR SESSION OF SEPTEMBER 20, 1977
The City Council of the City of Port Townsend met in regular session this 20th day of September at
7:30 p.m. in the Council Chambers of the City Hall, Mayor Joseph B. Steve presiding.
ROLL 'CALL
Officers and members present were as follows: Mayor Joseph B. Steve, Councilmen Ciprioti, Judy,
Camfield, Parker, Wilson and Shaneyfelt. City Clerk-Treasurer/Engineer French~Deputy Clerk-Treasurer Allert.

MINUTES
A motion was made by Camfield/Ciprioti that the reading of the minutes be dispensed with and approved
as written. Motion passed.
COMMUNICATIONS
I
A letter was received from the Safecó Insurance Co. regarding damages to their client L.E. Greenfield's
car. On August 5,1977, his car was parked on Tyler St. in Port Townsend, when the City's street crew pro-
'ceeded ,';to tar the street, splattering tar on the body of his car which caused $191.28 in damages. It was
mov~¿ by Camfield/Ciprioti that this claim be rejected and turned over toe the City Attorney.

A letter was received from' the Police Department requesting various items o~med by the City be declared
surplus and sold to the highest bidder at an abandoned-found property sale in tr~ near future. A motion was
made by Judy/Camfield that the merchandise be declared surplus and can be sold by the Police Dept.
A letter from the Association of Washington Cities requesting advance notiCE! of attendance at the workshop
and dinner to be held September 26th in Sequim'beginning at 3:30 p.m. The Mayor plans to attend this workshop
and anyone else interested should contact him.

A letter from the Community Alcoholism Center requesting the City to increase it's financial allocation
to their program in 1978. They would like the City to contribute 10% of it's liquor revenues which would
amount to $6,000.00. Camfield commented against this request, Mr, Goehring from the audience commented,
saying the program will'be cut way'back without financial assistance. The Mayor asked Mr~ GOehring to prepare
a budget 6f the program for him. This matter was tabled and will be,considered at b~dgettime,

The Mayor read a letter about the Senate Bill 2421 which allows local jurisdiction to use a Hearing
Examiner. Councilmen Camfield commented that the Planning Commission does not nE!ed a Hearing Examiner's help.
COMMI~EE REPORTS

Mayor Steve told the Council that the Economics Development Administration }~d approved Drought Relief
funds for the city which includes7$395,000.OO grant and a $395,000 loan at 5% for 40 years. The Trident grant
application requesting $680,000 is on it's way to Washington D,C, for approval by, the Dept. of Defense, The
City will hear of this grant approval in l'to 2 months. The City has to float }~nds to match this incoming
money. City Clerk-Treasurer-Engineer French reported to the Council that the Drought Relief Grant is a
crash program and everything must be accomplished by November 30th, however the City may file for any extension
until April 30th as long as the program is well'under way. The Drought Relief Grant and Loan will help finance a
1 million gallon per day well and filtration facility construction, the purchase and installation of meters
in the City and improvements for a reservoir at Fort Worden. The >City has called for proposals on the
equipment necessary for filtration of the l'million gallon per day well and the bid selected is for
$119,000. The meter program proposals range from $21 to $31 a piece for approxbaately 2,000 meters and Jack
Fields will select the meter that best suits his specifications. Al Bettis with ENCON was supposed to report
in further detåil on this program to the Council, The Mayor commented that to float a bond to match these
incoming grants, the city water rates will have to be increased.

Wilson reported that the Chamber of Commerce Information center has received a
property where they are now located by Nov. 1. He recommended that the City lease
located on Jefferson and Sims Way next to Eccles nursery to the Chamber of Comme:cce
Stewart commented that this piece of property would be very suitable for relocation
Wilson/Camfield made a motion to lease this property to the Chamber of Commerce for

SESSION ASSEMBLED, DO HEREBY RESOLVE:
THE MAYOR IS HERE 'AND HEREBY AUTHORIZED TO MAKE AND
EXECUTE PURCHASE ORDERS FOR: (1) 2000 WATER METERS, (2)
FILTRATION EQUIPMENT AND (3) REPAIRS FOR THE FORT
WORDEN RESERVOIR, PURSUANT TO PLANS HERETÖFORE PREPARED
AND UNDER DROUGHT RELIEF PROVISIONS.'

A recess was called and meeting reconvened before motion was made by Shaneyfelt/Ciprioti 'to
approve Resolution 77-3 above. M~tion passed.
