HomeMy WebLinkAbout07/05/1977 / 577 MINUTES or THE REGULAR SESSION or JUNE 21, 1977 CONTINUED 8 PUBLIC HEARINGS A public hearing was opened by the Mayor to consider Conditional Use Permit Request No. 148 of Toby and Christine Sheffel to relocate an exiting antique shop into the front of their residence at 1132 Garfield. Letters of opposition to the request were read from Eliza M. Veola and Vada BancheI'. Toby Sheffel spoke in defense of his request pertaining to traffic, taxes and the character of the neighborhood. Judy/Parker moved that the Conditional Use Permit be granted for the year, with~ the usual restrictions and conditions. It will be ~he obligation of the applicant to petition the council to review the permit upon expiration. NEW BUSINESS I Ordinance No. 1784 ~, '..; , ,- An Ordinance amending sections 1 and 3 of Ordinance No. 1731. I The above amended ordinance was read for the first time. It was moved by Councilmen Ciprioti/ Judy that the first reading be considered the second and that the third be by title only. Roll call: 5-0. Motion carried. It was now moved by Councilmen Parker/Judy that the ordinance be adopted. Roll call: 5-0. Motion carried. Ordinance adopted. Cipriote/Shaneyfelt moved that the resignation of the Sydney C. ~lenk be accepted. Roll call: 3 Yes, 2 No. Motion carried. Steve presiding. I ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham,Cle~k~~' Treasurer,McCoy, Councilmen Cipriote, Judy, Parker, Wilson and Shaneyfelt. Motion passed. COMMUNICATIONS I A letter from Bruce Anthony requesting the City agree to let him "jointlyuse" the public parking area on Monroe Street adjacent to his property. This request would allow' him to construct additional office space. After some discussion Ciprioti/Parker moved that Mr. Anthony apply for a variance. Roll call:2 Yes 3 No, Shaneyfelt, Judy & Wilson casting the negative votes. Shaneyfelt/Judy moved that the Anthony request be ap- proved for joint use on a space available basis. Motion passed unanimously. A.ttorny Abraham presented a resolution whereby the Council would agree to said joint use. RESOLUTION NO. 77-1 I Judy/Shaneyfelt moved that the resolution be adopted. A letter from James and Ivy Fisher reporting what they and requesting tne City take action immediately. claim to be a fire hazard COMMITTEE REPORTS 8 Mayor Steve appointed Roger French as acting Clerk-Treasurer. Judy/Cipr~oti moved that it be effective through Dec. 31,1977. Roll call: 4-1, Shaneyfelt casting the negative vote. Councilman Ciprioti questioned the bicycle route signs on San Juan Ave. He noted that there are signs along the route referring to Ft. Warden but that there is no sign at the corner where the turn must be made to the Ft. Ciprioti noted that people are complaining of getting lost. Mayor Steve said the matter would be looked into. PUBLIC HEARINGS The first public hearing was to consider the request of T.F. Belgard for a rezone¿- from MI to CII of the following described property: Hastings 2nd Addition Blocks 70,71,72 and 168 (except north of State highway). The planning commission recommendation was read which endorsed the project. Belgard and Planning Commission Chairman Marsh spoke briefly for the project. A woman from the audience read a letter from a Mr. Short which expressed concern that his mini- storage building might not be allowed to rebuilt in the event it burned. The woman was assured that said mini-storage bldg. could be rebuilt in the event of fire. There was no opposition to the rezone request. Judy/Parker moved that said request be allowed. There being no negative vote, the motion passed and the rezone was granted. I The second public hearing was to consider the request submitted by Councilman Ciprioti for a street vacation of 6th street between Sherman and Hendricks. ~he recommendation of the planning commission which was to grant the vacation was read. There was-no «JO~ent from the audience. Ciprioti/Shaneyfelt moved that the street be vacated. Motion ~assed, thus the street was vacated. OLD BUSINESS 8 ORDINANCE NO. 1785 An Ordinance vacating the alley lying in Block 3 of Port Townsend, and reserving easements. the Jas Hussey Addition to This Ordinarice was read for the lst time by title only. Ciprioti/Judy moved that the 1st reading be consìdered the 2nd and the 3rd be by title only. Roll call 5-0. Motion passed. Ordinance No. 1785 was read for the 3rd time by title only. Parker/Judy moved that the Ordinance be now adopted. Roll call: 5-0. Motion passed. Ordinance No. 1785 adopted.
