Steve presiding. ROLL CALL \ Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Clerk-Treasurer McCoy and Councilmen Klenk, Ciprioti., Judy, Camfield, Parker, Wilson and Shaneyfelt. , MINUTES I written. Judy/Klenk moved that the reading of the minutes be dispensed with and that they be approved as Motion passed. . ; , BILLS AND CLAIMS I ~. Motion passed., COMMUNICATIONS 8 A letter from All Carter, President of Capitol Lakefair, Inc. Extending thanks and appreciation for ~he help received from a number of persons when their float broke down in the Rhodojendren Festival. A letter from the Port of Port Townsend asking the City to include their ~pplication for "Public Works Funds" as a City application since Ports are not eligable agencies. Judy/Ciprioti moved that the City Engineer inquire as to the legality of this request. Roll Call 6-1 Shaneyfelt no. Motion passed. I A letter from Frank Smith Jr. requesting that he be allowed to disPlay the 1917 Marmon and the [928 Mack fire trucks in his antique automotive museum. Council directed the Attorney to draw up a contract ~nd stated that Smith would have to negotiate with the Historical Society for use of the 1917 Marmon. COMMITTEE REPORTS ~ I Mayor Steved expressed his concern for fire safety in Port Townsend in light of recent large fires around the Country. He asked Fire Chief Jones to speak on this issue. Jones commented that few if any of the bIder commercial buildings in town met fire safety codes and that the Department is doing the best it can 6nder the circumstances. . Councilman Shaneyfelt reported that the legislative in the bicycle ordinance recommended by Police Chief Doubek. ~n Ordinance to allow a one-time only license per bicycle and ,¡said license. Motion passed.. Councilman Wilson requested the mobile home park PUD hearing Be set for July 5, rather than to wait until after the planning commission hearing to set it. After some discussion, Wilson/Shaneyfelt moved that the hearing I be so set. Mayor called for audience participation. There was none. Motion passed. committee has met, as requested, to review changes Shaneyfelt/Klenk moved that the Attorney prepare to limit the size of bicycles requiz:ed to obtain " PUBLIC HEARINGS '" ~ \J~~~,~',~" 8 I The first public hearing opened by the Mayor was to consider the request of Anthony E. Stroeder for an alley vacation of the following: Alley at 23rd & 25th, between Sheridan & Hendricks. The Planning Commission ~ecommendation to grant the vacation was read. Strgeder chose not to comment. The~re was no opposition~o the. \ ~equest. Camfield/Parker moved that said alley vacation be granted. Motion passed. vac;:ation granted.( \f\"'Q...i:'t:~~'\ I Mayor Steve opened the 2nd hearing to reconsider the request of E.J.Donlon ;or side yard setback ¡variance at Mountain View Addition, BlocJ:c 6, Lots 6 & N 1/2 of 5. Said hearing wa~; the second to consider this request. A hearing held at the May 17, meeting was declared illegal due to the fac:t that through an oversite, ~ll of the surrounding property own~rs were not notified by mail. The planning conmission recommendation to ~llow this variance, was read. Letters from Dr. and Mrs. Geerlofs and Mr. Jan AndE!rSOn were read in opposition ~o the request. Mr. Donlon restated the reasons for his request. Mr. Rei~hart, an adjacient neighbor spoke in support of the request. There was no further comment from the audience. Parker/Ciprioti moved that the ~II ariance be granted. There being no negative vote, the mo~ion passed and the variance was granted. The third hearing was to consider amending the zoning ordinance 9Y the rE!zoning an area bounded by Discovery Road to San Juan¡ 49th to Cook Avenue to the City limits to allow mobile homes. The planning commission ~ecommendation to deny said rezone was read. It stated that: . - I 1. 2. '3. The l~yor then read a lengthy ~repared statement in justification of allowing mobile homes. Mr. Bob Murray, Mr. R~cktor, Guy Hamilton, IMr. Von Riter, and Ray McGowen spoke in favor of mobile homes. Planning Commission chairman Marsh and Councilman ~iprioti spoke of the need for adequate.control and further study. After some discussion, Shaneyfelt/Parker moved that the Council accept the r~commendation of the Planning Commission to deny the rezone. Roll call: 5-2 Klenk & Judy opposed the ~enial. They were from $5459.72 4983.31 30 days delivery 35 days delivery Upon recommendation of the Equipment and Street Department Superintendents, Camfield/Judy moved that the bid of Sahlberg Equipment, low bidder, be accepted. Motion passed. Ordinance No. l78~ -- ç,\\~'e:\ \lA'1.I'l\\Ú ~ I NEW BUSINESS An Ordinance vacating Garfield Street between Walker and Gaines Streets, Scott street from the midpoint of Blocks 176 and 177 in Estate Addition to Blaine street, Gaines Street between Garfield and Blaine Street, Landes Street between 57th and 58th streets, and 2nd street between Sherman and Hancock, and reserving easements. Camfield/Judy moved that first be second and third be by title only. Roll call 7-0. it be adopted. Ordinance No~ 1783 was read for the third time by title only. Roll call 7-0. Camfield/Judy moved that I Public hearings were set as follows: Camfield/Judy moved that Belgard's Rezone hearing and Sheffel's Conditional use permit hearing be set for June 21,1977. Motion passed. Ciprioti/Judy moved that the Street vacation of 6th between Sherman and Hendricks hearing be set for July 5,1977. Motion passed.
