OF $17,100 TO THE CITY STREET FUND, $19;000 TO THE PARK FUND AND $140,000 TO THE WATER-SEWER' DEPARl'MENT IN THE 1976 BUDGET, AND DECLARING AN EMERGENCY. Due to its nature, the above ordinance was read for the first time and held over. ORDINANCE NO. 1774 AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP BY REZONING A PORTION OF BLOCK 131 OF THE ORIGINAL TOWNSITE. I The above ordinance was read for the first time. It was moved by Councilmen Camfield/Judy that the first reading be considered the second and that the third reading be by title only. Roll call: 7-0. Motion carried. It was now moved by Councilmen Klenk/Judy that the ordinance be adopted. Roll call: . 7-0. Motion carried. Ordinance adopted. . The above ': ordinance was read for the first time. It was moved by Councilmen Klenk/Judy that the first reading be considered the second and that the third reading b~ by title only. Roll call: 7-0. Motion carried. It was now moved by Councilmen Judy/Klenk that the ordinance be adopted. Roll call: 7-0. Motion carried. Ordinance adopted. ORDINANCE NO. 1776 8 AN ORDINANCE ABOLISHING THE WATER MAIN REVOLVING FUND. The above ordinance was read for the first time. It was moved by Councilmen Camfield/Shaneyfelt that the first reading be considered the second and that the third reading be by title only. Roll call: 7-0. Motion carried. It was now moved by Councilmen Camfield/Parker that the ordinance be adopted. Roll call: 7-0. Motion carried. Ordinance adopted. Steve presiding. ROLL C1U.L Officers and members present were as follows: Mayor Steve, City Attorney Ab:caham, City Clerk- Treasurer McCoy and Councilmen Klenk, Ciprioti, Judy, Camfield, Parker and Wilson. Councilman Shaneyfelt was absent. 8 MINUTES It was moved by Councilmen Parker/Camfield to approve the minutes of the previous session as written and to dispense with reading them. Motion carried. Motion carried. COMMUNICATIONS All communications were related to the Carroll rezone. to the meeting and thus were not read aloud. Copies were mailed to Council members prior ~~j3' MINUTES OF THE REGULAR SESSION OF JANUARY 4,1977, CONTINUED 8 COMMITTEE REPORTS Councilman Parker reported that requests for street lights at Cosgrove and Taylor and at 14th between Jackman and Holcomb had been checked out by the Light Committee and it was felt that lights were needed. It was moved by Councilmen Parker/Camfield that these lights be installed. Motion passed. Councilman Wilson reported that Mr. Will Wirt had withdrawn his request for use of the building on the city dock as an aquarium. I "'. -!\t this time Mayor Steve entertained comments from the audience. He noted that most of the audience was iri"attendance re: the Carroll rezone, and explained that said rezone, had been closed to the audience at the time of its continuance in December. He advised that any comments regarding said rezone issue should be expressed at this time. All speakers were asked to state their name and address before speaking. The following people spoke: Elizabeth Smith - opposed - blight downtown business; (Councilman Camfield said that the rezone was the only issue being considered.) Robert Haggard - opposed - reinforce the urban core; Lovella Tilling - in favor; Kelly Green - opposed - further study; Ray McGowan - in favor, will improve the city; Rene Bergstrom - in favor - individual's right to use own land; Ralph Canfield - in favor; Fred Lester - in favor; Frieda Imislund - opposed - special property; Paul Cawles - in favor - complement urban core. I Other audience participation: Ray McGowan complained that a large I>lastic sack of garbage had been thrown out adjacent to Sims Way across from the Arco station. Street Superintendent Hawled noted that it was probably left from a litter campaign put on the the state this summer and promised to pick it up personally. Jay Gould spoke of the inappropriateness and complexity'of the stop lights on Water Street and suggested that something be done to improve the visual appearance of same. PUBLIC HEARINGS . Rezone 'No.. ll7 - Carroll Rezone - Continued 8 At this time, Mayor Steve reopened the hearing of Jack Carroll's re:~one request, which had been continued from the December 7, 1976 City Council meeting. Councilman Wilson star'ted by presenting a letter from H. J. Carroll, which offered a 25-foot building setback from the state highway ri9ht-of-way. Wilson also stated that he had received 324 letters supporting the rezone. It was moved by Councilm,an Wilson/Parker that the rezone be granted. A question was raised about control of the 25-foot setback. ,~ttorney Abraham stated that the best way to assure performance was to keep the 25-foot strip in P-l, so that it would require a conditional use permit to build on it. Discussion followed re: alternative controls. Councilman Wilson withdrew his original motion and moved that the Council rezone from P-l and R-l to C-2 all but the 25-foot strip north of Sims Way state right-of-way, wit;h said str~p to remain P-l. NEW BUSINESS ORDINANCE NO. 1777 8 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 1078 AND SECTION 24 OF ORDINANCE NO. 1091 AS AMENDED BY ORDINANCE NO. 1490 OF THE CITY OF PORT TOWNSEND. The above ordinance was read for the first time. It was moved by Councilmen Camfield/Judy that the first reading be considered the second and that the third reading be by title only. Roll call: 6 yes. Motion carried. It was moved by Councilmen Parker/Klenk that the ordinance be now adopted. Roll call: 6 yes. Motion carried. Ordinance adopted. ORDINANCE NO. 1778 AN ORDINANCE REEEALING ORDINANCE NO. 1491. I The above ordinance was read for the first time. It was moved by Councilmen Camfield/Parker that the first reading be considered the second and that the third reading be by title only. R~ll call: 6 yes. Motion carried. Ordinance No. 1778 was read for t~e third time. It was moved by Councilmen Parker/Judy that the ordinance be I now adopted. Roll call: 6 yes .>Motion carried. Ordinance adopted. I Councilman Judy reported~hat the residents of the Greenspot are prepared to pay for a six-inch line! in addition to the normal $500 hook-up ~fee to get water. He stated that the city engineer had studied said re- quest and is ready to prepare plans and specifications and call forbids. It was moved by Councilmen Judy/ Cãmfield that the engineer be authorized to call for bids on January 20, 1977. Said bids to be opened February 15, 1977. Motion passed.
