The City Council of the City of Port Townsend met in regular session this 19th day of August, 1975 at 7:30
PM in the Council Chambers of the City Hall, Mayor Joseph B. Steve presiding.

ROLL CALL
Officers and members present were as follows: Mayor Joseph B. Steve, City Attorney Abraham, Clerk-Tréas.
McCoy, and Councilmen Black, Wilson, Parker, Camfield, Judy, Ciprioti and Klenk
MINUTES
It was mbved by Councilman Camfield, seconded by Councilman Klenk that the reading of the minutes of the
previous session be dispensed with. Motion carried.
COMMUNICATIONS
I.
A letter from Elizabeth Dawson stating that she has been charged for garbage service over a period of 5
years and has never had any garbage. She explained that she needs that money and disapproves of the way in which
governments waste it.
COMMITTEE REPORTS
I
Councilman Klenk reported that the State of Washington has notified the City that a recent traffic count
at the corner of Water and Taylor Streets has indicated the need of a traffic light at said intersection. They
promised installation as soon as money is available.
PUBLIC HEARINGS
The first public hearing was a variance request by Edgar F. McMinn from the parking requirements of the
City Zoning Ordinance. McMinn brought a letter with a parking diagram attached. Said letter stated that more than
enough parking was available. Council asked for audience participation and one man spoke against the variance.
It was moved by Councilman Klenk/Ciprioti to continue said hearing until the next meeting at which time the City
Engineer is to report on his findings of the parking situation.
The second public hearing was to consider whether to grant a Conditional Use Permit to Marie Shirley for
the purpose of selling antiques from her home at the corner of Lawrence and Monroe Streets. Councilman Black
protested that the Council does not have the authority to grand permission to sell objects of art and collectables
in addition to antiques as they did to Mrs. Shirley when she first took out her permi~. Also Black noted that
signs were not permitted as conditional uses. Attorney Abraham stated that although there was obviously a conflict
in the law, courts typically allow the least restrictive interpretation. It was moved by Councilman Black/Parker
that the Conditional Use Permit be granted for "antiques" only. Roll call: 5-1 Motion passed.

The third public hearing that of Edgar Sullivan for a Conditional Use Permit to sell antiques at the
Starret House. Councilman Black pointed out that this request was exactly like that of Marie
Shirley and suggested that the same limitations be imposed. He made a motion to that effect,
seconded by Councilman Parker. Roll call: 6 yes. Motion carried. Permit granted.
The fourth public hearing was to consider extending a conditional-use permit for Mel
Black for another year to operate an art studio at his property on Haines. Councilman Black
wished to confine said permit to the existing buildings rather than the four lots owned by
Black, but was told that an art studio is not necessarily a building. It was moved by Council-
men Wilson/Klenk that said permit be granted as before. Roll call: 6 yes. 0 no. Permit granted.

OLD BUSINESS
ORDINANCE NO. 1741
AN ORDINANCE APPROPRIATING THE SUM OF $3,800.00 FOR CAPITAL OUTLAY IN
THE 1975 BUDGET OF THE CITY LIBRARY, AND DECLARING AN EMERGENCY.
The above ordinance was read for the second time by title only. It was moved by Councilmen
Camfield/Judy that the third reading be by title only. Roll call: 7-0. Motion passed. Ordi-
nance No. 1741 was read for the third time. It was moved by Councilmen Judy/Camfield that the
ordinance be now adopted. Roll call: 7-0. Motion carried. Ordinance adopted.
City Planner Tyler reported that the lAC has approved the city's comprehensive parks
plan but has discouraged the city from making application for funding of tennis courts. Their.
reasoning was that 'single-purpose activities' are discouraged.

RESOLUTION NO. 75-7
A RESOLUTION DIRECTING THE AMENDMENT OF THE SIX-YEAR ARTERIAL
STREET CONSTRUCTION PROGRAM BY THE ADDITION OF CERTAIN PORTIONS
