MINUTES OF THE REGULAR SESSION OF APRIL 15, 1975, continued

Hearing dates to hear the following items were set for May 20th:
1. A request from L. Neil and Nancy J. Slater d/b/a Sea Breeze Trailer Park to vacate
"that portion of 7th street lying between Hendricks and Sherman Streets.
2. A request from Richard, H and Diana J. ,fisher and George L. Gunn to vacate "that
portion of 6th Avenue lying between Hancock and Sherman Streets.
3. A request frøm Richard H. and Diana J. Fisher and Jerry and Gloria Donahue to
vacate that portion of Sherman Streets lying between 6th and 7th Avenues.

ADJOURNMENT
There being no furthar business to come before the Council at this time, it was moved
by Councilman Black, seconded by Councilman Klenk that the meeting be adjourned. Motion carried~

The City Council of the City of Port Townsend met in regular session this 6th day of
May 1975 at 7:30 p.m. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding.
ROLL CALL
Officers and members present were as follows: Mayor Steve, City Attorney Abraham,
City Clerk-Treasurer McCoy, City Engineer French, and Councilman Klenk, Ciprioti, Judy,
Camfield, Parker, Wilson and Black.
MINUTES
It was moved by Councilman Camfield, seconded by Councilman Klenk, that the reading
of the minutes of the previous session be dispensed with. Motion carried.

It was moved by Councilman Camfield, seconded by Councilman Klenk, that the bills be paid.
Motion carried.
COMMUNICATIONS
A letter from Levi Ross of 324 E Street stated that, since he hauls his own garbage,
he is deducting that amount from his utility bill and asks that it be left off said bill.

A letter from Charles I. Freitas of 5310 Chicago Avenue S.W., Tacoma, requested per-
mission to install a 6-inch waterline to Lot 21 of the Supplementary Plat to Cherry Park. Mr.
Freitas agrees to assume the cost of said waterline.
A letter from Police Chief Doubek answered a request from the Council that he submit
a recommendation concerning a petition to halt conversion of existing street lights to mercury
vapor lights at Maple and T, Maple and U and Fir and U Streets. The chief listed a number of
facts regarding street lights and their deterrent to crime, etc. He outlined the history of
the conversion in Port Townsend to mercury vapor lights. His final recommendation was that the
conversion continue.
COMMITTEE REPORTS

Mayor Steve read a proclamation in which he declared May 10 - 18 as Rhododendron
Festival Week.
Councilman Parker, chairman of the light committee, reported that he and several I
other councilmen had gone out to the area where the controversy has arisen over the installation
of mercury vapor street lights. He noted the police chief's recommendation that the lights be
installed and agreed that said installation should continue. Several citizens of the area
protested the installation. After consideramle discussion by the council, citizens and the
mayor, it was moved by Councilman Parker, seconded by Councilman Wilson, that the installation
continue. Roll call: 6 yes, Camfield, no. .Motion passed.

NEW BUSINESS
, Clerk-Treasurer McCoy informed the council that a call for bids was being let.
bids for liability lnsurance to be opened at the second council meeting in May.

ORDINANCE NO. 1736
AN ORDINANCE CORRECTING AN ERROR IN ORDINANCE
NO. 1717.

Ordinance No. 1736 was read in its entirety for the first time. It was moved by
Councilman Camfield, seconded by Councilman Judy, that the first reading be considered the
second and that the third reading be by title only. Roll call, 7 yes. Motion passed. Ordi-
nance No. 1736 was read for the third time. It was moved by Councilman Judy, seconded by
Councilman Klenk, that the ordinance be now adopted. Roll call: 7 yes. Møtion carried.
Ordinance adopted.
Councilman Parker recommended that a letter be written to "Skip" Lewis, commending
him for 37 years of service as a volunteer fireman.

ADJOURNMENT
There being no further business to come before the Council at this time, Councilman
Ciprioti made a motion, seconded by Councilman Klenk, that th meeting be now adjourned. Motion
passed.

COMMUNICATIONS
A letter from Don Ring, Chairman, Fort Worden Advisory Committee invited the Council
to an open house at Fort Worden at 9 a.m., Friday, May 30, 1975.
A letter from the Jefferson County Historical Society officially donated the old
Marine Hospital flag pole to the City.

A letter from Marie Whealdon asked the Council to have the new mercury vapor street
light at 4th Street near the Cox's turned so it will no longer shine in her bedroom.
A letter from the Jefferson County Planning Department, re: preliminary plat of
"Woodland Acres," asked the Council to comment as to the City's capability and willingness to
supply water for said development.
A letter from the Park Board recommended that the Council adopt the Parks and Recrea-
tion Comprehensive Plan as submitted by Mr. Tyler, City Planner. It was moved by Councilman
Black, seconded by Councilman Parker, that any action be tabled until the next meeting to allow
the Council time to review said comprehensive plan. Motion carriéd.

COMMITTEE REPORIS
Mayor Steve proclaimed the month of Mayas Poppy Month and Thursday, May 22, as
Poppy Day in our community.
Councilman Black reported re: Levi Ross' letter stating that he will not pay for
garb~ge service which he does not use, that he had reviewed the ordinance and said ordinance
does not make any provision for residents not using the service. It was moved -by Councilman
Black, seconded by Councilman Ciprioti, that a letter be sent to Mr. Ross informing him that
he must pay the garbage bills or suffer the consequences. Motion passed, with Councilman
Camfield voting no.

Councilman Ciprioti reported that the Sanitation Committee met on May 15 to discuss
changes to the sanitation ordinance. It was mentioned that no change had been recommended
during the 90-day trial period. Ciprioti mentioned that Olympic Disposal was represented at
said meeting by Rex Aldrich and complaints were discussed with him. It was moved by Ciprioti,
seconded by Wilson that no changes be made to the interim ordinance arid that the Attorney draw
up a permanent ordinance. Motion passed.

Clerk-Treasurer McCoy reported to the Council that the official census of Port Town-
send, as endorsed by the State, is 5,385.
