MINUTES OF THE REGULAR SESSION OF OCTOBER 15, 1974

The City Council of the City of Port Townsend met in regular session this 15th day of ;
October 1974 at 7:30 P.M. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding.
ROLL CALL
Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City
Engineer French, Clerk-Treasurer McCoy, and Councilmen Black, Spindor, Parker, Camfield, Judy
and Klenk. Councilman Ciprioti was absent.
MINUTES
It was moved by Councilman Camfield, seconded by Councilman Black, that the reading of
the minutes of the previous session be dispensed with. Motion carried.
BILLS AND CLAIMS
The following claim was presented for approval:

It was moved by Councilman Camfield, seconded by Councilman Judy, that the payment of the bill
be approved.
COMMUNICATIONS
A letter of thanks from Bayshore Enterprises for funds allocated by the City.
An invitation from Henry T. Pruett, Mayor of Sequim, to the Council and Mayor to attend
the Association of Washington Cities annual regional meeting at the Sportsman Inn, October 21,
1974, at 7:30 P.M.
A letter from Mrs. Margaret V. Keeney, Le~~esting the Council to install a street light
on 24th, just off San Juan Avenue. Mayor Stever~fhis to the light committee.

COMMITTEE REPORTS
Mayor Steve appointed Darris Eccles to the Park Board to fill the unexpired term of
resigning commissioner Glen Ison.
Mayor Steve presented to the Council his observation that he would be able to balance
the 1975 budget, except for the Garbage Fund, which is over $17,000.00 in the red. Steve asked
the Council what they thought of contracting with a private firm for garbage service and dis-
solving the Garbage Fund. His recommendation was that the City handle the billings and collec-
tions for a fee. There was some confusion and discussion as to the time schedule, etc. It was
moved by Councilman Klenk, seconded by Councilman Black, that this issue go to the Garbage
Committee. Said committee is to explore the alternatives and report back to the Council as soon
as possible their findings. Motion carried.
ORDINANCE NO. 1722
AN ORDINANCE SETTING VEHICLE SPEED LIMITS ON STATE ROUTE 20 BETWEEN
QUINCY STREET AND THE WESTERN CITY LIMITS.
Ordinance No. 1722 was read for the first time by title only. It was moved by Council-
man Black, seconded by Councilman Judy, that the first reading be considered the second and that
the third reading be by title only. Roll call, 6 yes, 1 absent. Motion carried. Ordinance -
No. 1722 was read for the third time by title only. It was moved by Councilman Camfield, secon-
ded by Councilman Judy, that the ordinance be now adopted. Roll call, 6 yes. Motion carried.
Ordinance adopted.
ORDINANCE NO. 1723
AN ORDINANCE MAKING AND FIXING THE TAX LEVY FOR THE YEAR 1975,
AND DIRECTING CERTIFICATION THEREOF.
Ordinance No. 1723 was read for the first time by title only. It was moved by Council~
man Camfield, seconded by Councilman Judy, that the first reading be considered the second and
that the third reading be by title only. Roll call, 6 yes. Motion carried. Ordinance No.
1723 was read for the third time by title only. It was moved by Councilman Judy, seconded by
Councilman Klenk, that the ordinance be now adopted. Roll call, 6 yes. Motion carried. Ordin-
ance adopted.
