PUBLIC HEARINGS
mayor Steve opened the public hearing on the variance request from Nicholas R. D'AndI'ea, for a 4' variance
from the front and rear setback requirements for an unplatted piece of property on r Street beltween Oak and Chest-
nut Streets. It was moved by Councilman Camfield, seconded by Councilman Ciprioti, that the ~Iari~nce be grant8d~
motion carried.

mayor Steve opened the public hearing for the rezone request of Jack Hensel for the Broadway ändkCberiry
Park additions from R-1 to R-2. Three letters were read opposing the rezone. Several people spoke from the audi-
ence opposing the change. Planning Commission Chairman Miner stated that no one had objected at the Planning Com-
mission hearing, and he was surprised to find that there was so much opposition. Itwas moved by Councilman Parker,
seconded by Councilman Camfield, to refer the matter back to the Planning Commission for further study. Motion
carried. .
mayor steve now opened the public hearing of the request for a variance from Gerald Rodgers. mr. Rodgers
wants to build his house on the edge of the street, across from the reservoir, because of the steep slope of the
land. The Planning Commission recommended that he be granted a 10-foot variance, provided that the City relocate
the street right-of-way closer to the reservoir. Street Superintendent Hawley ~dvised against relocating the
street (1) as a bad precedånt and (2) because the City will need that particular street when it is covering the
reservoirs. It was moved by Councilman Camfield, seconded by Councilman Spindor, that a 20' variance from the
front setback requirement be granted. motion carried.

The fourth public hearing was on the rezone request of W. R. Swanson and Victor Coster, for a change from
R-1 to commercial for Blocks 276 and 277, Eisenbeis Addition. The recommendation from the Planning Commission
was for a smaller area, Lots 1, 2, 7 and 8 of Block 277 and Lots 7 and 8 of Block 276, and was favorable~ The
Pianning Commission also directed the Council's attention to the greenbelt provisions of the zloning ordinance,
where commercial zones abut residential. rrom the audience, several property owners spoke agaInst the proposed
rezone on the grounds that the proposed business would pose a noise problem, and that the rezol~e would open the
property to any and all commercial enterprises. The proponents stressed the fact that they wolJld have off-street
parking and that the noise generated would not be greater than that in any neighborhood from lI3wn-mowers, etc.'
Councilman Camfield pointed out that theså two blocks had previously been removed from the Sim:3 Way rezone, be-
cause of the neighbors objectione. He moved that the variance ba denied. The motion was seconded by Councilman
Parker, and carried unanimously.

Librarian Wallin extended an invitation to the mayor, Council, and the public to an open house. at the
library, ARril 25, from 7 to 9 p.m., to honor local authors.

The matter of setting a public hearing date for the vacation of R Street between Rose and Willow was
p08~poned because the Planning Commission had tabled it indefinitely.

A letter from four parties petitioning the city for a street light at th!3 intersection of Jefferson and
Polk Streets. (mr and mrs Lewis Egnew, mri and mrs Glenn Healas, mr~ and mrs. E. A. Anderson, Blanche Tweedie).
The request was referred to the rire and Light Committee for recommendation.

A Planning Commission recommendation that the Lowell and Lillian Tiller, Edward and Eileen Barcott, and
Charles and Dorothy Ingalls application for a street vacation be tabled until the street and trails development
plan is finished. It was moved by Councilman Camfield, seconded by Councilman Ciprioti, that the matter remain
tabled until the Planning Commission recommendation is received. motion carried.

A letter from mr~ and mrs. Jack Scott and Jarœs A. DeLeo noting that their street vacation request for.
Cleveland Street between 10th and 11th was tabled by the Council per recommendation of the Planning Commission
until the plan for hiking and bicycle trails was completed. The writers maintain that other street vacations of
similar nature have since been approved. They plead with the Council to reconsider their request and take action
to grant this vacation in like manner. After some discussion it was decided not to reopen this vacation request,
but to leave it tabled until the above-mentioned trail plan is completed.
A variance request from Harold T. martin from the rear setback requirement, which had already been sent
to the Planning Commission. It was moved by Councilman Camfield, seconded by Councilman Ciprioti, to hold the
publict: hearing on June 4. Motion carried.

BID OPENING
One bid was received and opened for coverage of the city's liability insurance for another year. It was
from farmer's Insurance Company, in the amount of $4,577.60. The bid came to 577.60 more than ~as budgeted. It
was moved by Councilman Judy, seconded by Councilman K~en~, that the bid be accepted.

PUBLIC HEARINGS
mayor Steve opened the public hearing on the Rodgers street vacation request for that portion of Adams
Street which divides Block 24 and Block 25 of the Mountain View Second Addition, beginning at Reed Street and
proceeding northwest. There was discussion re: property owners and amount of the street to be vacated. It was
moved by Councilman Klenk, seconded by Councilman Judy, that the .vacation of the 100 feet of Adams Street just
north of Reed Street be granted. Motion carried. .
The.Hensel rezone request which had been sent back to the Planning Commission for review was again opened
for public hearing. The Planning Commission had recommended that the request be denied due to disapproval of a
large number of the abutting property owners. It was moved by Councilman Camfield, seconded by Councilman Klenk,
that the request for rezone be denied.

. The third public hearing was the Radon rezone request that the area bounded on the south by Jefferson
Street, on the east by.the extension of Jackson Street, on the north by t~e extension of Clay Street and on the
~est by monroe Street be rezoned to P-1. The Planning Commission recommended in favor of the rezone of Block 93
and the south half of the vacated portion of rranklin Street to P-1. T~e primary reason for said request is to
allow the building of a boat and mold storage shed on the ~outh side of tÆ existing building. Jeff Pedersen, an
abutting property owner, asked that certain restrictions be imposed to protect his land values. After lengthy and
detailed discussion, the Council was reminded by mr. Miner that the issue before them was whether or not to grant
the p-f rezone, not to improse restrictions to the rezone for the benefit of mr. Pedersen. It was moved by Coun-
cilman Black, seconded by Councilman Parker, that the rezon~ be allowed. Roll call: yes, Councilmen Klenk, Cip-
rioti, Judy, Camfield, P~rker and Black; no, Councilman Spindor. motion garried; rezone g~anted.

OLD BUSINESS
The Lord's Lake timber sale was presented to the Council for approval. Councilman Ciprioti asked that
the performance bond in the contract be raised from 5500.00 to $2000.00, and was told that it would be done. After
some disC~ssion it was moved by Councilman Camfield, seconded by Councilman Black, that the bids be let to be opened
at-- the regu lar session on June 4, 1974.

p.m. in the Council Chambers of the City Hall, Mayor Joseph B. Steve presiding.

It was moved by Councilman Camfield, seconded by Councilman Klenk, that the reading of the minutes of the
previous session be dispensed with. Motion carried.
commUNICATIONS
A proclamation by mayor Steve, declaring the month of may to be "Better Hearing Month."

A letter signed by eleven citizens, asking the Council to enact an ordinance forbidding livestock and
chickens within the residential areas of the city. It was pointed out by Police Chief Doubek that the existing
animal control ordinance makes provision for handling complaints of this nature. He indicated that he would con-
tact the people making the complaint. It was suggested by Councilman Camfield that no action be taken at this
time.
A request for a conditional use permit by mel Black for Lots 5-8, Block 14, D.C. Hastings Addition.
Black asked to be allowed to have an arts and crafts studio in his home. It was moved by Councilman Judy, seconded
by Councilman Klenk that the request be granted for one (1) year, at which time it would either be brought up for
review or extended. motion carried.
A variance request by Mr. and mrs. Jeffrey A. Pedersen for Lot 3, Block 100, Original Townsite. They
request a zero setback on the side of a building which abuts a street. It was moved by Councilman Camfield,
seconded by Councilman Judy, that the public hearing be set for June 4, 1974. motion carried.

commITTEE REPORTS
Mayor Steve read a resolution from the City of Sacramento, sending regards to the City and citizens of
Port Townsend, with the marching band from John r. Kennedy High School in Sacramento.
mayor Steve read a humorous poem from an anonymous citizen putting down welfare and hippies.
The mayor requested an executive council meeting immediately following the regular meeting to discuss
land acquisition.
Councilman Camfield moved that the salary of the billing clerk, Judith Lefler, be raised to 1595.00 per
month, in order to. bring her wage fairly in line with the wages of all other city employees. The motion was
seconded by Councilman Black and passed by a vote of five yes, one no, Councilman Parker casting the negative vote.
Councilman Ciprioti arrived after the vote.

NEW BUSINESS
The matter of an EEA grant to allow the City to build a sewer line on Taylor Street out to Union Wharf
was brought before the Council by City Engineer rrench. After discussion regarding who would profit from the line
and who would be on it, it was moved by Councilman Black, seconded by Councilman Camfield, that mr. rrench be
authorized to proceed toward obtaining the grant. motion carried.

Councilman Judy, seconded by Councilman Camfield, that the ordinance be now adopted. Roll call was 7 yes. Motion
