The City Council of the City of Port Townsend met in regular session this 5t~ day of February 1974 at 7:30
P.M. in the Council Chambers of City Hall, Mayor Joseph B. Steve ppesiding.

Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Engineer French,
City Clerk-Treasurer McCoy, a'nd Councilmen Klenk, Cipriotï, Judy, Camfield, Parker and S'pindor'.

The following communications were presented and read to the Council:
A letter from Mrs. Wallin on behalf of the Library Board urgi~the City to start proceedings to remodel the
Library entrance.
A letter from the Port Townsend Planning Commission regarding the planning consultant services of Mr. Dave
Cunningham, County Planner.
A request for street vacation from the Port of Port Townsend to develop Port property.
A request for street vacation of a portion of North Pearl Street by Mr. and mrs. Henry Decker and Mr. and
Mrs. Harold M. Louis.
A variance request from W. R. Swanson and Victor Coster.
of a portion of the Eisenbeis Addition, Blocks 276 and 277.
This would entail a rezone to allow commercial use
COMMITTEE REPORTS
It was reported that Mr. Peter Sofie, Sewage Treatment Plant Operator, had cJmpleted a course on sewage
dispoasl operation and was awarded a certificate. -, .
The Mayor mentioned that it was illegal for the City to pay more than $10 per volunteer for the voluntfuer
firemen's pension fund, as was voted by the Council. He pointed out how little their efforts had cost the City
in recent years and expressed his feeling that some form of additional compensation be incorporated to express
appreciation .for their services. The subject was to be brought up at the next meeting.
It was recommended that Mr. Judd, the Poundmaster, go to Seattle for training in the use of the tranquilizer
gun. Also, that the tranquilizer serum be purchased from a pharmaceutical house. It was moved that the matter of
the Moch dog be referred to the insurance carrier.
OLD BUSINESS
PUBLIC HEARING ~ CONTINUED
Mayor Steve reopened the public hearing on David Hero's variance request. A letter was read from Jack Cady
of Knox College recommending Mr. Hero. A discussion followed and included a complaint regarding parking. Mr.
Hero answered questions regarding kiln location on the premises and specifications of the kiln. He presented a
petition signed by all adjacent property owners, expressing their endorsement of the pottery. After some discus-
sion, it was moved by Councilman Spindor, seconded by Councilman Parker, to grant the variance.

The above ordinance was read for the first time. It was moved by Councilman Camfield, seconded by Council-
man Judy that the first reading be considered the second and that the third reading be by title only. Roll call:
6 yes. It was moved by Councilman Ciprioti, seconded by Councilman Judy, that thE! ordinance be now adopted. Roll
call: 6 yes. Ordinance adopted.
NEW BUSINESS
It was moved by Councilman Camfield, seconded by Councilman .Judy, that public hearings be set for March 5,
1974 on the Kvinsland-Enfield street vacation request and on the Radon Boats rezone request.

Councilman Judy reported on the February 7 meeting witn Mr. Spahr of the State Social and Health Services
Office. He outlined the deficiencies found in the City's water system and nec~ssary steps whi,~h must be taken
before any additional laying of pipe would be approved by the State. Further discussion was deferreq until later
on the agenda.
PUBLIC HEARINGS'
Street Vacations:

I. Cleveland between 10th and 11th by Jack Scott anq James A. DeLeo. It was moved by Councilman Cam-
fi~ld, seconded by Coun~ilmån Judy,to defer a decision on this vacation pending result~ of the Planning Commission
studies on trails and street vacations underway at this time.

II. McKinley between Clallam and Hudson by Mr. Palmer and Mr. Ziel. A presentation was made for this
application by Mr. Grady. Comments were made by a representative of the Planning Commission and a letter was
read from said Commission recommending that this vacation be denied. The lengthy discussion that followed cen-
ter:ed around the question as to whether this, property was in fact valuable to the City -as "vie"r property. '! After
much deliberation, it ~as moved by Councilman Camfield, seconded by Councilman Parker, that the vacation be
denied. It was then requested by Councilman Judy that an ordinance be drawn up re: this street vacation.
