AN ORDINANCE APPROPRIATING THE SUM OF $2,500.00 TO THE 1973 BUDGET CF THE
PORT rOWNSEND GARBAGE COLLECTION SERVICE, FOR EQUIPMENT REPAIR, 'AND DECLAR-
ING AN EMERGENCY.
The above ordinance was read for the second time. It was moved by Councilman Camfield, seconded by Councilman
Cipriott, that the third reading be by title only. ,Roll call: 6 yeas. It was mcved by Councilman Camfield,
seconded by CouDcilman Ciprioti that the ordinance be now adopted~ Roll call: 6 yeas. Ordinance adopted.

It was moved by Councilman Camfield, seconded by Councilman Judy, that the Clerk be authorized to call for
bids for two police cars and a back-hoe for the Sewer Department. Motion carried.

Because of the public health nature of the emergency, this ordinance did not have to be held over. It was read
for the first, second and third times. It was moved by Councilman Ciprioti, seconded by Couneilman Judy, that
the ordinance be now,adopted. Roll call: 6 yeas. Ordinance adopted. '

AN ORDINANCE APPROPRIATING THE SUM OF $9,172.48 TO THE 1973 BUDGET OF
THE STREET DEPARTMENT, FOR PURCHASE OF GRAVEL, A~O DECLARING AN EMERGENCY.

Because of its nature, the above ordinance was read for the fir~t time and held over.
It was .agreed that the Council should meet with the P.U.D. to discuss the sale of the water sy'stem .outside
the City. The Clerk was instructed to write a letter requesting a meeting January 8, 1974,..at 7:30 P.M. in--the
Council Chambers.

The City Council of the City of Port Townsend met in regular session this 1!5th day of January, 1974, at
7:30 p.m. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding.
ROLL CALL

A letter of thanks from the Volunteer Firemen, thanking the city for pAying .its
share of their retirement.

A letter from County Planner Da~id Cunningham, rescheduling the Trident submarine briefing.
A letter frum mrs. Potterf stating her intention to tear down her burned-out house as soon as possible.
A letter from Roy Grewell requesting a master taxi license to operate in and adjacent to Port Townsend.

A letter and claim for damages from Fred moch was referred to the City Attorney and the Police and license
Committee.

commITTEE REPORTS

It was mentioned that no bidæ were received for fuel. mr. Harper stated that under mandatory allocation p~ogram
he is required to furnish heatin~ oil and most likely gasoline as well.
mayor Steve appointed the following people to committees:
Board of Health, Olympic H~alth District - Councilman Parker
Jefferson County 1isability Board - Councilman Parker
Clallam-Jefferson County Community ~ction Council - Counçilman Spindor

The agreement with the county regarding solid wast9 disposal was discussed. It was noted that it would be at
least six months before the county could take over the dump. An agreement from the city to cooperate with the
county on the proposed dump procedure was requested by the county. It was moved by Councilman Camfield, seconded
by Councilman Judy, that the city would maintain the dump for six more munths, until the county could take it
over. motion carried.
A letter was read from the North Olympic Coastal Coordinating Committee inviting the maycr or his appointee to
serve as a member of said committee.

PUBLIC HEARINGS
A public hearing was held to amend Section 3.03 of the zoning ordinance to permit art and handicraft produc-
tion and reproduction in primary dwelling and accessory building3 otherwise conforming to residential zone criteri~.
The amendment includes other stipulations as well. This amendment was recommended by the Planning Commission.
It was moved by Councilman Camfield, seconded by Councilman Ciprioti, that the amendment be adopted. motion
carried.
A public hearing was held on the Alleniana Design request for a conditional ~se permit to allow silk-screening
at the residence of mr,. and mrs. Grant Allen, 3723 San Juan Avenue. Motion by Councilman Parker, seconded by
Councilman Spindor, to grant the permit. Motion carried.

The public hearing was opened on David Hero's request for a conditional"use permit to fabricate pottery at
933 Tyler Street. After considerable discussion, it was moved by Councilman Ciprioti, seconded by Councilman
Klenk, to continue the hearing until the next council meeting, when mr. Hero could be present. ~otion carried.
OLD BUSINESS
mr. Robert ~atkins proposed to the City that he would like to take over the ambulance service in Port Townsend,
which is presently being supervised by the fire Department on an emergency, short-term basis. mr. Watkins stated
that he would pay ~100 per month and ten percent of the net, on a lease-buy basis, with option to purchase the
ambulance from the city when his lease payments had paid it off. There was much discussion, both pro and con,
regarding a contract, bond and the monthly lease figure. It was finally moved by Councilman Camfield and seconded
by Councilman Judy to hold decision until the next council meeting in the event that some other party might want
to make a proposal re the ambulance service. Also to allow mr. Abraham, the City Attorney, the opportunity to
draw up a contract.

SOLIDATING AND DISPENSING mONIES IN A mANNER so AS TO CUT DUPLICATION. A
CLEARING FUND.
Because of the nature of this ordinance, it was read for the first, second and third times. It was moved by
Councilman Camfield, seconded by Councilman Judy, that the ordinance be now adopted. Roll call: 6 yes. Ordin-
ance adopted.

Public hearing dates were set for February 19, 1974 on the Palmer-Z~il a~d the Scott-DeLeo street vacation
requests.
