In the Attorney's budget, his salary was cut from $3000 to $2700 with corresponding changes in personnel
benefi ts.

There was no change in the Planning.Commission budget.
In the Police budget it was discussed cutting out the position of one Patrolman 3rd, as an economy measure,
but no decision was reached. The rest of the budget was left as presented.
The council gave the Clerk permission to round salaries off so that they would come out even instead of
having odd pennies. It àmounts to, at the most, $2 a year for certain employees.
In the Animal eontrol budget the Poundmaster's salary was changed f~om $9,660 to $8,676 with corresponding
changes in personnel benefits. There were no other changes in this budget.

In the Fire Department Budget, the Assitant Fire Chief was raised to $10,256. The base salary for this
position was figured at $9,000 a year with a 7.5% raise plus longevity. Mayor Steve suggested that the city pay
$12 apiece for the volunteer firemen's yearly pension fee that they now pay. It was.agreed to .by the council and
$4l0 was added to the Volunteer Firefighter~s Pension item under Personnel Benefits makêing it a total of $810.
There were no other changes made in this budget.
In the Engineering"Budget the Engineering Aide salary was raised 7.5% to $2,016 plus corresponding changes
in Personnel Benefits. The increase will be taken from the Engineer's contract. There were no other changes
made in this budget.

No changes were made in the Street Fund budget, Library Fund, Park, Fund, Arterial Street Fund, General
Obligation Bonds 1955 Redemption Fund, or the Cumulative Reserve Fund.
In the Water Department, the meter reader's salary was equalized with the Equipment Operator in the Sewer
Department and the base salary for both is $8,479 with 2% longevity for the Meter Reader's .salary which changes
from $8,486 to $8,649! The Equipment Operator in the Sewer Department had previously been equalized with the
Equipment Operator in the Street Fund. There were no further changes in the Water Department budget.
There were no changes in the Sewer Department budget, qarbage Fund, Water Main Revolving Fund, Firemen's
Relief and Pension Fund or Federal " Shared Revenue Fund.

As the council wished to further conšider the budget, the Mayor recessed the public hearing until December
4th, after the regular council meeting.

The City Council of the City of Port Townsend met in regalar session this 4th day of December, 1973, at
7:30 P.M. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding.
ROLL CALL
Officers and-'members present were as follows: Mayor Steve, City Attorney Abraham, City Engineer French,
City Clerk Pedersen, and Councilmen Scheyer, Cipriotti, Judy, Parker and Sahli. Councilmen Camfield and Hufford
arrived after roll call.

It was moved by Councilman Judy, seconded by Councilman Sahli, that the reading of the minutes of the
previous ession be dispensed with. Motion carried.

It was moved by Councilman Sahli, s'econded by Councilman Judy that the bills and claims be approved as read and
that the Clerk and Mayor be authorized to draw warrants upon the proper funds for payment of same. Motion
carried. .

COMMUNICATIONS

The following communications were presented and read to the council:
k request for a street vacation from Jack Scott, Betty A. Scott, and James A. DeLeo, Trustee for DeLeo Brothers,
for that portion of Cleveland Street lying between lOth and Ilth Streets. It was moved by Colmcilman Scheyer,
seconded by Councilman Cipriotti, that this request be referred to the Planning Commission for recommendation.
Motion carried. .
A request for a street vacation from Lonny and Ruth Kvins1and and Herbert and Crystal Enfield for that portion
of Shasta Street lying between 6th Street and 9th Street from the north side of '6th Street to the South side of
9th Street. It was moved by Councilman Scheyer, seconded by Councilman Cipriotti, that this request'be reférred
to the Planning Commission for recommendation. Motion carried. .

A resolution from the Jefferson County Humane Society was read in which they transferred to the City of Port
Townsend all of the physical and tangible assests of the Society located within the corporate limits of the
city.
A letter from Calmar McCune, 100 Tyler Street was read in which he requested that the city consider constructing
a reef of broken concrete slab 400 feet off Water Street, running from the Blackball dock westerly to the
Standard Oil dock. It was moved by Councilman Camfield, seconded by Councilman Scheyer that this request be
referred to the City Engineer. Motion carried.
CO~1ITTEE REPORTS

The Police Chief asked permission of the Council to cover the parking meters during the holiday season. It
was moved by Councilman Camfield, seconded by Councilman Judy, that the parking meters be covered from December 5,
through the first of the year. Motion carried.

The Police Chief also requested that the Council repeal that portion of Ordinance 873 dealing with Second
Hand Dealers Licenses. He stated that it is difficult to enforce. It was moved by Councilman Camfield,
seconded by Councilman Judy that that portion of Ordinance 873 dealing with Second Hand Dealers Licenses be
repealed. Roll call was as follows: nays, Councilmen Scheyer, Cipriott, Judy, Parker and Hufford; yeas,
Councilman Camfield and Sahli. Motion failed.
Jack Fields reported on the water line at the Equipment Storage Barn. He stated that he put in an eight
inch line which gives 2,008 gallons per minute, with two fire hydrants so that our insurance rate will go do'~
on the Equipment Storage Barn.
OLD BUSINESS
The following ordinance was presented and read for the first time:

THE POSITION OF POUNDMSTER AND PROVIDI~G FOR APPOINTMENT AND DUTIES OF A POUNDMASTER,
PROVIDING FOR AND REGULATING THE IMPOUNDMENT OF ANIMALS AND LIVESTOCK, THE LICENSING AND
CONTROL OF ANIMALS A~D THE SALE OF IMPOUNDED LIVESTOCK, DEFINING OFFENSES FOR FAILURE TO
CONTROL AND LICENSE ANIMALS OR LIVESTOCK AND PENALTIES THEREFORE, AND SETTING FEES FOR
LICENSING AND IMPOUNDING ANIMALS AND LIVESTOCK, AND FURTHER PROVIDING PENALTIES FOR
VIOLATIONS BY THE rn~ERS OF ANIMALS AND LIVESTOCK.

After some discussion, it was decided to hold this ordinance over until the next council meeting for further
consideration.
NEW BUSINESS

The City Attorneyecplained to the Council pay-back agreements. He said that when a property owner outside
the city limits installs a water or sewer line at his own expense and someone else hooks on to this line with-
out reimbursing the original installer this is very unfair. He asked the Council to authorize the Water or
Sewer Superintendent to enter into pay-back agreements on water and sewer lines outside the city limits. The
city will agree not to commit any additional people to such lines until their fair share of the cost of that
line has been paid to the person who installed the line. It was so moved by Councilman Judy, seconded by
Councilman Scheyer and passed.
ADJOURNMENT
As there was no further business to come before the council at this time, it was moved by Councilman Soheyer,
seconded by Councilman Cipriotti, that the meetin do now adjourn. Motion carried.

CONTINUATION OF PUBLIC HEARING ON 1974 BUDGET, DECEMBER 4,1973
Port Townsend, Washington
Mayor Steve reopened the public hearing on the 1974 budget at 8:45 P.M. in the Council Chambers of City
Hall. Members and Officers present were as follows: - Mayor Steve, City Attorney Abraham, City Engineer French,
City Clerk Pedersen and Councilmen Scheyer, Cipriotti, Judy, Camfield, Parker, Sahli and Hufford.
Additional changes made in the preliminary budget are as follows:

In the Police Department the Extra Patrolman was cut from $2,000 to $1,000 and Overtime from $5,000 to
$3,000.
In the Clerk-Treasurer budget the salaries of Deputy Clerk and Deputy Treasurer were cut from $8,400 to
$7,600 plus longevity.
In the Street Department it was decided to equalíze the Street Superintendent with the Fire and Police
Chiefs. His base salary was set at $10,453 plus longevity. It was decided to take the increase for salaries
from Operating Supplies under Traveled Way. -

In the Water Department it was decided to equalize the Water Superintendent with the Fire and Polièe
Chiefs and the Street Superintendént. His base salary was set at $10,453 plus longevitý. The increase for
this salary is to be taken from Engineering under Professional Services and from Miscellaneous Construction.

It was moved by Councilman Judy, seconded by Councilman Sahli that the 1974 budget be adopted as amended.
Motion carried and Mayor Steve closed the public hearing on the 1974 budget.

The City Council of the City of Port Townsend met in regular session this 18th day of De:cember, 1973, at
7:30 P.M. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding.
ROLL CALL
Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Engineer French, Dep.
City Clerk Edson, and Councilmen Scheyer, Ciprioti, Judy, Sahli and Hufford. Councilman Parke:r arrived after roll
call.
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Judy, seconded by Councilman Ciprioti, that the reading of the minutes of the
previous session be dispensed with. Motion carri~d.
BILLS AND CLAIMS
In order to pay the bill presentedi it was first necessary to pass enabling legislation in the form of the
following resolution:
RESOLUTION NO. 73-7
A RESOLUTION AUTHORIZING THE LOAN OF $9,172.48 FROM THE ARTERIAL STREET FUND TO THE
STREET DEPARTMENT FOR THE PURCHASE OF GRAVEL, AND PROVIDING FOR REPAYMENT OF SAID
[OAN WITHIN FIVE YEARS.
It was moved by Councilman Judy, seconded by Councilman Hufford, that the resolution be adopte,d. Motion carried
unanimously. The following bill, as-audited by the Finance Committee, was -then presented for payment:
Arterial Street Fund, Voucher No. 70, to Jefferson County Road Fund:. :.. $9,172.48
It was moved by Councilman Parker, seconded by Counci~man Sahli, that the bill be paid.

COMMUNICATIONS
The following communications were presented and read to the council:
A request to a partial street vacation from J. Frederick Palmer, Helen Palmer and F. L. liel and Lillian G. liel
for the west 100 feet portion of McKinley Street lying between Clallam and Hudson Streets, was referred to the
Planning Commission.
A plea from Frank-Erb, Chairman of the Jefferson County Labor Coordinating Committeer for letters to the Governor
and legislators supporting lower tolls on the Hood Canal Bridge.
A request for revenue-sharing funds from Francis G. Hitchcock, Executive Director, Bayshore Enterprises, Inc.,
for services to mentally-retarded adults in the community.
Letters of resignation from Councilmen Hufford, Scheyer and Sahli, effective December 31, 1973. It was moved by
Councilman Judy, seconded by Councilman Hufford, that the resignations be accepted. Motion carried.
COMMITTEE REPORTS

Mayor Steve announced the appointment of Monty McCoy as Clerk-Treasurer, effective January 1, 1974. It was
moved by Councilman Scheyer, seconded by Councilman Ciprioti, that the appointment be approved. Motion carried.
A letter was read from City Engineer French recommending that the city not participate in the proposed reef
project, as requested by Cal McCune. It was moved by Councilman Scheyer, seconded by Councilman Ciprioti, that
- this recommendation be approved. Motion carried. -
ORDINANCE NO. 1692
Ordinance No. 1692 which was read for the first time at the previous meeting, from which Section 19 had
been omitted was completed by reading that Section. It was moved by Councilman Hufford, seconded by Councilman
Sahli, that the first reading be considered the second and the third be by title only. Roll call: 6 yes, 1 absent.
It was now moved by Councilman Hufford, second~d by Councilman Judy, that the ordinance be now adopted. Roll call
was 6 yes, 1 absent. Ordinance adopted.
ORDINANCE NO. 1693
AN ORDINANCE FIXING THE SALARIES OF THE MAYOR AND CITY ATTORNEY FOR
THE YEAR 1974, AND UNTIL CHANGED.
The above ordinance was read for the first time: It was moved by Councilman Judy, seconded by Coun¿ilman-
Scheyer, that the first reading be considered the second and that the "third be by title only. Roll call: 6 yes,
1 absent. After the third reading, it was moved by Councilman Judy, seconded by Councilman Scheyer, that the
ordinance be now adopted. Motion carried, 6 yes, 1 absent. Ordinance adopted.
