BID OPENING 'I The following bids were opened and read for the addressograph and other equipment advertised for bid by the Water Department: Kelly Goodwin Hardwood Company Ha~per Oil Company Pedersen Oil Company. $1,050.00 300.00 200.00 Councilman Hufford moved, seconded by Councilman Sahli, to accept the high bid. Motion carried. 8 RESOLUTION NO. 73-6 A RESOLUTION AUTHORIZING THE I'M YOR TO ACCEPT, IN BEHALF OF THE CITY OF PORT TOWNSEND, ALL ASSETS WHICH MAY BE TRANSFERRED TO THE CITY BY THE JEFFERSON COUNTY HUMANE SOCIETY FOR ANIMAL CONTROL AND CARE. It was moved by Councilman Camfield, seconded by Councilman Hufford, that the resolution be adopted. carried unanimously. Motion PRELIMINARY BUDGET It was moved by Councilman Judy, seconded by Councilman Sahli, that the preliminary budge't be adopted. Motion carried unanimously. The public hearing was set for December 3, 1973 at 7:~;O P.M., by motion of Council- man Camfield, seconded by Councilman Sahli. I Councilman Judy suggested that the city write a letter to the county, asking them to participate in the opening of Jefferson Street, making a new approach to the courthouse from Kearney ~;treet. Councilman Camfield moved that we contact the county commissioners requesting their participation. Motion was seconded by Councilman Hufford. Motion carried. ADJOURNMEN MAYOR was moved by Councilman Judy, As there was no further business to come before the council at this seconded by Councilman Sahli, that the meeting do now adjourn. Motión c r~ Attest: ~~.~d!~ De ty City Clerk 8 MINUTES OF THE PUBLIC HEARING ON 1974 BUDGET, DECEt1BER 3, 197~ Port ToTNnsend, Washington I The public hearing on the 1974 budget was opened at 7:30 P.M. in the Council Chambers of City Hall, Mayor Joseph B. Steve presiding. Officers and members present were: Councilmen Cipriotti, Camfield, Parker, Sahli, Hufford and Citý Clerk Pedersen. Mayor Steve stated before the hêaring began that there is an opinion by the Attorney General that a councilman may not serve as a volunteer firemen~also, as the two positions are imcompatable under state law. called this to Councilman Parker's attention as he is alsó a volunteer fireman. It was brought out during the discussion that this point had not been agreed on during the union negotiations. After lengthy discussion it was decided to wait u~til the council came ,to the Fire Department budget before making a decision. I i < The Mayor stated that ~he point of longevity raises needed to be clarified. He said the longevity pay will be paid on the base pay of ~ach individual and that longevity Will not be compounded. He stated the union agreed to this interpretation. \ Councilman Sahli directed the council through the budget and the hearing was opened. In the Mayor-Council budget the council agreed to cut the Mayor's salary from $3000 to $2700 with corresponding reductions in personnel benefits. 8 There were no changes made in the City Hall Building -budget. In the Clerk-Treasurer 'budget it was decided not to finalize the salaries since' at the moment there is no one to fill the job of Clerk-Treasurer. The position of a meter collector was added to this budget to'collect the money from the parking meters at $360 a year. There was no change in the Planning Commission budget. In the Police budget it was discussed cutting out the position of one Patrolman 3rd, as an economy measure, but no decision was reached. The rest of the budget was left as Dresented. The council gave the Clerk permission to round salaries off so that they would come out even instead of having odd pennies. It amounts to, at the most, $2 a year for certain employees. In the Animal Control budget the Poundmaster's salary was changed from $9,660 to $8,676 with corresponding changes in personnel benefits. There were no other changes in this budget. In the Fire Department Budget, the Assitant Fire Chief was raised to $10,256. The base salary for this position was figured at $9,000 a year with a 7.5% raise plus longevity. Mayor Steve suggested that the city pay $12 apiece for the volunteer firemen's yearly pension fee that they now pay. It was agreed to by the council and $4l0 was added to the Volunteer Firefighter's Pension item under Personnel Benefits mak ing it a total of $810. There were no other changes made in this budget. In the Engineering"Budget the Engineering Aide salary was raised 7.5% to $2,016 plus corresponding changes in Personnel Benefits. The increase will be taken from the Engineer's contract. There were no other changes made in this budget. No changes were made in the Street Fund budget, Library Fund, Park, Fund, Arterial Street Fund, General Obligation Bonds 1955 Redemption Fund, or the Cumulative Reserve Fund. In the Water Department, the meter reader's salary was equalized with the Equipment Operator in the Sewer Department and the base salary for both is $8,479 with 2% longevity for the Meter Reader's salary which changes from $8,486 to $8,649. The Equipment Operator in the Sewer Department had previously been equalized with the Equipment Operator in the Street Fund. There were no further changes in the Water Department budget. There were no changes in the Sewer Department budget, Garbage Fund, Water Main Revolving Fund, Firemen's Relief and Pension Fund or Federal-Shared Revenue Fund. As the council wished to further consider the budget, the Mayor recessed the public hearing until December 4th, after the regular council meeting. Steve presiding. ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Engineer French, City Clerk Pedersen, and Councilmen Scheyer, Cipriotti, Judy, Parker and Sahli. Councilmen Camfield and Hufford arrived after roll call. MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Judy, seconded by Councilman Sahli, that the reading of the minutes of the previous ession be dispensed with. Motion carried. Motion carried. COMMUNICATIONS The following communications were presented and read to the council: A request for a street vacation from Jack Scott, Betty A. Scott, and James A. DeLeo, Trustee for DeLeo Brothers, for that portion of Cleveland Street lying between lOth and 11th Streets. It was moved by Councilman Scheyer, seconded by Councilman Cipriotti, that this request be referred to the Planning Commission for recommendation. Motion carried. A request for a street vacation from Lonny and Ruth Kvinsland and Herbert and Crystal Enfield for that Dortion of Shasta Street lying between 6th Street and 9th Street from the north side of 6th Street to the South side of 9th Street.
