ORDINANCE NO. 1681
AN ORDINANCE AMENDING SECTION 15 OF ORDINANCE 1635, AND REQUIRING
COMPLIANCE WITH STATE GAMBLING LAWS.
It was moved by Councilman Camfield, seconded by Councilman Judy that the first reading be considered the second,
the the third reading be by title only. The roll~ call was seven yaes. Ordinance No. 1681 was read again for
the third time by title only. It was moved by Councilman Judy, seconded by, Councilman Camfield that Ordinance
No. 1681 do now be adopted. The roll call was seven yaes and the' ordinance was aaopted.

The following ordinance was presented and read for the first timet
ORDINANCE NO. 1682
AN ORDINANCE AMENDING SECTIONS 17 AND 18 OF ORDINANCE NO. 1635, AND
CHANGING THE AGE LIMIT FOR PERSONS AUTHORIZED TO CONSUME LIQUOR AND
TO WHOM LIQUOR MAY BE SOLD.
It was moved by Councilman Camfield, seconded by Councilman Scheyer that the first reading be' considered the
second, and the third reading be by title only. The roll call was seven yaes. 1be City Attorney stated that
a petition has been presented to the Secretary of State,' s office with the purpose, of repealing the law lowering
the drinking age to 19, and the Secretary of State has suspended the effectived~,te of this law for fo~r weeks
in order to check the signatures on the petitions. He recommended deferringaëtion on this ordinance until
we see what the State's action will be. Councilman Camfield asked if we pass the, ordinance tonight would the
existing State law prevail. The City Attorney stated yes. He said the primary reason for having this ordinance
is finacial. If the law is broken the city would receive the fine money instead of the county. If the ordinance
passes it will have no real effect until the State law 'becomes effective. The ordinance was read again for the
thira time by title only. It wag moved by Councilman Camfield, seconded by Councilman Scheyer that the ordinance
do now be adopted. 'The roll call was as follows: yaes, Councilmen Scheyer, CipÌ:ioti, Judy, Camfield, Sahli,
Hufford; nays, Councilman Rosbach. The ordinance was adopted. .
- -Jack Perkins, Garbage Superintenden~, presented tne Jefferson County Qolid vlaste Mangement Plan which has
been accepted by the Depart:ment of Ecology, and advised the council that the, cit~r does have to adopt this plan
in conjunction with the county but. that it does not bind the city to anything. It is a plan to help the city
progress toward the standards set by the State for the proper handling of solid ~ffistes. ,It was moved ,bY
Councilman Sahli, seconded by Councllman' Camfield that this plan be adopted. Motion carried..

Councilman Judy reported that he has had a request rrom,a citizen for the ctty to install a 6 inch water
line on 21st Street between Sheridan and Wilson Stre'ets. It would cost about $2,,500 to be financed by the,
Water Department revolving Îund. It would be a pay-back arrangement and as people hooked on the linè they
would pay back to the city the installation cost. Councilman Judy moved that this request be grant:ed. It
was seconded by Councilman Camfield and 'passed.
Councilman Hufford reported that the county is calling for bids for crushed gravel for their own use and
since the city also needs crushed gravel it was suggested that the city and coun1~ go together and include
5,000 yards of crushed gravel for the city's use in the bid. Councilman Hufford moved that we cooperate with
the county and go in with them on the bid and agree to purchase 5,000 yards of crushed rock on the bid. It
was seconded by Councilman Judy and passed. .

As there was no further business to come before the council at this time, it was moved by Councilman
Camfield, seconded by Councilman Judy that the meeting do now a Jour. Motion carried.

The City Council of the City of Port Townsend met in regular session this 19th day of June, 1973, at
- 7:30 p.m. in the Council Chambers of City Hall. mayor Joseph B. Steve pr~siding.
ROLL CALL
Officers and members present were as follows: mayor Steve, City Attornex Abraham, Deputy City Clerk
'Edson, City Engineer French, Cciuncilmen Scheyer; Ciprioti, Judy, Camfield, Rosbach~ Sahli and Hufford.
mINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Camfield, seconded by Councilman Hufford that the minutes of the previous
session be dispenses with. motion carried.
BILLS AND CLAImS
The following bills and claims as audited by the finance committee were presented for approval:

read and that the Mayor and Clerk be authorized to draw warrants upon the proper funds for payment of same.
Motion carried.
COMMUNICATIONS
A letter from Clyde Wagar, President of the Clallam-Jefferson County Comprehensive Health Planning Council
requesting the City Council's written acknowledgement and endorsement of that body was read. It was moved by
Councilman Scheyer and seconded by Councilman Judy to instruct City Attorney Abraham to complete the acknowledg-
ment. Motion passed.
A claim for damages was read from American Legion Post No. 26 for the sum of $1,201.84 on account of damages
done to the property and building owned by claimant at .Water and Monroe Streets, caused by the bursting of a
city water main adjacent to the property on January 10, 1973. The City Attorney explained that although the
claim had previously been turned over to the insurance company, the insurance company would like the claim to
be in this form. A motion to deny the claim and refer it to the insurance company was made by Councilman Scheyer,
seconded by Councilman Hufford. Motion passed.
comMITTEE REPORTS
) Mayor Steve reported th¿t he and Police Chief Doubek were gathering ideas for a dog control ordinance, to be
presented to the City Council at a later date. Police Chief Doubek outlined the kinds of problems the Police
Department has with dogs and suggested that some of these could be handled under existing ordinances, if the
Humane Officer were given more funds and additional help.
Mayor Steve mentioned a summary of an audit in 1969-70 that recommended that $70,000 in uninvested funds
should be invested. He recommended that the City Attorney get together with the trustees of the money to see
that it is invested. Mayor Steve announced the appointment of Ted Yearian to a two-year term on the Library Board.
Councilman Sahli recommended that the Library Board's request for a ramp should be tabled for two meetings,
until it is known how the revenue-sharing funds are going to be allocated in the second half of the year. A
second request, for $5,000 from Bayshore Enterprises for retarded and handicapped individuals, he described as
a fine program and a worthwhile cause. A gentleman from the audience, who is employed by Diversified Industries
in Port Angeles, stated that the money would go for a program of life skills to make productive citizens of the
handicapped and retarded individuals in Jefferson County. This program was funded by the federal government, but
recent cutbacks in federal spending have forced them to seek community support, at least for the first year.
Councilman Sahli recommended that a decision be put off until the July 17th Council meeting.
A motion was made by Councilman Sahli, seconded by Councilman Rosbach, to take the matter of police and
fire medical benefits off the table. Motion passed. Mr. Norm Pollock, representing the Teamster's Union ex-
plained why it Was felt that the police and firemen should receive an additional $18.89 per month in medical
benefits for their families. Councilman Scheyer stated that he felt the Council should act on the matter just
one time. City Attorney Abraham asked whether it was the aim of the Teamster's union to give equal treatment to
all the city employees in the matter of 100% coverage for all employees. Mr. Pollock said that that was not the
point, that the police and firemen, were the only ones who did not receive medical coverage for their families.
Councilman Sahli made a motion to grant an addition $18.89 to police and firemen. The question was raised as to
whether this included the City Clerk and the City Treasurer. Councilman Sahli stated that it was only for police
and firemen. Councilman offered a substitute motion, seconded by Councilman Scheyer, to table the matter for one
more meeting, and to obtain a list of what each employee receives and pays in the way of medical insurance. Roll
call was as follows: Councilmen Scheyer, Ciprioti, Rosbach and Hufford, yes; Councilmen Judy, Camfield and
Sahli, no. Motion carried. Mayor Steve said that he would have the Clerk prepare the list.
NEW BUSINESS
Mayor Steve asked for comments from the audience. Loren Northup came forward with a letter that he requested
be read. The letter was from Sewer Superintendent Ed Hawley to Mr. Northup informing him that he would have to
repair a substandard side sewer. It was decided that this was not a proper matter to come before the Council and
would have to be resolved between Mr. Northup and tho Sewer Superintendent.
PUBLIC HEARING
The public hearing was reopened on the vacation of Hendricks Street between 19th and 20th Streets. Council-
man Hufford spoke in favor of vacating the street. Councilman Camfield suggested that the Planning Commission
should be given the opportunity to extend its street-use plan into this area before the matter should be resolved.
Councilman Scheyer moved that the street be vacated. The motion was seconded by Councilman Camfield. Motion
carried.
The following ordinance was presented and read for the first time:
ORDINANCE NO. 1683
AN ORDINANCE ADOPTING A SUPLEMENTAL BUDGET FOR THE YEAR
1973, ESTABLISHING A FEDERAL SHARED REVENUE FUND, ESTI-
MATING REVENUES AND APPROPRIATING EXPENDITURES THEREFOR.
Due to its nature, the o~dinance will be held over until the next meeting. The Deputy Clerk then read a notice
of public hearing on the ordinance, at 7:45 P.M., Tuesday, July 3, 1973. Councilman Scheyer moved that the
public hearing notice be published. The motion was seconded by Councilman Judy. Motion carried.
Mayor Steve announced that following the meeting, he would meet with the Council in his chambers and intro-
duce to~èm the candidate for Clerk-Treasurer, Mr. Norman Smith.
ADJOURNMENT
As there was no further business to come before the Council at this time, it was moved by Councilman Camfield,
seconded by Councilman Sahli, that the meeting do now adjourn. Motion carri d.
