HomeMy WebLinkAbout03/20/1973 42H MINUTES OF THE REGULAR SESSION OF MARCH 20th, 1973 Port Townsend, Washington 8 The City Council of the City of Port Townsend, met in regular session this 20th day of March, 1973, at 7:.)0 P.M. in the Council Chambers of City Hall. Mayor Joseph B. Steve presiding. ROLL CALL Officers and members present were as follows: Mayor Steve, City Attorney Abraha, Deputy'City Clerk Pedersen, Engineer French, Councilmen Scheyer, Camfield, Rosbach, Sahli and Hufford. Councilman Judy absent. I MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Camfield, seconded by Councilman Sahli that-the n~nutes of the previous session be dispensed with. Motion carried. BILLS & CLAIMS The following bills and claims as:'audited by the Finance Committee, were presented and acted upon as follows: I BOAT HAVEN SEHER PROJECT FUND .............Voucher No. 13 .............$6,7E:O.61 It \..ras moved by Councilman Sahli, seconded by Councilman Scheyer that the bills a,nd claims be approved as read, and that the Mayor and City Clerk draw warrants upon the proper funds for payment of same. Motion carried. COMMUNICATIONS , The following communications were presented: 8 To the Mayor and City Council March l3, 1973 Gentlemen: Last May, 1972, the City Council granted the Victorian Village Mobile Homes permission to use Lots 1 & 2, in Block ~94 of Eisenbeis Addition for display and storage of mobile homes. Permission was granted on the basis of one year. We still need the space VETY much, and the owner is willing for us to continue to use the lots. We therefore, petition the City Council for permission to continue ,'the use of the lots. Yours very sincerely, /s/ Richard M. Morgan Victorian Village Mobile Homes The Deputy Clerk informed the council that they had granted a conditional-use permit to Mr. Morgan at the May 16th, 1972 council meeting. Mayor Steve referred this request to the City Attorney, Planning Commission, and said it would be discussed at the next council meeting. I PETITION FOR STREET VACATION The undersigned, being the owners of all property abutting upon said portion of street, except such abutting property as the City of Port Townsend may own, here and hereby petition the City Council of the City of Port Townsend, after due notice given and hearing had, to vacate that portion of Street located in Port Townsend described as follows: That portion of T Street lying between Cherry Street and Beach Street Dated this 20th day of March, 1973 /s/ Darris E. Eccles Lara L. Eccles Mayor Steve referred this request to the Planning Commission and set the public hearing date for April l7, 197;. COMMITTEE REPORTS 8 Councilman Rosbach, Chairman of the Fire and Light Committee, reported that he has had requests for street lights at the following locations: the corner of 45th and McNeil Streets, the crest,_,of the hill of Admiralty Avenue and the intersection of Spruce and Admiralty Avenue near the Fort Worden Cemetary. Councilman Rosbach moved that the council approve 'the installation of street lights at these locations. It was seconded by Councilman Scheyer and passed. I Mr. Barcott~spoke from the audiance as a representative of a coalition of taxpayers headed by State Supt. of Schools Bruillet who are opposed to funding of public schools by levies. They are :.going to the legislature to voice their dissatisfaction and æked the council for their approvaL Mayor Steve said that if the council had no objections he would sign a proclamation in support of this cause if Mr. Barcott would prepare it. OLD BUSINESS --. '" . The following ordinances were presented and acted upon as follows: ORDINANCE 1668 I AN ORDINANCE AUTHORIZING CONTRIBUTIONS FOR MEDICAL INSURANCE PREMIUMS TO BE PAID BY THE CITY AND ITS VARIOUS UTILITY DEPARTMENTS FOR EMPLOYEES NOT SUBJECT TO UNION CONTRACTS. The ordinance was read in full the first time. Councilman Camfield moved that the first reading be considered the second, and the third reading be by title only. It was seconded by Councilman Hufford and passed. Ordinance No. 1668 was read for the third time by title only. It was moved by Councilman Camfield, seconded by Councilman Rosbach that the ordinance do now pass. Motion carried. The following ordinance was read for the first time: 8 ORDINANCE 1669 AN ORDINANCE COMBINING THE OFFICE OF TREASURER \ilTH THE OFFICE OF CITY CLERK; DESIGNATING THE POWERS AND DUTIES OF THE OFFICE OF CLERK-TREASURER; PROVIDING A DATE WHEN THE COI1BINATION OF SAID OFFICES SHALL BECOME EFFECTIVE; PROVIDING FOR THE COMPENSATION FOR THE OFFICE OF CLERK-TREASURER; AND RESCINDING EXISTING ORDINANCES TO THE EXTENT THAT THE SAME MAY BE IN CONfLICT HEREWITH. ' The Mayor stated this must be held over until the next meeting. l", 430 MINUTES OF THE REGULAR SESSION OF MARCH 20th, 1973, CONTINUED --,--,- --~- ~ -- - -- -- -'---' ------------------- '-----------, -,-- ----'----------------~-- ---- --- - ----,---- ----- ~ - -- ------- ------ -- --- The City Attorney brought up the question of an ordinance stipulating the vacation and sick leave for full time and part time non-union employees and asked for a definition of a part time employee. It was decided to include part time employees in such an ordinance and use 174 hours worked as a basis for part time emDloyees to accumulate vacation and sick leave. Councilman Camfield moved that an ordinance be drawn up to provide sick leave and vacation time for both non-union full time and part time employees. The City Attorney also suggested using 174 hours for a months credit towards vacation and sick leave with 12 months for 10 working days vacation; Councilman Camfield amended his motion to include the Attorney's suggestion. It was seconded by Councilman Scheyer and passed. BID AWARD The bid from Sahlberg Equipment, Inc. to. provide the city with a Mobil Sweeper Model 2TE-3 for $18,607.68 with options of strobe light for $69.50 and back-up alarm for $42.50 was again presented to the council. Councilman Hufford moved that the bid be accepted without the options. It was seconded by Councilman Sahli. Street Supt. Hawley stated that they must have the safety devices on the truck. Councilman Hufford amended his motion to include the two options. It, was seconded by Councilman Sahli and the motion passed. A public hearing date of April 17th was set for the street vacation request for Taft Street lying between Madison Street and Monroe Street. Councilman Rosbach reported on the meeting some councilmen had with Mr. Gariss, the Community Action Council Director, concerning the contribution of $5,000 by the city to the council. He reported that Federal funds are still available and that if CAC is kept going there is a possibility of getting more funding. If Port Townsend is the only contributer the money will be spent in our community. Several councilmen expressed reservations about granting the money. Councilman Scheyer moved that the city earmark $5,000 of Revenue Sharing Funds to fund the CAC. It was seconded by Councilman Rosbach. After considerable discussion it was moved by Councilman Hufford that this matter be tabled until the Aprill7th meeting. It was seconded by Councilman Camfield. A roll call was taken on the motion to table the matter as follows: Yaes; Councilmen Camfield, Sahli, Hufford: Nays; Councilmen Scheyer and Rosbach. The motion carried. Mayor Steve apDointed Councilmen Hufford and Camfield to work with the executive committee of the CAC to come up with an acceptable program to the city. The sub-division ordinance was brought before the council by the Mayor. late to hold it over again. It was decided because the hour was NEW BUSINESS City Engineer French asked for consideration for appropriating $6,000 to the engineering budget to take care of monument work in the streets this summer. He also said the $6,000 would start the project of a comprehensive plan for water, sewer, and storm drainage systems,. ADJOURNMENT As there was no further business to come before the council at this time, it was moved by Councilman Scheyer, seconded by Councilman Camfield that the meeting do now adjourn. Motion carried. Councilmen present were as follows: Councilmen Scheyer, Camfield, Rosbach, Sahli and Hufford. All councilmen voted yae to held the speciali session. The session ~~as held to consider an application for a side sewer contractor's license by Clarance Bramhall. It was moved by Councilman Hufford, seconded by Councilman Scheyer that the application be accepted. Motion carried. As there was no further business to come before the special session it was moved by Councilman Camfield, seconded by Councilman Scheyer that the special session do now adjourn. Motion carried.
