Mayor Steve presiding. ROLL CALL I Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Clerk Youngblood, Councilmen Hoglund, Camfie~d, Rosbach, Sahli, Hufford. present. Councilmen Schey~r, Judy, absent. Mayor Steve announced that the purpose of the meeting was for the consideration of the budget for 1973 for the City of Port Townsend as required by statute and that no other business would be considered at this meeting. BUDGET CONSIDERATION The council considered each item of the budget, making changes as necessary, changes confirmed after full consideration. CURRENT EXPENSE FUND I Unàer Mayor-Council, Personnel Benefits, Social Security was raised from 317.00 to 337.00, Unde~ Service & charges, item 33, Transportation was lowered f~om 350.00 to 330.00. Attorney Abraham said that he had mentioned to the Mayor and a couple of councilmen earlier that the increase in councilmen pays is not going to effect the present council because while the Mayors salary may be raised the council may not during their cu~rent term of office. , Under City Attorney, Personnel Benefits, Social Security was raised from 132.00 to 141.00, Under Oth~r Service & Charges, under item 33, Transportation be lowered from 126.00 to 117.00. Under City Clerk, Item 11, Salaries & Wages, 600.00 in wages be put under Item 42, Miscellaneous, other Mis cellaneous to read 800.00. under item 13, Personnel Benefits, Social Securi~r to be raised from 848.48 to 867.48. Under Item 42, Other Miscellaneous to be lowered from 800.00 to 781.00. Under City Treasurer, Under item 13, Personnel Benefits, Social Security to be raised from 826.00 to 879.00. Under Other Services & Charges, item 33, Transportation be lowered from 500.00.to 447.00. . Pólice Department, Under item 13, Personnel Benefits, Social Security to be raised from 3,46748 to 3,688.48. ünder item 22, Operating Supplies, gasoline to lowered from 2,500.00 to 2,279.00. Fire Department, Under item 12, Overtime be reaised from 2,000.00 to 3,000.00, under item 13, Personnel Benefits, Social Security be raised from 517.64 to 550.64. Under Capital Outlay, item 64, Equipment Reserve Fund be lowered from 2,000.00 to 967.00. City Engineer, Under item 13, Personnel Benefits, Social Security be raised from 275.00 to 293.00. Under Capital Outlay, item 64, Office Equipment be lowered from 400.00 to 382.00. P~anning Commission. No change. . City Hall Building, Under~tem 13, Personnel Benefits, Social Security be raisE~d from 66.00 to 71.00. Under item 22, Op'er,~ting¡;~PPlie.s.l'bë.~l@~f!~d.:::,from 200.0q to 195.00. Non-Departmental. No change. It was moved by Councilman Hoglund seconded by Councilman Hufford that the changes in the current expense fund be confirmed and that the Current Expense Fund Budget for the Year 1973 be adopted. Motion carried. 8 I STREET FUND Under General Administration, item 70, Social Security, be r~ised from l,971.0a to 2,109.68, total Undistributed Indirect ~abor Costs to read 9,775.08. Under RGadway item 30 to be lowered from 17,503.18 to 17,365.18. Supt. Hawley asked the council to raise the Street Cleaning Salary from 1,575.00 to 1,800.00, after some discussion the item Traffic & Pedestrian Service item 67 was raised from 1,575.00 to 1,800.00. Under Storm Drainage, item 40 was lowered from 11,668.78 to 11,443.78. It was moved by Councilman Hoglund seconded by Councilman Hufford that the changes in the Street Fund be confirmed and that the Street Department Budget for the Year 1973 be adopted. Motion carried. /~. . LIBRARY FUND 8 Under.Personnel Benefits, Social Security be raised from 763.64 to 812.64, Under Capital Outlay item 66, Books, be lowered from 4,000.00 to 3,951.00. It was moved by Councilman H9g1und seconded by Councilman Camfield that the changes in the Library Fund be confirmed and th~t the Library Fund Budget for the Year 1973 be adopteQ. Motion carried. PARK DEPARTMENT I Under Personnel Benefits, Social Security be raised from 395.40 to 420.40, under item 22, Operating Supplies, the Improvement of Grounds be lowered from 450.00 to 425.00. It was moved by Councilman Hoglund seconded by ~ouncilman Hufford that the changes in the Park Department Budget be confirmed and that the Park Department Budget for the Year 1973 be adopted. Motion carried¡ OL~PIC GrtA VITY WATER FUND I Under Salaries & Wages, a meter man was a«ded for 7,739.52, under Temporary & Hourly, the sum of 5,191.00 was deleted and added to the meter man salary, under PersonnelBenefits, Social Security was raised from 1,469.64 to 1,712.12, under employee pension, raised from 5,021.00 to 5,563.00, under Employee Medical, raised from 574.00 to 1,040.00. Under Capital Outlay item no 64 Truck for 3000.00 was delet~ and 2~5~8..52 was added to meter man salary. balance of 451.48 was added Personnel Benefits, under item no 65, construction Projects, 4,700.00 was lowered to 3,901.00,799.00 was added to Personnel Benefits. It was moved by Councilman Hoglund seconded by Councilman Camfield that the Olympic Gravity Water Fund budget changes be confirmed and that the Ol~pic Gravity Water Fund Budget for 1973 be adopted. Motion carried. SEWER DEPARTMENT Under Personnel Benefits, Social Security be raised from 925.12 to 984.12. under item no. 38, Repairs & Maint. Sewer Line Improvements be lowered from 5,000.00 to 4,941.00. It was moved by Councilman Hoglund seconded by Councilman Rosbach that the changes in the Sewer Department Budget be confirmed and the Sewer Department Budget for the year 1973 be adopted. Motion carried. 8 GARBAGE DEPARTMENT BUDGET Under Personnel Benefits, Social Security be raised from 1,607.00 to 1,709.00. Under Capital Outlay, tires be lowered from 800.00 to 698.00. It was moved by Councilman Hoglund seconded by Councilman Camfield that the changes in the Garbage Departmen be confirmed and that the Garbage Department Budget for the Year 1973 be adopted. '- .---.. - --- ._- "-"'--__n -- - FIREMEN'S PENSION & RELIEF FUND 8 No changes under the firemen's Pension & Relief Fund. Councilman Hoglund said that he had a retired fireman apprQCh him about why only the .2 mills, that the.2 mills did not take care of the total amount. The City Clerk informed the Council that in the Firemens Pensijn fund, there was 48,000.00 invested, a cash balance in the fund of 3,485.91, that there was only one fireman or retired fireman in the Firemens Pension & Relief Fund, that there would be more revenue going to the fund than shown in the budget. The clerk said that if the Firemen Pension and Relief Board would like to ha~ an actuarial taken of the fund, that could be done, if found unsound, there wou1d fie no problem in transfering the .3 mills back into the fund. Attorney Abrah~m said that the statute is not exactly clear on the need for an actuarial study, the last actuarial study was made Feb. 1st 1969. He said he took this, that you could base this on an old actuarial study as well as a new one, as long as it is obvious that you are not setting up an actuarial unsound thing. He said that no retired fireman has no need to worry on whether the fund is sound or not for he is covered as long as the city has a penney. Attorney Abraham said he was satisfied with the budget. It was moved by Councilman Hoglund seco~ded by Councilman Hufford that the Firemen Pension & Relief Fund Budget for 1973 be adopted. Motion carried, I CUMULATIVE RESERVE FUND No changes in the Cumulative Reserve Fund Budget. It was moved by Councilman Hoglund seconded by Councilman Camfield that the Cumulative Reserve Fund Budget for 1973 be adopted. Motion carried. ARTERIAL STREET FUND I No changes in the Krterial Street Fund Budget. It was moved by Councilman Hoglund seconded by Cauncilman Rosbach that the Arterial Street Fund Budget for 1973 be adopted. Motion carried. PORT TOWNSEND GENERAL OBLIGATI)N BO~DS 1955 REDEMPTION EUND No changes in the Port Townsend General Obligation Bonds 1955, Redemption Fund. It was moved by Councilman Hoglund seconded by Councilman Hufford that the Port Townsend General Obligation Bonds 1955 Redemption Fund Budget be adopted. Motion carried. 8 PREPARATION OF ORDDJA'~CES It was moved by' Councilman Hoglund seconded by Councilman Camfield that the City Attorney be instructed to draw up the necessary ordinances for the 1973 Budget. Motion carried. ADJOURNMENT Consideration and adóption of the Budget for 1973 having been completed, it was moved by Councilman Hoglund seconded by Councilman Sahli that the meeting do now adjourn.
