The City Council of the City of Port Townsend, met in regular session this 7th day of November 1972, at 7:30 p.m. in the council chambers of the City Hall. Mayor Steve presiding. ROLL CALL I Officers and members present were as follows: Mayor Steve, City Attorney Abraham, City Clerk Youngblood, Councilmen Hoglund, Judy, Camfield, Rosbach, Hufford, Sahli. Councilman Scheyer absent. MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Camfield &econded by Councilman Judy that the minutes of the previous session be dispensed with. Motion carried. Oct. 30, 1972, to:wit. I Mayor Joe Steve, City of Port Townsend City Hall Port Townsend, Washington Dear Mayor Steve, I We are planning to plant 2 trees in front of our building on Water Street. According to the City Ordinance 13. 08.335 (Ord. 1527 Sec. 11.01, 1967) certain trees are prohibited near sewers. The ordinance lists several trees which are prohibited but fails to list any suitable tre~s. In order to make our choice we have consulted with Grant Allen, a Landscape Architect with the firm Jongejan-Gerrard Assoc. of Bellevue. Mr Allen has suggested the Washington Hawthorne as a suitable, low maintainance street tree. The root system is small, non-invasive, it will not break up the sidewalk, and it will not grow too big. These trees are being used in other cities and are on the list of trees reccommended for street planting. We hope to beautify Port Townsend by planting trees, and at the same time we don't wish to cause any extra work for the street crew. We will take full responsibility for maintaining the trees properly and welcome your sugges- tions. Sincerely, 8 Allan R. PROC'LAMA'fION I Mayor Steve read a Proc Imation from the Fraternal Order of Eagles celebrating their 75th Anniversary and as Mayor of Port Townsend, proclaimed the Month of November as Port Townsend Aeria No. 182 Fraternal Order of Eagles Month. Mayòr Steve said he had asked the Chief of Police to make a survey in replacing some of the incan&escent street lights with vapor lights, in the survey it showed 93 lights, the change would cost the city around 1,080.00 more per year, he mentioned that at the present the yearly cost for street lighting was around 12,000.00 some hundred dollars per year, in the budget for 1973 the figure was 14,400.00. Mayor Steve said that he had been asked by Puget Power if he could get some commitment from the council for approval on the change over so that it could be entered in Puget Power's budget for 93 vapor lights for 1973. Councilman Camfield made a motion seconded by Councilman Judy that the council approve in concept and would plan to take it up further in the 1973 budget meeting. Motion carried. I Mayor Steve brought back on the floor the letter on tree planting in'the down town area, he said he would like to make a comment to his supervisors and to the engineer and to himself that we have to set aside our personal preference and likes and dislikes in any situation that is governed b¡ policies that is laid down by ordinances. Mr Hewitt explained his planting plans and noted the ordinance specifies certain trees which are prohibited and said he hoped the ordinance could be clarified so permits for tree planting could be issued. Attorney Abraham said that in the ordinance, some trees are prohibited, so far no one has violated any ordinance, a~other section in the ordinance states that the sewer superintendent may remove any trees likely to damage sewer lines. Attorney Abraham was asked if the trees which have been planted as of now, would they have to be removed, he said if they are not in violation at this time, they would not have to be removed. Engineer French said he had told people he would have an ordinance proposal ready for presentation to thð council but needed more time to study other ordinances. He also stated that the Sewer Superintendent had given orders to tear out the trees alr~ady planted before he returned from his vacation, but felt that order should be countermanded. Mayor Steve gave orders at this time, not to pull-out the trees until we see what happens. Mrs Marge Abraham told the council that a group of people had been working on a comDrehensive plan to present to the council for improvement of the downtown area and that tree planting would be compatible to the plan as developed at this point. She said that in s~me areas where there is no soil beneath the sidewalk, large wooden planters could be used. Engineer French pointed out that the height of trees must be considered when planting in the down town area, because of limitations set by power and telephone lines. He also stated that the Chamber of Commerce Community Affairs Committee has also been considering methods of getting rid of the present Dlanters and to encourage planting in the downtown area. Engineer French also stated that the same type of trees in the same block, not mixed. Attorney Abraham said he would suggest that the people interested in the planting of trees, make arangements with the councilmen to meet and discuss the situation. Mayor Steve referred the tree situation to th street committee chairman. Councilman Judy made a motion seconded by COUNcilman Hufford that the council go on record to endorse the Mayors action. Motion carried. 8 I gßQINAjCE NO. 1659 A~ ORDINANCE VACATING THAT PORTION OF WEST "Uti STREET LYING BETWEEN THE WEST BOUNDARY OF SA~ JUAN AVENUE AND THE EAST BOUNDARY OF MC NEILL STREET, AND FURTHER VACATING THAT PORTION OF HAINES STREET LYING BETW~EN FORTY- SEVENTH STRbET ANE FORTY-FIFTH STREET. 8 It was moved by Councilman Hoglund seconded by Councilman Judy that the first reading be considered the second reading and the third reading be by title only. Motion carried. Ordinance No. 1659 was again read for the third time by title only and it was moved by Councilman Hoglund seconded by Councilman Judy that Ordinance No. 1659 be ROW adopted. Motion carried. BID OPE~ING As this was the time and place foe the gid opening for providing a new police department communication,-system, the following bid was opened. Bellevue, Washington 98ÓO4 Total Bid $10,889.55 Chief of Police Doubek asked to check the bid before council action. Councilman Sahlisaid he had a request for a corrective rezone along the water side of Washington Street between the Apartment House and Benedict Street. Councilman Sahli made a motion seconded by Councilman Hufford that a public hearing be held on the request at a regular council meeting of December 5th, 1972. Motion carried. I Councilman Sahli also stated that he had a request for more area someplace in the city limits for mobile hœme site and suggested that the planning commisåon look into the matter. Councilman Hufford mentioned that some of the mobile homes meet FHA standards and the city would soon be faced with fining an area where themmes may be installed. Councilman Rosbach said he had a request for a Vapor Street light on the corner of Fir & Q Street. Steve referred the request to the light committee. Mayor 8 ACCEPTANCE OF BID Chief of Police Doube~ informed the council that the bid of Motorola Corooration for providing a new police depart- ment communication system had beèn checked that the bid was below the estimate and recommended the bid of $10,899.55 be accepted. I 4,() s ~ MINUTEsr OF THE REGULAR SESSION OF NOVEMBER 7th, 1972, CONTINUED: 8 COSTER VARIANCE I Roger French, City Engineer, asked Mr. Vic Coster if he were going to add 011 to his property and move his proposed house back 20 feet. Mr. Coster stated he was. Mayor Steve read the following excerpt from a letter from the Planning Commission concerning Mr. Coster's request:: "The Planning Commission voted to recommend to the City Council that Mr. Coster be allowed to build on said property provided that he allows for a twenty foot set back on Sheridan Street and an eight foot set back on Third Street. It should be noted that Mr. Coster also owns the property adjoining the rear of this propsed building side, and therefore the backyard set back is not thought to be an item of concern in this case." Mr. Coster stated that he plans to do as the Planning Commission suggested. Since he them would be in compliance with the zoning ordiance he would no longer need a variance. Mr. French asked him to submit a revised plot plan complYi~g~With the provisions of the Planning Commission and his building permit would be signed. PUBLIC HEARINGS SET The City Council set December 5th, 1972, as the public hearing dates for requests for a variance from Paul Craton and Herbert and Jean Reardon.
