The City Council of the City of Port Townsend, met in regular session this 17th day of October 1972, at 7:30
p.m. in the council chambers of the City Hall. Mayor Steve presiding.

ROLL CALL
Officers and members present were as follows: ~layor Steve, City Attorney Abraham, City Clerk Youngblood,
Councilmen Hoglund, Judy, Camfield, Rosbach, Hufford. CdUncilmen Scheyer, Sahli. absent.
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Camfield seconded by Councilman Hufford that the minutes of the previous session be
dispensed with. Motion carried.

The following bills and claims were presented and acted upon as follows:

It was moved by Councilman Hoglund seconded by Councilman Judy that the bills and claims be approved as read
and monies taken out of the proper funds to be paid. Motion carried.
COMMUNICATIONS
Under communications, Mayor Steve read a letter from Senator Jackson in regards to a flag that he had sent to
the city, the flag had flown at Washington DC and was given to the city on request by the Mayor.
PROCLAMATION

festivities; and
WHEhEAS, during recent years, there has been observed and increase in Halloween accidents to children; and
WHEREAS; simple precautions suggested by the ~ational Safety Council if put into Dlay can reduce the fequency of
accidents; now, therefore, be it
Resolved, That I, Joe Steve, Mayir of Port Townsend, Washington, do hereby proclaim Oct. 31, 1972 as the official
day CüJr "Trick-or-treat" da;y activities and urge all citizens to take every pr$caution to ensure the lives of our
young people.

ORDINANCE NO. 1657
Orèinance No. 1657, duly recorded in the minutes of the previous session, and had been read for the first and
second time, and had been tabled until this session was again brought up on the floor. Councilman Camfield made
a motion seconed by Councilman Hufford that Ordinance No. 1657 off the table. Motion carried.
It was moved by Councilman Camfield seconded by Councilman Judy>that the third reading of Ordinance No. 1657
be read for the third time by title only. Motion carried.
Ordinance No. 1657 was again read for the third time by title only, and it was moved by Councilman Hoglund
seconded by Councilman Hufford that °rd. No. 1657 be now adopted. Motion carried.

Mayor Steve brought on the floor the subject of free parking during 6hristmas. After some disQussion on the
date, the time and whether or not they could keep the employer and the employee from parking in the designated
free parking area, it was moved by Councilman Judy seconded by Councilman Rosbach that free parking be permitted
from Dec. 1st to and including Dec. 24th 1972. Motion carried.
Engineer Rrench, reported that he had met with Harry Deitz, Herb Armstron and Frank Kendal on the Woodmans
Gulch Project. He stated that it has been negotiated in a slight reduction in bhe basic contract so that Crown
Zellerbach could perform the cutover at Christmas time. He said he had instructed the city clerks office to
issue notice to the Department of Labor & Industries and the Department of Revenue that the contract was complete
with the modifications spelt out. He stated that Crown Zellerbach would cutover at 8:00 a.m. December 24th.
Councilman Camfield brought upðn the floor, that the City Engineer had asked for a change in the residential
area in regards to six units per acre, and asked the City Engineer to take if from there. Engineer French said
that in his repott to the council, he sugbested that we eliminate Rl and R2 and R3, and in its place we study the
comprehensive plan and set up so many dwelling units per net acre, and further suggested that under such grading
if at Fowler Park, one duplex was built on a block that would be it, or if two single family dwellings was built
that would be it, if ,;Ye had art:area calling for four dwellings per net acre, it could be one four plex, one tr:j.~-~"
plex and one dwelling, one dwelling or duplex and two dwellings or four dwellings. tie said it would eliminate
requests for spot zoning. City Attorney Abraham s~id that he ,had been impressed with the Engineers proposal.
Councilman Hufford also spoke in favor. Kay Miner, PlanDing 6ommission 6hairman, spoke in opDosition to the basic
nature of this type of zoning. After some further discussion, the Planning Commission Chairman, Kay Miner, said
he would have it on the agenda at the next regular plan~ing commission meeting.

ORDINANCE NO. 1658
AN JRDINANCE AMENDING SECION 8 OF ORDINANCE
NO. 1110, AS AMENDED B~ ORDINANCES NO. 1239,
1341,1469,1601 and 1650.
~t was moved by Councilman Camfield secon~ed by Councilman Hoglund that the first reading be considered the
second reading and the third reading be by title only. Motion carried.

Ordinance No. 1658 was again read for the third time by title only, and it was moved by Councilman Judy
seconded by Councilman Rosbach that Ordinance No. 1658 be now adopted. Motion carried.
Mayor Steve requested that a 20,000 lum street light be instafuled at Jefferson and Sims way. It was moved
by Councilman Camfield seconded by Councilman Hoglund that the street light be approved. Motion carried.

In the Men's Garden Club of Jefferson County meeting of September 20,1972, a motion was made to withdraw the
Club's endorsement and support of the proposed park at Kah Tai Lagoon. The motion was seconded and unanimously

Dear Mayor Steve,
I
We are planning to plant 2 trees in front of our building on Water Street. According to the City Ordinance 13.
08.335 (Ord. 1527 Sec. 11.01, 1967) certain trees are prohibited near sewers. The ordinance lists several trees
which are prohibited but fails to list any suitable trees. In order to make our choice we have consulted with
Grant Allen, a Landscape Architect with the firm Jongejan-Gerrard Assoc. of Bellevue. Mr Allen has suggested the
Washington Hawthorne as a suitable, low maintainance street tree. The root system is small, non-invasive, it
will not break up the sidewalk, and it will not grow too big. These trees are being used in other cities and are
on the list of trees reccommended for street planting.
We hope to beautify Port Townsend by planting trees, and at the same time we don't wish to cause any extra work
for the street crew. We will take full responsibility for maintaining the trees properly and welcome your sugges-
tions.
