NEW BUSINESS
Councilman Hufford stated that other offices in City Hall had had some funds restored to their wage funds
and that the office of the treasurer had still not received any. Councilman Hufford moved to remove from the
table an emergency ordinance appropri~ting money to the treasurer's wage fund. It was remarked that this wadd
be one item under discussion at the meeting Monday night. Councilman Hufford withdrew his motion.
Councilman Hufford called to the attention of the Department Heads that several street signs in- town have
been reversed and vandalized making is confusing for tourists to find their way around town. Police Chief
Doubek and Street Supt. Hawley remarked that it is a continuing problem and that no sure solution has yet been
found. .
ADJOURNMENT
As there was no further business to come before the council at this time it was moved by Councilman Judy,
seconded by Councilman Rosbach that the meeting do now adjourn. Motion carried.

P.M. in the Council Chambers of the City Hall. Mayor Steve presiding.

Deputy Clerk Pedersen and Councilman Scheyer, Hoglund, .Judy; Rosbach, Sahli. Councilmen Camfield and Hufford
absent.

Minutes of the previous session were presented and it was moved by Councilman Scheyer, seconded by Council-
man Hoglund that the reading of the minutes be dispenses with. motion carried.

It was moved by Councilman Hoglund, seconded by Councilman Rosbach that the bills and claims be paid and that
the Clerk and Mayor be authorized to draw warrants upon the proper funds for payment of same. motion carried.

Project:

It was moved by Councilman Hoglund, seconded by Councilman Judy that these vouchers be approved and paid from

COMMITTEE REPORTS

Mayor Steve displayed a plaque received from the City of .Seattle when he attended their Klondike Days
Festival.
Councilman Hoglund reported on the committee meeting to discuss City Hall p13rsonnel. He reported that the
committee agreed to pick up off the table the ordinance to provide emergency funds to the City Treasurer.
Councilman Hoglund moved the emergency ordinance for the City Treasurer's office be removed from the table.
It was seconded by Councilmen Rosbach and passed. Councilman Hoglund moved for the second reading of the
ordinance and the third reading be by title only. It was seconded by Councilman Judy and passed. The following
ordinance was read for the second time: .

AN ORDINANCE APPROPRIATING THE SUM OF NINETEEN HUNDRED AND ELEVEN DOLLARS TO
THE CITY'TREASURER BUDGET, FOR SAL~RIES AND WAGES, FOR THE YEAR 1972, AND

Ordinance No. 1649 was read again by title only for the third time. It was moved by Councilman Hoglund,
seconded by Councilman Rosbach that Ordinance No. 1649 be adopted. Motion carried.
WOODMAN GULCH BID OPENING

Mayor Steve announced the opening of the bids received on the Woodman Gulch Project. There are two sets
of bids; one for furnishing 30' pipe 'and couplings and one for the installation of the pipe. He stated that
after the opening and reading they weuld be given to the' City Engineer and Crown Zellerbach Engineer for reviëw.
The bids were as follows:

The bids were then taken by City Engineer French, Herb Armstrong from Roats E~gineering, 'Harry.Deitz from
Crown Zellerbach for review.

City Engineer French stated that the separate approval of the vouchers for the bills of the Woodmans Gulch
Project is required under Ordinance No. 1321. The trustee of the account will actually pay the ,bills. The
Deputy Clerk stated that at the last meeting it was moved to take the money from the Transmission Line
Replacement Fund created in Ord. 1321. French stated that this was a motion in error and the money should be
taken from the Water Works & System Construction Fund created under the same orclinance. It was so moved by
Councilman Judy~ seconded by Councilman Hoglund and passed. Councilman Judy also 'moved that the cal~ for bids-
be let for the water-sewer pnject in the Port property. It was seconded by Councilman Sahli and passed. The
bids wi\l be opened August 15th at 2:QO P.M. wi~h a member of the ~ater and sewer committees pr~sent and they
will review 'the bids and have a recommendation at th~ council meeiing that evening. '
OLD BUSINESS
The following ordinance was brought on the floor and read for the first time:
ORDINANCE NO. 1650

AN ORDINANCE AMENDING SECTION 8 OF ORDINANCE NO. 1110, AS AMENDED BY
ORDIN~~CES NO. 1239, 1341, 1469'and 1601.
City Attorney Abraham explained that the' only thing this ordinance does is change the water hook-up fee in the
Hadlock area to $500.00. Councilman Hoglund moved that the first reading be considered the second and the third
be by'title only. It was geconded by Councilman Judy and pass~d. Ordin?nce No. 1650 was read a9ain for the
third time by,title only. It was moved by Co~ncilmanJudy, seconded by Councilman Hoglund that Or~inance No. 1650
be adopted. 'Motion carried.
BID AWARD

City Engineer French returned to the floor, and stated the review of the bicfs showed that Liberty Equipment
and Supp~y Company was low bidder with an alternate bid of $65,630.90 en the steel pipe. He recommended
choosing this because of the saving in time in delivery. He stated that it i~ impor~ steel fabricated in ~
Oregon and mill certification will þe provided. The installation low bidder is Kendall Construction with a bid ot
$41, 914.43. The tota~ of the projeptis $l07,545.33 and is well within the project fund. Councilman Hoglund
moved that the bid of Liberty Equipment and Supply Co. of $65,630.90 and the bid of Kendall Construction Co. of
$41,914.43 be accepte~ and the bid bonds o~ the unsuccessful bidders be returned. It was seconded by Councilman
Judy and passed.
