We are enclosing herewith a copy of the recently adopted Port of Port Townsend Boat Haven ang Industrial Par~
Comprehensive Plan.
Since the plan covers an area lying withiq the Port Townsend city limits, there would certainly be an interest
by the City in such a plan. In connection with carrying out this plan, we would request a slight change in
the City's Comprehensive Plan to allow comœeréial operations, such as stores, necessary to serve boating
activities which is, as I understand it, not allowed by the presentP-l zoning~ A change of designation to
M-I would allow such operation.

It was noted the port has not as yet paid the $25.00 application fee i~ requested a change to the zoning
ordinance. City Attorney Abraham stated that what they were requesting is a re-zone. It was referred to the
Planning Commission as they must hold a public hearing on å re-zone befôre one is set by the Board ôf Adjustments.

We feel that these three properties which are in or adjacent to the area from the Post Office to the library 1'1
fire:station, police station and telephone central office complex, are in the area most favorable to multi-family 1
housing. This area is also within easy walking distance of stores, doctoring and other service facilities. We ~
feel this area is very likely to attract high rise and town house development perhaps over the next decade. We ~
are ready to commence the development of these three 10,000 square foot properties which were purchased with I,
multi-family housing requirements in mind. The first step in our paIn provides for the remodeling of the building!:
at 1404 Lawrence Street into three apartments at a minimal cost of around $7,500. It is our intentioo to use thes~
three apartments as a sample of the potential rental market in Port Townsend, as only information obtained from i;
actual rentals, applications for rentals, and the cost of providing this housing can we base substantial commit-
ments of money and labor fore development purposes.
We want to start our remodeling program at 1404 Lawrence Street immediately. However, wer intend to.comform
to not only the letter of zoning, but the principle as well. We fell there is little question that these prop-
erties should be zoned R Ill, multi-family. We feel it is a misuse of community property in tbis area to be
zonded R 1, and used by ever increasing numbers of families on large garden home tracts allover an area which is
ideal for the concentration of multi-family housing.
I am submitting this request to the City Council, with a copy to the City Clerk, along with the appropriate
S25.00 rezoning fee, for their appropriate action with the hope and belief that the council will take the
appropriate action for the best interest of Port Townsend and its people.
I expect to be at your next scheduled meeting on June 6, 1972 to answer any questions.

Kay Miner, Planning Commission Chairman, spoke from the audiance and stated that the Planning Commission has
set a special hearing date for this request for a rezone and also one from the Port CommissiQn for June 12th. He
requested in order to expedite these requests that the City Council set June 20th,as their date for the public-
hearings. He stated the council would have the Planning Commission's recommendations by that date. Mayor Steve
set June 20, 1972 as the public hearing date on the requests for rezones from Alaska Power & Telephone Co. and
the Port Commission.

Mayor Steve presented a memo from City Engineer French stating that the present hot water tank in the City
Hall is worn out and recommending leasing a hot water tank from the electric company. Councilman Hoglund moved
that the city lease a hot watei tank. It was seconded by Councilman ~ufford and passed.
Mayor Steve requested the council approve a 20,000 lumen street light at the new equipment storage barn at
Beech and S Streets. Councilman Camfield moved the street light be approved. It was seconded by Councilman
Hoglund and passed.
Mayor Steve said he had á price on a fencé for around the equipment storage barn for $2,177.17 plus tax,
installed. He stated that he felt the cost should be divided equally among the Street, Garbage and Water Depts.

Jack Perkins, Garbage Supt., stated he had talked with several council members about purchasing a steam
cleaner. He stated that the Garbage Dept. had received 1590 from the demolition and dumping of the old marine
hospital and this money could be used for this purchase. Councilman Sahli moved that the Garbage Dept. be

Deputy Clerk Pedersen stated that Burdette Redding has requested the City Council to remove from the table

COMMITTEE REPORTS
The Mayor recommended changing the first council meeting in July to the 5th, since it falls on the 4th, a
holiday. It was moved by Councilman Hoglund, seconded by Councilman Judy that the first council meeting in July
be held on the 5th. Motion passed.
Councilman Judy recommended approval of installation of a fire hydrant at Hendricks St. near the Helena
Boarding Home. He stated the hydrant would cost about $500 and this money comes out of the Water Revolving Fund.
He stated that council approval is needed to do this. He moved the council approve the fire hydrant at the
school. It was seconded by Councilman Camfield and passed.
