It was moved by Councilman Hoglund, seconded by Councilman Scheyer that the first reading be considered
the second reading and the third readiAg by title. only. Motion carried. Ordinance No. 1634 was again read
for the third time by title only and it was moved by Counci~man Hoglund, seconded by Councilman-Scheyer that
Ordinance No. 1634 be now adopted. Motion carried. -

AN ORDINANCE ENACTING AND PROVIDING A CRIMINAL CODE
FOR THE CITY OF PORT TOWNSEND, DEFINING OFFENSES AND-
ENACTING REGULATIONS FOR THE PRESERVATION OF THE PRO-
TECTION OF THE PUBLIC PEACE, HEALTH, WELFARE AND
PROPERTY, AND PROVIDING PENALTIES THEREFORE.
It was moved by CouncilmanScheyer, seconded by Councilman Hufford -that the first reading be considered
the second reading and the third reading by title only. Motion carried. Ordinance N¿. 1635 was again read-
for the third time by title only and it was moved by Councilman Scheyer, secondecl by 'Councilman Hoglund that
Ordinance No. 1635 be now adopted. Motion ~~~~ carried. - -

The City Council of the, City of Port Townsend met in regular session this 1st day of February, 1972, at
7:30 P.M., in the council chambers in City Hall, Mayor Steve presiding.

It was moved by Councilman Hoglund, seconded by Councilman Camfield that the bills and claims be approved
as read and the Mayor and Clerk draw warrants upon the prope-r funds for the p~yment of same. Motion carried.

Mayor Steve referred this communication to the City Attorney for action.
The following petition was presented:
The residents and property oweners of the area of Cherry and P Streets would like to petition the City
Council and Mayor against the location of the proposed city barn for equipment storage and repair in this area.
Reasons: It would
(a) have a dèfinate adverse effect on real estate value.
(b) create unfavorable noise in repairing and moving the heavy equipment.
(c) cause extra heavy traffic on Cherry Street
(d) prevent children in the area from playing in waht has been for years, a safe area
(e) soon be too small for its original pupose if the city expands.
The petition was signed by 22 property owners.

Because of the above, all clearances and final plans and specifications had to be submitted with the
application.
Perhaps because of these requirements, your City has acted hastily.

Motion
PUBLIC HEARING
The Public Hearing on the request of St. John Hospital for vacation of Eighth between Wilson and Gise;
Wilson between seventh and eighth; all in Eisenbeis Addition to the City of Port Townsend was opened. As
there was no comment from the audiance the hearing was closed. A letter from the Planning Commission was
read which recomme nded against the granting of the petition. After discussion it was moved by Councilman
Camfield, seconded by Councilman Hoglund to grant the vacation. motion carried.
City Attorney Abraham announced that the City received the 4th of seven payments from the pipe litigation
suit and recommeoaed it be deposited in the Water-Sewer Fund. It was moved by Councilman Scheyer, seconded by
Councilman Hufford that this be done. Motion carried.

Prior to the bid opening Roger French, City Engineer, ~eminded the bidders that tha bids would bnly
be read tonight and would be awarded at the next council meeting, Feb. 15th.

OLD BUSINESS
The request by the medical building for a variance was again brought on the floor. Councilman Scheyer
stated that under -the :zoning code, the medical Building is required to. prov-,ide' 23 parking sp'aces for the' ,
amount of floor space in the new building. He stated that they would be unable to provide this and thus
needed a variance~ The attorney for the abutting property owaers spoke strongly against the granti~ of the
variance stating that ,it would seriously'jepardize the pro'perty rights of his clients. He called the council's
attention to Section 6_.10 of the Zoning Ordinance reminding them that they must make findings under this
section in order to grant a variance. After considerable discussion it was moved by Councilman Hoglund,
seconded by Councilman Hu{(ord to grant the variance. ~otion carried. - -

mayor Steve set a public hearing for marcn 7th on a request for zoning amendment from Boland Const.
- --Councilman Såhli said hè would meet with people who are' objecting to the" location of the Equipment --:
storage Building. An informal meeting time was set for February 3, at 7:30 p.m. in the council chambers,
to discuss the problem further. All-council members ánd any member of the public are inVited. ' .
-mayor Steve announced thåt the 'Civil Service Board is holding a public heaI'ing -on the case -of John
Doubek at the Courthouse, Feb. 'II åt 9:30 A.m.
