Councilman Judy absent;" , . " MINUTES OF THE PREVIOUS SESSION I It was moved by Councilman Lindsey seconded by Councilman Hoglund that the minutes of the previous session be dispensed with. Motion carried. 8 COMMUNICATIONS Mayor Smith said that he had a three page letter from the State Board of Health, that had to do with water, such as a ten year future planning, Water Treatment, quality control, operation and cross-connections and etc. he said he would have copies of the letter for each councilman at the next regular session, and would hand over the letter to Mayor Elect Steve, for further action at a later date. COMMITTEE REPORT Cmuncilman Lindsey of the street committee said that the commitee had talked about the request of the Hospital Street vacation request and that it was the general feeling of the committee that the streets be vacated. Mayor Smith said that there would have to have a public hearing and set the date of February 1,1972 for the Public Hearing. I OLD BUSINESS Under Old Business, Mayor Smith brought upon the floor th~ requested variance from the Medical Building that had been t~bled from the last regular ses~ion. Attorney Ab~aham,said that he hérl conferred with the attorney for the owners of the adjoining property and that he and the City Engineer wer~ é.ttempting to resolve the actual zoning classification of the lots north of the medical building property. Attoróey Abraham said that it appeared to him that the distance of the clinic property from the zoning district boundary' would would appear to make the requested variance unnecessary. H~ said that he and the eDgineer would present a writteß memorandum at the next council session at which time they would present their conclusions and recommendations. Attorney Abraham recommended that it once again be tabled until the next regular session. It was moved by Councilman Steve seconded by Coùncilman Norwood that the request for variance be continued until the ne~ regular session. Motion carried. '0 8 Councilman Steve suggested that the city planning commission might undertake the task of precisely describing location of various boundary lines shown on the official zoning map. CADL FOR BIDS / Mayor Smith said that the project engineer for the city hall restoration, had been to the EDA and haà their approval on the call for bids. It was moved by Councia;man H ogl und seconded by Councilman Lihdsey that the City Clerk be authorized to call for bids. Motion carried. Motion carried. Ordinance No. 1632 was again read for the third time by title only and it was moved by Councilman Hoglund seconded by Councilman Camfield that Ord. No. 1632 be now adopted. Motion carried. NEW BUSINESS . Under new business the following ordinance was presented and acted upon as folLows: ORDINANCE NO. 1633 8 AN ORDINANCE of City of Port Townsend defining and regulating the installation or modification of individual sewage disoosal systems; setting standards; requiring permits; setting fees; authorizing the Olympic Health District Health Officer to promulgate reasonable and nece-- ssary regulations to carry out the purpose and intent of this ordinance and providing penalties. Councilman Lindsey, County Commissioner A.M. O'Meara and the Olympic Health District health officer all sooke in favor of the proposed ordinance. After some further discussion, Councilman Camfield he would like to ~ûggê~t add a little change in Section 6, under Authorization to read as follows: Upon showing proper indefication. and upon giving reasonable notice. Motion carried. 8 Ordinance No. 1633 was again read for the third time by title ohly and it was moved by Councilman Lh~öse~ seconded by Councilman Hoglund that Ord. No. 1633 be now adopted. Motion carried. CALL FOR BIDS The City Clerk asked the council for authorization to call f~r bids for the citys requirements for fuel for the year 1972, bids to be opened Jan. 18,1972. It was moved by Councilman Hoglund seconded by Councilman Camfield that the city clerk be authorized to call for bids. Motion carried. CALL FOR BIBS I The City Clerk asked the council for authorization to call for bids ßor a 1972 4-door sedan for the Police Department. Bids'. to: bei:::apep.ed Feb. 1, 1972. It was moved by Councilman Hoglund seconded by Councilman Camfield that the City Clerk be authorized to call for bids. Motion carried. Mayor Smith said that Councilman Judy had to work tonight and is also going on an extended vacation, in all he will miss three council meetings, and the record should show that these are excused meetings. Councilman Steve made a motion seconded by Councilman Hogltthd that the three missed meetings be authorized. Motion carried. I Councilman Steve announced that Monday Jan. 10th at one o'clock he would like to have all city ewployees with the exception of office force be in the council chambers at that time. ADJOURNMENT As there was no further business to come before the council at this time, it was moved by Councilman Steve seconded by Councilman Lindsey that the meeting do now adjourn. Motion carried. 8 MAYOR Att~st: City Clerk mINUTES OF THE REGULAR SESSION OF JANUARY 18, 1972 In a brief ceremony before the start of the meeting, the newly elected councilmen, Robert Sahli, merle Hufford and Don Hoglund, were sworn in and seated. The new mayor, Joseph B. Steve was also sworn in and handed the gavel by outgoing mayor Frank m. Smith. mr. Smith was presented a gift by retiring councilman Roy Lindsey on behalf of all city employees. mr. Smith thanked mr. Lindsey for his more than 18 years service to the community on the council. It was moved by Councilman Hoglund, seconed by Councilman Scheyer that the bills and claims be approved as read and the mayor and Clerk draw warrants upon the proper funds for the payment of same. motion carried. commITTEE REPORTS I The mayor referred to the old rules of the City Council adopted in 1919 and said he would abide by them unless someone could show they have been rescinded. The mayor quoted from the municipal Code 35A.12.o9o - "Appointment or Removal of Officers and Terms" - "The mayor shall have the power of appointment and removal of all appointed officers and employees subject to any applicable law, rule or regulation relating to civil service. The head of a department or office of city government may be authorized by the mayor to appoint and remove subordinates from such department or office subject to any applicable civil service provisions." The mayor stated that the does not give any head of department authority to hire or remove any employee of the City without first submitting a recommendation to the mayor and the mayor's office taking final action on it. He stated that there is prÐsentl~ one case pending that happened before he made his announcement. He said that it would not be discussed tonight since it is in the hands of the civil service board. 8
