Mayor Smith asked the City Clerk if it would be possible for his office to get out the necessary paper work
that is required for a variance so that the meeting could be held on the 21st of Dec. Yes was the responce.
Mayor Smitþ then announced that a Public Hearing would be held at a~regular cou~cil metting on the 21st of Dec.

RESOLUTION NO. 71-12
The following resolution was presented and acted upon as follows:
A RESOLUTION AUTHORIZING THE TRANSFER OF THE SUM OF
FORTY DOLLARS FROM THE FILM RENTAL, ONE HUNDRED TWENTY-
lIVE DOLEARS FROM BUILDING MATERIALS AND FOUR HUNDRED
DOLLARS FROM BUILDING REPAIRS TO CAPITAL OUTLAY, AND
TRANSFERRING THE SUM OF FORTY-THREE and 99/100 DOLLARS
TO TRAFEL EXPENSE FROM BUILDING REPAIRS IN THE 1971
budget of the port townsend library fund.

THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DOES HEREBY RESOLVE:
There is here and hereby transferred from the Film Rental Fund the sum of Forty Dollars, from the Building
Materials Fund the sum of One Hundred Twenty-five Dollars, and from the Building Repair Fund the sum of Four
Hundred Dollars, to the Capital Outlay Fund; and there is further transferred from the Building Repair Fund to
the Travel Expense Fund the sum of Forty-three and 99/100 Dollars, all being in the 1971 budget of the Port
Townsend Library.
The Mayor and City Clerk are authorized to draw warrants accordingly.
Passed this 16th day of November, 1971.

After some discussion it was moved qy Councilman Hoglund seconded by Councilman Judy that R~solution No. 71-12
be adopted. Motion carried.
Mayor åmith announced that under the Shore Line and Protection Act which was passed last year, there is a
section saying that local government bodies are directed with the regards to the shorlines to the state and
their various jursidictions to submit to the director of the department withing six months from effective date
which is the 1st of December of this year, a letter stating that they propose to complete an inventory in the
development of a master program of these shorelines. He said that his is part of a long drawn out procedure, he
stated that about all that could be done is to tell them that we intend to develop a master program and handle it
ourselves.

Mayor Smith announced that as a matter of record the preliminary budget for 1972 had been turned into the
City Clerk and that copies would be available to the public on the 19th of November.
Councilman Hoglund announced that there would be a meeting of the council at his place of business, the time
would be at eight in the evening, and the discussion wo'Üd be personel and salaries.
Mayor Smity said that there were a couple of federal programs by which the city can have some people to work,
costing is very little and that if you happen to see some strange faces working around do not be surprised.

As there was no further business to come before the council at this time, it was moved by 6ouncilman Lindsey
seconded by Councilman Camfield that the meeting do now adjourn. Motion carried.

December 1, 1971
The City Council of the City of Port Townsend, Washington, met in Statutory Budget Sesstion this 1st day of
December 1971, in the Council Chambers of the City Hall. mayor Smith presiding.

ROLL CALL
Officers and members present were as follows: mayor Smith, City Attorney Abraham, City Clerk Youngblood,
Councilmen Scheyer, Hoglund, Judy, Camfield, Steve, Lindsey, Norwood.
BUDGET SESSION
mayor Smith announced that the purpose.of the meeting was for the consideration of the budget of the City of
Port Townsend as required by statute. mayor Smith stated a 5.5% wage increase for employees could be made
under Phase II of ßresident Nixon's economic plan but his preliminary budget shows no salary increases since
Phase I was still in effect when this budget was made. He stated that the City has informally made an offer
to the unions involved of a 5% wage increase for Teamster members which would go toward medical coverage and
anything remaining would be applied to the salaries. This is on an informal basis and to his knowledge had
not been accepted yet.

CURRENT EXPENSE FUND
I
Councilman Hoglund present the budget for the Current Expense Furid. There were no changes in the mayor or
City Attorney budgets. In the City Clerk's budget under Salaries & Wages the City Clerk was raised from
$7,620 to $8,001. The postion of Deputy Clerk was deleted and Office Clerk insl3rted for $3,000. Temporary
& Hourly was inserted for $1,200. The personnel benefits were to be changed acco~dingly. There were no
further changes in the Clerk's budget. In the, City ~reasurer's, budget the Treasurer was raised ,from $7,620
to $8,001. The position of Deputy Treasurer was deleted and Office Clerk inserted for $3,000. Temporary
& Hourly was raised from $470 to $1,670. The personnel benefits to be changed3ccordingly. There were
no further changes in the Treasurer's budget. In the Police Department the Police Chief was raised from
$8,820 to $9,261; Patrolman 1st from $8,100 to $8,505; Patrolman 2nd from $7,620 to $8,001; Patrolman 3rd
from $7,320 to $7,686; extra Patrolman the same; Clerical dropped from $2,000 to $1,000; and Overtime from
$2,500 to $1,500. Personnel benefits to change accordingly. It was stated the medical would stay the same
for the time being as there was still a question if the Policmen would still belong to Social Secuftity as
they may participate in the Teamster's medical plan. Under Capital Outlay the budgeted monitor receiver
for $237 was deleted. The rest of the budget was unchanged. In the Fire Department budget, the Fire Chief
was raised from $8,520 to $8,946. The Firemen were given ratings and Fireman 1st was raised from $7,500 to
$8,190; Fireman 2nd from $7,200 to $7,875; Fireman 3rd from $7,200 to $7,560. Volunteers remained the same
and Overtime was added for $400. Personnel benefits to be changed accordingly. Under Capital Outlay the
Council recommended the creation of an Equipment Reserve Fund and budgeted $3,600. The rest of the Police
budget remained the same. There were no changes in the budgets of the City Engineer, Planning Commission,
or City Hall. In the Non-Departmental Budget the item of Civil Defense for $1,200 was deleted. ,Under
Estimated Revenues the Franchise Tax under Gross Receipts Business Taxes was raised from $3,000 to $6,000.
Councilman Hoglund moved the Current Expense budget for 1972 be adopted. It was seconded by Councilman
Camfield. In the discussion that followed City Clerk Youngblood asked for permission to speack to the
public and the press. He stated that last Wednesday Councilman Hoglund came to his office and asked Him
to prepare the changes in the budget that they had decided on for the meeting tonight. In the mayor's
budget they had an item of $6,000 for a Deputy Administrative Assi~tant. In the Clerk and Treasurer's
budgets they had deleted the deputy positions and added $1,200 for temporary help. Hoglund stated that
he felt the City Hall was overstaffed and this was an economy move. The Clerk stated that he protested
he would not be able to give the public the service that they needed. He said that Roglund's reply to
that was to let the public look up their own infromation. The Clerk went on to further state that his
office has been burdoned with additional work required by the State and Federal Governments plus what the
Council has added with the B & 0 Ordinance and the Zoning Ordinance. He also e;tated that he is required
to attend state meetings and must be gone from the office for several days. HE' stated that the Council
has taken his funds away so that his office cannot operate efficiently and the public should not blame
him when they come to his office and he would not be able to give them the assistance they required. "
City Treasurer Spindor requested that the Council reconsider the funding in thE! Treasurer's office. She
stated she could not understand their line of reasoning in cutting out the deputy now when the evaluation
of the City has constantly rised and when a full time deputy has been in that office for many years. She
stated she had a splendid deputy and didn't want to lose her. Bob Sahli, councilman-elect, called to the
Council's attention the amount of help that would be required in the Clerk's and Treasurer's offices
during the remodeling project of City Hall. He stated he felt it is a very poor time to trade in two
knowledgable people for some not familar to the work. After considerable more discussion the question
was called and a motion was passed to adopt the Current Expense Fund budget for 1972~

STREET FUND
The following changes were made in Salaries & Wages: Supt. raised from $8,520 to $8,946, Foreman $7,320
to $7,686, Laborers from $7,020 to $7,371. Personnel benefits to change accordingly. The money for the
raises is to come from maintenance under Roadways and Bridges. It was moved by Councilman Hoglund and
Seconded by Councilman Lindsey that the Street Depa~tment budget for 1972 be adopted. motion carried.
LIBRARY FUND

The following changes were made in Salaries & Wages: Librarian raised from $7,,320 to $7,686, Temporary
& Hourly reduced from $4,200 to $3,500. The residue left over from these chanqes to be applied to Books
under Capital Outlay. It was moved by Councilman Hoglund and seconded by Councilman Camfield to adopt
the Library Fund budget for 1972. Library Board member Frank Kilham asked the Council 'to leave the full
amount of money in Temporary & Hourly so that the Library would be able to open on Saturdays. He stated
that $700 was not a lot to leave in when it would provide much additional service to the City. After some
discussiòn the Council left the budget as presented. The question was called on the motion to adopt the
LibEary Fund budget for 1972. motion carried.
PARK DEPT.

The Park caretaker was raised from $6,240 to $6,552. Personnel benefits to change accordingly. It was
decided to let the Park Dept. Board decide where to make the cuts in the rest of the budget to handle
the raise. It was moved by Councilman Hoglund and seconded by Councilman Lind:5ey to adopt the Park
Department budget for 1972. motion carried.
WATER FUND
I
The following changes were made under Salaries & Wages: Superintendent raised from $8,100 to $8,505.
meterman dropped from $7,800 to $3,412.50, Office manager raised from $6,420 to $6,741, Office Clerk
dropped from $5,100 to $1,500, Temporary & Hourly raised from $2,00 to $4,00 and Overtime deleted.
Personnel benefits to change accordingly. Under Other Services and Charges th'3 Franchise Tax was raised
from $3,000 to $6,000. The Construction Revolving Fund was to take any residu3 left over from the
salaries. It was moved by Councilman Hoglund, seconded by Councilman Camfield to adopt the Water Fund
budget from 1972. The cut in office help was protested by office manager mae Cook. She stated that it
isn't even half of what they were allowed before for office help. After more discussion the motion to
adopt the Water Fund budget for 1972 was passed.
SEWER FUND

The follwoing changes were made in the Salaries & Wages: Plant Operator raised from $7,320 to $7,686,
Equipment Operator raised from $7,020 to $7,371. Personnel benefit to change accordingly. The money for
the raises is to be taken from Buildings and Sewer Line Imp~ovement under Repairs and maintenance. It
was moved by Councilman Hoglund, seconded by Councilman Lindsey that the Sewer Fund budget be adopted for
1972. motion carried.
GARBAGE FUND
The following changes were made in the Salaries & Wages: Superintendent raised from $8,100 to $8,505;
Foreman raised from $7,200 to $7,560; Collector raised from $7,020 to $7,371;' Temporary & Hourly dropped
from $10,300 to $7,729 and Overtime dropped from $500 to $100. Personnel benefits to change accordingly.

It was moved by Councilman Hoglund and seconded by Councilman Camfield to adopt the 1972 Garbage Fund budget.

FIREmAN'S RELIEF AND PENSION FUND
There were no changes in this fund and it was moved by Councilman Hoglund, seconded by Councilman Lindsey to
adopt the 1972 Fireman's Pension & Relief Fund. motion carried.
cumULATIVE RESERVE FUND,
There were no changes in this fund and it was moved by Councilman Hoglund, seconded by Councilman Camfield
that the 1972 Cumulative Reserve Fund be adopted. motion carried.
ARTERIAL STREET FUND

There were no changes in this fund and it was moved by Councilman Hoglund, seconded by Counèilman Lindsey
that the Arterial Street Fund for 1972 be adopted. motion carried.
PORT TOWNSEND GENERAL OBLIGATION BONDS 1955
There were no changes in this fund and it was moved by Councilman Hoglund, seconded by Councilman Judy that the
Port Townsend General Obligation Bonds 1955 budget be adopted. motion carried.

Jefferson County-Port Townsend Civil Defense during the discussion of the Current Expense. Fund budget.

Gentlemen:
It is with great disappointment that I view the total elimination of the City's particip'3tion in the Port
Townsend-Jefferson County Civil Defense Program. may I bring to your attention Chapter 2.24 of the City
municipal Code entitled "Civil Defense Administration." This ordinance dated 1963, established the Port Townsend-
Jeffàrson County Civil Defense Organization. It also established a special pooled fund admini:3tered through the
Jefferson County Treasurer entitled the "Jefferson County-Port Townsend Civil Defense Fund." Section 2.24.030
of this same ordinance, directs that the cost and expense of this joint'organization shall be born by the City
and county on a 50/50 or matching basis.
On July 1, 1971, Federal matching funds were made available to local civil defense organization enabling
them to receive up to one-half of all costs of personnel and administration. Jefferson County-Port Townsend
Civil Defense met the requirements laid out by both Federal and State Civil Defense, and approvel of matching
funds was granted. With this approval, a part-time clerk-typist was employed by this office. At the present
time, a complete up-dated of office filing procedures, surplus property inventories, and community fallout
shelter supply inventories, is nearing completion. An up-dating of the County Emergency Operations Plan is
scheduled for early in 1972.

~ We are one of the few areas in the State of Washington that does not have a budget or the support of a full
time Director and staff to carry out its Civil Defense responsibilities. Hopefully, the City of Port Townsend
will reconsider its position in this matter and again budget monies so that all our citizens will have the
security of this needed support and without a seriàus curtailment of the local civil defense program.

It was moved by Councilman Hoglund, seconded by Councilman Camfield that the City Attorney be authorized to
prepare the necessary ordinances for the 1972 budget. motion carried.
ADJOURNMENT
Consideration and adoption of the budget for 1972 having been completed, it was moved by Councilman Steve
and seconded by Councilman Scheyer that the meeting do now adjourn. Motion carried.
