they accept the application for approval, and if he was going to vote for a resolutiDn he
would like to know what the Mayor and the Engineer have in plans for this grant. Councilman
Judy asked if this grant had to go in restoration or could this go ror a new city hall. Mayœ
Smith answered Councilmans Judys question, saying that they favored restoration. Mayor'Smifu
again explained to Councilman Steve that time was' a factor, it had to be in by the 15th of
October, which only gave ten days, and that plans, spec's and etc had to be in along with the
application, and that there was only so much money alloted to the State of Washington for this
type of grant. "

RESOLUTION 71-8
RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION,
U.S. DEPARTMENT OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRAN~' UNDER THE TERMS OF
PUBLIC LAW 89-136 AS AMENDED
WHEREAS, under the terms of Public Law 89-136 as amended, the United States of ' America has
authorized the making of grants to public bodies and private or public nonprofit organizations
to aid in financing the construction of specific public projects:
Now Therefore, Be It Resolved By the Port Townsend City Council
1. That Mayor of Port Townsend, Washington is hereby authorized to execute and file an applica
tion on behalf of the City of Port Townsend; Washington with' the Economic Development I
Administration, U.S. Department of Commerce, for a grant. to aid in financing the construct-
ion of a City Equipment Barn and Renovation of , the City- Hall Building.
2. That Frank M. Smith, Mayor, is hereby authorizéd and directed to f'urnish such inf'ormation
as the Economic Development Adminstration, U.S. Department of Commerce, may reasonably
request in connection with the application which isherein authopized to be filed.
Af'ter some discussion on whether the grAnt should be for the restoration of the city hall,
or the building of a new one, and where the city equipment barn should be located, it was
moved by Councilman Scheyer seconded by Councilan Judy that the resolution be adopted. Upon
roll call vote, motion was carried.
Under new business the city clerk presented the following ordinanee.
ORDINANCE NO. 1628
AN ORDINANCE APPROPRIATING THE SUM OF ONE THOUSAND
DOLLARS TO THE CURRENT EXPENSE FUND UNDER NON-DEPART-
MENT AL EXPENSE FOR ADVERTISI NG OF ORDINANCES, IN THE
1971 BUDGET, AND DECLARING AN EMERGENCY.
Due to the nature of the above Ordinance, it had to be held over until the next regular
session.
ADJOURNMENT
As there WaS no further business to -come before the council at this time, it was moved by
Councilman Hoglund seconded by Councilman Judy that the meeting do now adjourn. Motion
Carried.

The City Council of the City of Port Townsend, met in regular session this 19th day of' Oct.
1971 at 7:30 p.m. in the council chambers of the City Hall. Mayor Smith presiding.'
ROLL CALL
Off'icers and members present. were as follows: Mayor Smith, City Attorney Abraham, Cith Clerk
Youngblood, Councilmen Scheyer, Hoglund, Judy, Camfield, Steve, Lindsey. Councilman Norwood
absent.
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Lindsey seconded by Counèilman Camfield that the minutes of the
previous session be dixpensed with. Motion carried.

For all practical purposes the application renuesting an EDA Impact Grant f'or restoration of'
City Hall and the construction,of' a new Public Works Building has been comple~ed and was
delivered on October 15th, the deadline date.
The City Engineer would like to publicly thank the following people who helped accomplish an
almost impossible task:

Deputy Clerk Pat Pedersen who donated some 10 hours of overtime during Wednesday and Thursday
evenings.
Councilman Tom Camfield who donated many evening hours printing, developing and drying 60 8 X
10 prints.
Councilman-elect Bob Sahli who donated both uncounted hours, his office conference table and
drafting room for the preparation of estimates and the assembling of ten copies of the applic-
ation.

Mayor Smith commented that the material gathered turned into quite a book, and the engineer
was thanking the ones that were involved, r:'Iayor Smith also said that the Engineer had done a
tremendous job himself.

Having recently purchased the Brooks' building, I would like your permission to remOVB the
bank of earth that is piled up against the back of' my store at 940 Water Street. I need access
to my basement for a warehouse.
In removing this bank level to the rest of' tho surface it would help others to better mane-
uver in that area.

Engineer French, said that the city owned ten feet, the county the rest, he had suggested to
Mr Cost~ to engage an engineer, have it properly laid out along with plans. Mr Coster said
that h~~ad talked to the County Engineer and was told it would be fine with them, just send
a letter so they ~ould have something on record.
Mayor Smith said that this did not require council action, so would leave it in the hands of
the City Engineer.

Pedersen Oil Inc. requestes your consideration for a Zonning Variance in regards to pur proPBrty
located between Sims Way, Gaines Street and Water Street.
A variance is necessary as our location was not Zoned as an M-ll bu a R-lll. At this time we
would like to apply f'or a variance in order to add another bulk -storage tank. This tank would
be used f'or the storage of' Propane Gas, it would be an 18,000 gallon tank mounted horrizontaly
above ground as indicated in the diagram. Both the tank and the installation would meet any
and all fire, safety and use regulations.
I have reviewed our request with the City Engineer who is fully cognizant with all reQuirements
and regulati;ns concerning such an installation. Our bulk plant, like nearly all others is in
a non-conf'orming situation consequently any changes or additions require your approval.
, At the Dresent time Propane is not distributed from a source either in ,our City or in Jefferson
CountYi but from either Sequim or Port Angeles. Our installation will not be competitive with
any operation located in this City.

Tangible benifits to the City will be in the f'orm of' increased revenues derived f'rom both B&O
and sales taxes generated by the operation of this business. A further benifit would be the
hoped for growth of this business necessitating a driver and ser~ice man which would provide
employment for two more persons in our city. To the people living in our trade area this would
provide a much closer source f'or their needs than is presently available. It is incomprehensible
that such service is not off'ered in our area at present but with your approval of' our -variance
request we would begin installation immediately.

Mayor Smith said that this is one of' the grey areas as far as zoneing is concerned. City
Attorney Abraham said that there was a ten day notice requirement, for publication, written
notices and etc. and about as soon as the hearing could be held would be at the regular council
meeting on the 16th of November.
OLD BUSINESS
Under old business, the city clerk brought upon the floor Emergency Ordinance No. 1628, that
was duly incorporated in the minutes of the previous session. The Ordinance was for one thousand
dollars for advertising of ordinances.
It was moved by Councilman Hoglund seconded by Councilman Judy that the first reading of' Ord.
No. 1628 be considered the second reading and the third reading be by title only. Motion
carried.
PASSAGE OF ORDINANCE NO. 1628
Ordinance No. 1628 was again read for the third ti~e by title only, and it was moved by
Councilman Judy seconded by Councilman Hoglund that rd.No. 1628 be now adopted. Motion carried

IN THE 1971 BUDGET OF THE WA'l'ER DEPARTMENT

THE CITY COUNCIL OF THE CITY OF PORT TOVfflSEND, IN REGULAR SESSION
ASSEMBLED, DOES RESOLVE:
There is here and hereby transferred in theWater':'Sewer Department Budget, for the year 1971
the sum of Twelve Hundred and no/100 fiollars (1,200.00) from Construetion, Miscellaneous in the
Water Department Budget, to Salaries and Wages in said Water Department Budget, and the Mayor
and City Clerk are authorized to draw warrants accordingly.

Mayor Smith said that dué3to illness of' one of the employees in the water office, this
resolution was for temporary help for the balance of the year, but wanted it understood that
it would not be on a f'ull time basis.
It was moved by Councilman Hoglund seconded by Councilman Lindsey that the resolution be
adopted. Motion carried.

Mayor Smith announced that at the last legislature, a revision of the law about speed limits
on State Higways within. cities, he said an ordinance is required setting speed limits on State
Higways within the city, the ordinance is written after a state traffic survey and that the
ordinance would not be effective until passed by the councl and in turn approved bŸG the State
Highway Commission. He said that the survey had been completed, he said he did not have the
survey with him at this time but would put it on the agenda for the next regular session.
Mayor Smith informed the council that the budget' schedule, by State Law, the hearing by the
Council would be on the first business day of December and had to be comple~ed in five days.
He said that under state law, the council cannot reach decesions outside. of public sessions,
however there was one exception, and that was with personel and salaries, so felt the council
should meet around the middle of' November to discuss salaries.
Mayor Smith announced that on the 9th of November at Port Angeles therà would be a regional
meeting that would be held by the 1i:s;~,ociation of Washington Cities, there would be dinner served
around six or six thirty, there would be speakers on legislation and proposed legislation that
effect cities. Mayor Smith urged all of'ficials to attend if possible.

Mayer Smith informed the council that he had planned to hire Bob Jones as full time fire chief
commencing November 1st.
Councilman Steve as a point for information, he was told that a proposed sewer line on
Washington Street down by the ~oat Haven was going to be paid for by' the Port Commission but it
was turned down by the city. J~ayor Smith and Cith.Engineer French both explained to Councilman
Steve that it had not been turned down by the City, The Port had applied for a Federal Grant to
finance the project and had been turned down, the city at no time hs.d discouraged the port on
the sewer project.
