The Deputy Clerk read two communications, one fpom the Þianning Commission and one from Elwood J. Choate,
both recommending denial of the street vacation. Councilman Lindsey reported the :3treet Committee was against
the vacation and moved that the street vacation be denied. It was seconded by Councilman Judy and passed.
Mayor Smith opened the public hearing on the request for a variance f rom the Zoning Ordinance by Burdette
Redding, with the Council sitting as the Board of Adjustment. There was no comment from the public and the
hearing was closed. The Deputy Clerk read a communication from the Planning Commi:3sion recommending denial of
the request. Mayor Smith instructed the Council on criteria for granting a varianee as s~t forth in the Zoning
Code.under Section 6:10. It was moved by Councilman Camfield and seconded by Coun,~ilman Hoglund that the request
for variance be denied in its present form. Councilman Sc~~yer moved to table: th,~ request until the next meeting.
It was seconded'by Councilman Norwood and passed.

Mayor Smith opened the public hearing on the request for a variance from the Zoning Ordinance by Elsie and
Jeanne Barton with the Council setting as the Board of Adjustment. Jeanne Barton spoke from the audiance and told
the council that they were presenting them with an accomplished fact rather than a plan and asked that they take
this into consideration since they did not ~now they needed a building permit. Charles Wallin, a neighbor of the
Barton's, spoke in favor of the variance. As there was no further comment the public hearing was closed.
The Deputy Clerk read a communication from H.J. Carroll approving the vari~nce. A communication was also read
from the planning Commission in which they stated they could make no recommendation to the City Council on this
request. Councilman Lindsey moved that the variance be granted and that ,é:,-,,"section 6.10, subsection A & B of
I Ordinance 1625 be incorporated as the findings of the Council. It was seconded by Councilman Judy and passed.
Councilman Norwood stated that there is some expense involved in processing the requests for variances
and moved that the cost be bornbý the person making the request. During the discussion that followed the
Bartons agreed to pay for the publication of the notice of public hearing for their var~ance request. City
Attorney Abraham agreed to study the matter and present something to the Council at its next meeting.
OLD BUSINESS

The petition for an LID for a 6-inch water main out 14th Street, down Discovery Road was brought upon
the floor. Since there was no objection the Mayor directed the City Engineer to prepare the necessa~y estimates.

NEW BUSINESS

Mayor Smith brought on the floor the communication from the Jefferson County Housing Authority requesting a
tap for a 50 unit housing complex. He stated that he would reply to their request an~/tell them that we're not
in a position at this time to supply any taps in that area and that they would be add~ to the waiting list.

Mayor Smith said he had notice of the termination of the labor contracts and said negotiations on new

contracts would be coming up shortly.

1971, at 7:30 p.m. in the council chambers of the City Hall. Mayor Smith presiding.

It was moved by Councilman Hoglund seconded by Councilman Judy that the minutes of the previo~s
sessivn be dispensed with. Motion carried.
TREASURERS REPORT
The treasurers report was read in full for the Month of August and was ordered filed.

Madison Street lying between water Street and Front Street and extending into the waters of
Port Townsend Bay for a period of five years from Oct. 1, 1971 to October 1,1976.

Mayor Smith said he would bring up the communication under new business.
DEPARTMENT REPORæS

Mrs Wallin, Librarian, reported that on Friday evening at 8:00 p.m. at the Libray, Dr. Quast
of Peninsula College would be giving a speech, and invited the Mayor and Council and anyone else
to attend ir possible.

Under old business, mayor Smith said that there was one item that was tabled, it had to do
with the requested variance by Mr Redding. Engineer French said that he had not heard from
Mr Redding. Mayor Smith said he would continue the request of the variance until the next
regular session.

Mayor Smith said that the council had asked the City Attorney to draw up an ordinance concern-
ing charges for street vacations, variances and conditional use permits. Attorney Abraham said
he had talked to sefferal councilmen and had drafted an ordinance but did not put it in final
form due to the ree envolved. He said unless he heard objections before next council meeting
on the fee of twenty five dollars the ordinance would be ready to be read for the first time
at the next regular council meeting.
NEW BUSINESS
Under new business, Mayor Smith bro~ht back on the floor the request for a lease by Cotton
Corporation, he said that the present lease was for one year at Fifty dollars per annum.
Councilman Hoglund said as far as he could see, there is no objection to renew the lease, they
want five years this time and could not see the city having any plans at this time to use the
proposed street. After some discussion, Attorney Abraham said he would have an ordinance for
the le ase at the next regular session.

Mayor Smith mentioned that the union contract for employees would run out at the end of Dec.
of this year and that a new contract would have to be discussem, he said he would let the council
know the exact date of the meeting.

As there was no further business to come hefore the council at this time, it was moved b:' ..
Councilman Lindsey secmnded by Councilman Judy that the meeting do now adjourn. Motion carried.
