The City Council of the City of Port Townsend met in regular session this 3rd day of August
1971, at 7:30 p.m. in the council chambers of the city hall. Maj¡;or :3mith'presiding.

MINUTES OF THE PREVIOUS SESSION

Minutes of the previous session was brought upon the floor, and it was moved by Councilman
Hoglund seconded by Councilman Scheyer that the minutes of the previous session be dispensed
with. Motion carried.

It was moved by Councilman Hoglund seconded by Councilman Judy that the bills and claims be
approved as read and that the Mayor and City Clerk draw warran.ts upon the proper funds for
payment of same. Motion carried. ~

Washington State Parks and Recreation Commission for their proposed project. This form is a
part of' the pro~ect notification and review £unction as authorized by the Intergovernmental
Cooperation Act of 1968 and the ensuing Bureau of the Budget Circular A-95. As the designated
State clearinghouse f'or local agency applications, we are submitting this project description
for your possible review and comment.
Any comments or suggestions by your agency should indicate how the proposed project will support
or be in conformance with the appropriate objectives, plans or ~rograms of your agency. Where

Olympic Regional Planning Council
Mayor Smith said that there was a Olympic Reginal Planning Council, and all projects that
envolved public agencies on federal or state funds go through the Olympic Reginal Planning
Council as a clearing house. He said this is not the same as the 20,000 grant from t~e Federal
this is a seperate additional 10,000 matching f'und project.
Councilman Hoglund said he had one /"<uestion on the grant, does this apply as â pàrtil'J_l~RestoFa-

Under reports, Mayor Smit~ said he had received a petition, which he did not bring tonight,
it Was frJm a group out towards the city limits on the highway, i~ they can stir up some way
or some type of an LID for water. He said Thacäusè it wasnt read tonight it dosent mean it
wasnt received or/we ignoring it.

OLD BUSINESS
Under old business, the city clerk brought upon the floor Emergency Ordinance No. 1623, duly
incorporated in the minutes of the previous session and read in full again for~the second time
Ordinance No. 1623. It was moved by Councilman Judy seconded by Councilman Scheyer that the
third reading be by title only. Motion carried. Ordinance No. 1623 was again read £or the
third time by title only and it was moved by Councilman Judy seconded by Councilman Lindsey
that Ordinance No. 1623 be adopted. Motion carried.

Councilman Hoglund said that under old business, we have a zoning ordinance laying on the table
and at this time would like to make a motion that the zoning ordinance laying on the table be
picked up for reconsideration. Seconded by Conncilman Judy. Upon the question Conncilman
Norwood said she had voted to put the ordinance on the bable because she felt that we should not
pass it until we have something in the budet to enforce it. She said she still felt this way
and it should not come off the table until our budget comes up this £all.
Councilman Lindsey said he felt the samè way. He said he felt it should s~ right where it is
until we know if we can aff'ord the 25,000. a year to eni'orce it.
Councilman Hoglund said he voted to table the ordinance and this time supported the motion to
remove it f'rom the table. He said he appreciated Councilman Norwoods attitude on the matter and
also 60uncilman Lindsey, but did feel in the best interest of the city that this ordinance should
be adopted whether we have the enforcing arm or not. H~ said he felt that the mere presence
of the ordinance on the books.~ itself would have an enforcing effect.
I~ Councilman Judy said he f'elt the estimate of 25,000.00 was to high and also felt the ordinance
4 J should be adopted.
r6 Councilman Lindsey com~ented that you are not going to enforce the zoning ordinance with just
~ one man, you are going to have to have a staf'f of three or four people.
, Councilman Hoglund said he had one more comment to make, he said the Mayor was so correct when
-- he had pointed out in one of' the previous meetings, the fact that the way the State in the
direction in which it is moving with regards of' the control of' the different areas of the State
. such as the Shore Line Protection Act, where the State will be dictating to us, it is conceivable
() if we do not adopt such type of' self regulation and self determination that we will be put in
~ a position where we ,will be dictated to by outside influences as to what we are to do in our
incorporated municipality, and with this I object to.

Councilman Hoglund made a motion seconded by Councilman Camfield that the zoning ordinance
~ now be adopted. Attorney Abraham mentioned that when the ~oning ordinance was tabled he errone-
at ously said when it was tabled it would have to be read aga1n when it was taken off the table,
() he said that Councilman Steve had called to his attention that this body is governed by Reeds
Rules of Order, Reeds Rule of Order provides thAt the matter tabled proceeds from the point
where the ~bling took place.
Mayor Smith called for a roll call vote. Councilman Scheyer, Hoglund, Judy, Camfield, voted
yaei Councilmen, Steve, Lindsey, Norwood voted nae. Motion carried.
Mr Wallin said that Mr Abraham said at the meeting when it was tabled, he stated it would have
to be read again. Mr Wal1in~said he was sure if the public didnt know that was going to happen,

NEW BUSINESS
Under New Business, Mayor Smith said we have a proposed Ordinance concerning the creation of'
a Historical District, he asked 1~s Lee Davis to give a little background on the subject.
Mrs Lee Davis said that in 1966, Congress passed a bill pertaining to the preservation of'
Historic Sites, they handed this over to the department of' the interior, the department of interior
decided to hand it to the States, to the State Park & Recreation Commission. She said that she
had been given the job by Mr Joe Bailey, who at that time WaS president of the Jefferson County
Historica Society, as chairman of' nomination of' historic sites of Jeff'erson County, they had
selected sixty one sites in Jefferson County but fuhat was two many, ~.decided to get the
original townsite of Port Townsend dedicated as a Historic Area, and in doing that they had to
get the concent o£ the City Council. Mrs Davis lauded Di~McCurdy and Mrs Irene Williams for

for their work f'or they were on the Govenors Advisory Council on Hi:3toric PreservatJon. She
also praised the members of her local commitee, Mrs Gerald~~Hun:þ, Mr Joe Bailey and Harvey
Christian.
Mayor Smitþ asked the City Clerk to read the following ordinance.
ORDINANCE NO. 1624
AN ORDINANCE ESTABLISHING THE PORT TOWNSEND KCSTORICAL
DISTRICT, STATING THE PURPOSES THEREOF, AND PHOVIDING
FOR PARTICIPATION IN HISTORICAL PRESERVATION PROGRAMS.

It was moved by Councilman Hoglund seconded by Councilman Judy that the first reading be
aonsidered the second reading and the third reading be by title on~:r. Motion carried.
Ordinance No. 1624 was ggain read ror the third time by title onl;r, and it was moved by
Councilman Judy secondedby Councilman Camfield that Ord. No. 1624 bl3 now adopted. Motion carr:1!ed.

Councilman Judy said that Mrs Lee Davis should be commended on the work that she had put in.
Mayor Smith that the agreed, that Mrs Davis has been the spark plug gettin the basic infor-
mation along with ther committee, they had spent a lot of time and a lot of leg work and he
would like to say so officialy; - '
Mr Gregory, president of the Jefferson Coÿnty Historical Society, also thanked the Council
for the approval of the 99-~ear leaæ~EExMKxxxmxxxxxkxxixx~~tx5X, which assured them
of occupancy of the Museum and Libray and also gave them the respon:sibili ty or reconstructing the
Bell Tower and this challeng thEY assume, saying that in the next few days they hoped to award
the contract.

Mayor Smith, said that the subject of "w" street had been brought up at the last session to
have work done on the street and to be able to use hBlf-cent gas t~K monies, there would have
to be a resolution changing the street in nuestion from an access street to a secondary arterial
street. Mayor Smith asked the City Clerk to read the following Resolution.
RESOLUTION 71-7

WHEREAS, pursuant to the requirements of RCW 35.78.010 Laws
or the state of' Washington, the City of Port Townsend, did
on August 3rd, 1971, designate and classify certain streets
within the coporate limits as arterial streets; and
Wm~REAS, the City Council of the City of Port Townsend, being
the legislative body of said City has determined that revisions.
to said arterial street plan are cecessary and desirable;
NOW, THEP~FORE, BE IT RESOLVED BY the City Council of the
City of Port Townsend that the arterial streeplan dated August l7~
hereby revised by the addition of the following described streets;
That Part of "w" Street - (Secondary Arterial) From Cherry Street
East to Walnut Street.

BE IT FURTHER RESOLVED, that a copy of this resolution, be filed

Mayor Smit~, said that there should be council action to see what fund the $60.00 that was
donated to the city by the Society of Research Administrators. Af'ter some discussion it was
moved by Councilman NOMlood seconded by Councilman'Linsey that the $60.00 be put in the Park
Fund. Motion carried. '
Mayor Smith, said that he would like to get together with the Street Committee, Street Supt.
and Engineer for a meeting on the six year street plan and etc. some time this week.
