J, MINUTES OF THE REGULAR SESSION OF MAY 4, 1971 CONTINUED ~ ~ SAID he would like to make a motion that the city of Port Townsend go on record favoring the Special School Levy on May 11th. Seconded by Councilman Judy. Motion carried. Councilman Hoglund said that still hangin fire was the YDCC program that þ~ Leyds, presented to the council a few weeks ago, he said he was asked if the council had arrived at a decision on the program. After some discussion on finances and etc, that it was a good project, it was the opinion of the council not to take on the program'this year. Councilman Hoglund said he would contact Mr Loyds of the decision of the council. The City Council of the City of Port Townsend met in regular session this 18th day of May, 1971, at 7:30 p.m. in the council chambers of the city hall. Mayor Smith presiding. ROLL CALL Officers and members present'were as follows: Mayor Smith, City Attorney Abraham, City Clerk! Youngblood, Councilmen Scheyer, Hòglund, Judy, Camfield, Steve, Lindsey, Norwood. MINUTES OF 'l'HË PREVIOUS SESSION " It was moved by Councilman Hoglund seconded by Councilman Camfield. that the minutes of the previous session be dispensed with. Motion carried. ( TREASURERS'REPORT The treasurers report was read in full for the Month of April 1971 and was ordered f~led. &OMMUNICATIONS The following communications were presented and acted upon as follovls: . Dear Mr. Youngblood mn behalf of the students involved in the Student Government Day, I'd like to thank you and all the other city officials for a wonderful day. I know that I learned a lot and I'm sure the others did. I hope that the school and the city can continue this program for I feel that it is very important and beneficial to maintain good relations between the youth and the government. May 5, 1971 TO: Port Townsend City Council Ci ty Hall, Port Townsend, Washington Sirs: We would like to express our appreciation to the concerned city council members and to Mr. Ed Hawley and his department for taking the initiative and appropriated action concerning the condition of the streets, 12th & Grant. The intersection is now traversable thanks to the interest taken by all of you. Again we express our sincere appreciation. r~ & Mrs Melvin F. Awisus CALL FOR BIDS City Engineer Roger French said that the plans were now ready to call for bids for the improvement of Sheridan Street from 14th to 19th street and also bids for asþ.halt, ::nd urged the council to take action tonight due to the faèt that 'the county would have an asphalt plant in the area and the city could save around 2,000.00 on asphalt. Counilman Lindsey made a motion seconded by Councilman Hoglund that the city clerk be authòrtzed to call for bids for the Sheridan street project and bids for asphalt. Motion carried. OLD BUSINESS Mayor Smith said that the Zoning Ordinance was on the agenda for tonight as gathered from the concensus of the opinions of the councilmen, it is in rough form to be read, and would recommenâ it be read for the first time tonight, and if ~he council wants to take further action tonight or get it in a final form before final action is taken. He said that the council might note that there are a couple of things a little bit different from copie8 that were previously handed out, the original ordinance had an agricultural zone, the proposed ordinance contains an R 1 (A) which is a primary single-family residential with agricultu1'al allowed. Another one concerns the board of adju'stments, the proposed ordinance has the board of adjustments written in to it with a final paragraph that until such time the cc>uncil directs the Mayor to establish the board of adjustment, the council will function as the board and do all the work, as time goes on there will be a lot of detail and wouldnt b~ surpr~sed if th~ council will get tired of having it and when they do, all they have to do lS to dlrect the Mayor to establ~sh~ b~ar£. 322 MINUTES OF THE REGULAR SESSION OF MAY 18, 1971, CONTI~UED -- -,- - - -- ---,- ------,..-. ---- - - _.,-- - _.._.. ._--..__.-- -.-, ---.---...-.. ----- --- But until that time the council will ha~le it entirely. read the ordinance. AN ORDINANCE ADOPTING A NEW COMPREHENSIVE ZONING ORDINANCE FOR THE CITY OF PORT TÅ’VNSEND; REGULATING AND RESTRICTIN} THE USE OF LAND; THE USE, BULK, DIMENSIONS AND LOCATION OF BUILDINGS AND STRUCTURES; DETERMINING THE AREA AND REGULATION OF YARDS, COURTS, PARKING PLACES, LOADING AREAS, FENCES, PERFORMANCE STANDARDS AND PLANNED UNIT DEVE- LOPMENT; DIVIDING THE CITY OF PORT TOWNSEND INTO DISTRICTS FOR SUCH PURPOSES; ADOPTING AN OFFICIAL ZONING MAP FOR SAID CITY SHOWING BOUNDARIES AND THE CLASSIFICATION OF SUCH DISTRICT; PROVIDING FOR CONDITIONAL USE PERMITS AND VARIANCES; REGULATING USES THAT DO NOT C - CONFORM TO THE PROVISIONS HEREIN; AND PROVIDING FOR ABATEMENT PRO- CEEDINGS AND PENALTIES FOR THE VIOLATION OF THIS ORDINANCE. I Mayor Smitþ: said he would like to break in f:or a minute to welcome Dr. Quast from Peninsula College as weàl as members of: a Peninsula College seminar in state and local politics. Mayor Smith said that the first reading of: the proposed ordinance had been read and that no punlic hearing was required. Public hearings had been held by the Planning Commission, the public had been invited to meetings concerning the ordinance. Councilman Lindsey said before a vote was taken, he would like to express his opinion about the ordinance, he said he thought that we are going out a little to far and that he wasnt for the W1 ole workds. Mr Wallin f:rom the Audience, said he- thought the council should take no action tonight, but would like to know why the deletion of the historic zone fròm the ordinance. Mayor Smith said it was due to the enforcement problem and setting standards. Kay Miner, Chairman of the Planning Commission said that this zoning ordinance as submitted to- the council was fairly loose and lenient, and has been rendered more so by the councils. revision. Councilman Steve said in f:airness to councilman Lindsey and some others that are in doubt, made a motion seconded by Councilman Judy, that the second and last reading of: the ordinance be held over until the next regular session. Motion carried. I 8 ORDINANCE NO. jt).t:J AND ORDINANCE APPROPRIATING THE SUM OF $400.00 TO THE 1971 BUDGET OF THE CURRENT EXPENSE FUND FOR COMPREHENSIVE LIABILITY INSURANCE COVERAGE, AND DECLARING AN EMERGENCY. Due to the nature of the above ordinance, it had to be held over until the next regular session. Mayor Smith reported that in recent talks with of:ficials of HUD, there was an indication and an outside chance for matching funds for the city all and even f:or the bell tower and asked authorization from the council to submit an application for such funds. It was moved by Councilman ITùd# seconded by Councilman Scheyer that the Mayor be authorized th make the applications as requested. Motion carrieà. I Councilman Steve thouth it would be nice if the Mayor and council would send some sort of a letter of: appreciation to the State Patrol for their efforts this past week. After some discussion, no action was taken. ADJOURNMENT As there was no further business to come before the council at this time, it was moved by Councilman Lindsey seconded by Councilman Judy that the meeting do now adjourn.
