The City Council of the City of Port Townsend, met in regular s~ssion this 19th day of, Jan. 1971,. at 7:,30 p.m. in the cquncil chambers of the City Hall. Mayor Pro-tem Lindsey presiding. MINUTES OF THE PREVIOUS SESSION The minutes .of the previous session were presented and it was moved by Councilman Camfield secønded by Councilman Judy that the minutes of the previous session be dispensed with. Motion carrieå. COMMUNICATIONS The following communications were presented and acted upon as f'ollows:. From Jefferson County Historical Society, The Honorable Frank M. Smith The Honorable Members of the City Council Jan. 16, 1971, to-wit: Dear Sirs and Madam: " Renovation of the Museum and' Research Library, particularly 'with rega.r<i ~o __the 0 ins talla tion of additional lighting fixtures, is urgently needed; It is requested t~at the city eng~neer or electrician ~e designated to inspect the system and give us recommendations as to necessary ac tion. In order to prepare displays for the tourists, beginning in April, we also plan to repaint the floor and brighten the walls with a coat of fresh paint. Constructlon of shelving is also planned. These improvements may cost us app~oximately $1,000.00, vhich the Society will assume upon reveiving authorization fromthe City Council. Last year the Museum. and Library attracted more than 20,000.00 over previous years. 'Since tourists indicate a preference for reference in the city, it behooves us to present an attràctive displays, including photographs, paintings and artifacts. We plan, more than ever, to make' the Historical Society an institutlQn which will continue to grow in prestige and importance as the repository of historical matEÅ“ia1. With the expenditure or'funds by the Society as indicated, it appe~'s prudent for us to secure an agreement in writing, from the city government, granting us long tenure. Smith, Mayor City of Port Townsenà Jan. 6, 1971 to-wit: Memo to Cit7 Counc:il Members: I note that last session of Council a request was made that the Cit~r Clerk provide the council and Mayor with a financial statement monthly according to RCW 35.33..10. I presume reference wa to RCW 35.33.140 which formerly covered t is subject but has been røpealed. Any requirement for such a statement now has to be by ordinance and required no oftøner than each quarter. Frank M. Smith, Mayor Ci ty of Por t Townsend. - The City clerk commented that if any councilman would like an~thing from the clerks office, all thay,y had to do was to come to the clerks office and ask, the clerks office will see that the yo will get the report or anything else that they desire in line,; with city business. He said it was not necessary to spend the tax payors, money for an ord,inance for a, report, when all'[ the councilman had to do was come to the clerks office and as for ;3uch a r~rt. Councilman Steve said haG still hadnt been show where that RCW was rece1ridèdand that no one ccul~ shew him. Attorney Abraham siad' i to' has been repealed as the Mayors m~mo said and replaced by the new RCW as quoted. Counc,ilman Steve said that he didnt think it was to much to do now too t no none has lost 'thëir jobs ~s-clerks, and thought they could speni a. little time in making out reports. Motion carried. Bro~em Mayor Lindsey mentioned that we have in the audience tonight a troop of girl scouts, troop no 1355 and said it was a pleasure to have them attent the council meeting. I Councilman Steve said that after watching what we went through last wee, and being he had n$ financial standing, he sure did recommend the council consider someway ef buying a new loader for the street department, after watching that ,thing move that muck off of water street, he could have done it as fast with a tea spoon. Mr steve Beebe said he would like to thank the council and the other poople who had tried to help h m out with the teenage club, he said it was closed now, they could not afford to stay @pen for there was not eneugh interest of the kids in this town for a place like that. The City Clerk WaS asked about a letter from the union, the clerk said that therè was a letter addresse~ to the Mayor that was from a Union, but was not about to open the Mayors personal mail.. The Clerk informed the council that he had talked to the Union represenative and haà told him Mayor Smith would be back for the next'regular meeting, he said that would be fine that it could be held over until the Mayor returns. I RESOLUTION 71-3 8 The clerk read a letter attached to the resolution. The Honorable Fralk M. Smith, Mayor Members of the Port Townsend City Council Gentlemen: The attached drafted resolution is submitted to you for your careful consideration and høpeful adoption. Within the past ten days, this resolution has been adopted by the Board of Jefferson Coun~ Commissioners, Port Townsend Jaycèes, Port Townsend Rotary Club, Port Townsend Kiwanis Club and the Port Townsend Chamber of Commerce. Copies of these adopted resolutions are being directed to state legislators, members of the Washington State Law Enforcement Training Commission and, other interested persons. This is being done with the hope that due consideration will be giben to the Fort Worden Center as sitè for the proposed Washington State Law Enforcement Training Academy. S inc erely, John G. Doubek I The Port Townsend City Council wishes to submit the following resolution: WHEREAS, the State, of Washington, by and through its Law enforcement'training commission, is engaged in the planning of a law enforcement officars training academy, ~XxmEiRgXmîxaxXXK BJDR.cmIUmEm:tXdRh:e~:sxu~wl()lti1l!m;q: ~JQ; and WHEREAS, the State of Washington presently owns Fort Worden in Jefferson County, and WHEREAS, Fort Werden is a site already equipped with a physical plant suitable and available for such training facilities, anã WHEREAS, Fort Worden facilities are adequate to accomodate both the existing juvenile treat- ment center at said siCe and the proposed law enforcement offic rs training academy, anà WHEREAS, it appears likely that the juvenile treatment center at Fort Worden will be c10seà in 1971, so that the entire facility will be available for a training academy and other uses, 8 NOW, THEREFORE, BE IT RESOLVED BY THE PORT TOWNSEND CITY COUNCIL That the Washington State Training Commission be urged to direct that Fort Worden be considere4 as a site for the location of' a law enforcement officers training academy. ORDINANCE NO. 1612 . ,AN ORDINANCE ADOPTING BY REFERENCE THE m OVISIONS OF CHAPTER 87 OF THE 2nd 1970 EXTRA-ORDINARY SESSION LAWS OF THE WASHINGTON STATE LEGISLATURE AND FIXING FOR LAND CLASSIFICATION IlliREUNDER A REASONABLE APPLICATION PROCESSING FEE. .8 - I Attørney Abraham said that this ordinance establishes a fee for the so called open space tax measurer, the county handles all the adminstrative work even though the property may lie within ¡the city of Port Townsend, the city gets the filing fees, and the fees are the same as the county. NOW, THEREFORE, be it resolved by the City Council of the City of Port Townsend, Washington as follows: Approval is hereby granted for participation in the Federal Rent Supplement Program by qualified housing owners of property located in the City of Port Townsend, Washington. Adopted Mayor Attest: Ci ty Clerk Approved as to Form: City Atto~ney the Attorney Abrahäm said that'rÐsol~tion was re~uested by a couple or gentlemen who are now in the audience, they have been in contact with the city engineer and the Mayor, the resolu1ion is a statement of policy on the part of the city council. The resolution says simply this, approval is hereby-granted for participation in the federal rent Supplemnt program by qualified housing owners of property located in Port Townsend. It says that the city council has a matter of policy no'objection to the FHA sponsored and rinancial so called low rent develpp~ent. He said he would like to emphasize to the council, ir passed it becomes city policy not just for what these two gentlemen are interested in,- but as to this particular section of the'FHA provisions entirety. ' Engineer French said that two weeks ago two gentlemen came to the enginE;},ers orfice and requested information on sites on which an appartment could be erected, primarley for elderly people on fixed incomes. He said this is a FHA 221 D3 program. A site was selected, this site had to be within three blocks walking distance to a shopping center, the site selected WaS the Marine Hospital Site. He said he wmld like to point out that even though the policy if adopted, a complete set of plans would be and'go through the normal channels of the planning commission and council app~oval or disaprova1, and this \~uld be the case also if others applied. ' Mr. Wallen, from the audience, said that this is the first time this has came before the counc i1 and sugges ted that all councilmen should be present it should go thro ugh ~he planning commission, it was to important, it should not be voted on at this time. Mayorprotem Lindsey said hß thoUght it would be a good idea to hold it over and referred it to the planning commission also. Mr Wallin asked about the insurance on the bell tower, Attorney Abraham said the citys insurance carrier was checking on the matter, it could be that it is already covered and indications were that little expense would be involved, and would have more to report on at the next regular session. ADJOURNMENT As there Was no further business to come before the council at this time, it was moved by Councilman Steve seconded by Councilman Judy that the meeting do now adjourn. Motion carried.
