Port Townsend, Washington
The City Council of the City of Port Townsend met in regular session this 18th day of August, 1970, at
7:30 P.M. in the council chambers of the City Hall. Mayor Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, City Attorney Abraham, Deputy City Clerk
Pedersen, Coucilmen Camfield, Lindsey, Norwood, Judy, Hoglund, Scheyer. Councilman Steve absent. '
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Lindsey, seconded by Councilman Judy that the minutes of the previous session
be dispensed with. Motion carried.
COMMITTEE REPORTS
Councilman Norwood read a letter from ~nworth Associates outlining the work they would do in a job analysis
for the city. They stated in the letter the cost would be from $2,600 to $2,900 not to exceed the latter figure.
They can begin the work in two weeks after receiving authorization from the council and complete it in one month.
Councilman Norwood moved that we hi~ this fi~m to do the job as specified in this letter. Councilman Hoglund
seconded the motion. Motion passed.
Councilman Norwood read a report from the special trailer committèe appointed at the last regular meeting.
She reported that they were unable to agree that sufficient evidence exists for.the outright repeal of the
existing trailer ordinance or that there is justification for any propsed revisions of the ordinance. Due to
the distinction between mobil and modular homes and that one is prohibited by ordinance and the other not, they
agreed that a public discussion might serve to clarify the existing situation. The co~mittee recommended putting
the matter on the next agenda and inviting interested citizens to express their views. Councilman Norwood
expressed a minority opinion. She would recommend revising the ordinance to permit the use to mobil homes on
commercial property to be used as caretakers quarters. Mrs. Davis, a citizenj in the audience, asked the
council to make an exception to the ordinance to permit them to place a mobil home at their place of business
to protect it. Mayor Smith agreed to put the matter on the agenda for the next meeting.
Councilman Lindsey reported that George Cotton of Cotton Corporation requested leasing the street adjoining
his place of business from year to year. He would be amenable to occassional use by the public on speciål
occasiønQ~ _Councilman Lindsey moved to give Cotton Corp. a years lease for the sum of $50.00. Councilman
Camfield seconded. The motion was carried. It was agreed to start the lease Sept. 1, 1970.
Councilman Lindsey reported he attended a meeting along with councilmen Scheyer, Hoglund, a representative
from the State Health Dept. and Ron Slighte concerning ambulance service for the city. Ron Slighte of Cascade
Ambulance Service is no longer financially able to provide this service. Councilman Hoglund said the State is
unable to come through with money for direct support of the service. Mr. Slighte wants to know if the city will
enter into a contractual arrangement with him to provide 24 hour ambulance service for the city. Hoglund reported
that the county has made no final decision as to whether they would be willing to help support the service.
Cascade Ambulance would want $800 a month paid to them and $200 a month put into an equipment replacement fund.
The State will pay 53% of the cost of a new vehicle when the fund reaches 47% of the cost of a new vehicle. -
After considerable discussion, Councilman Hoglund moved that the City of Port Townsend be prepared to receive a
contractual offering from Cascade Ambulance for ambulance service for the remainder of 1970. Councilman Camfield
seconded the motion. Motion carried.
OLD BUSINESS
City Attorney Abraham said that Tom Dowd, formerly with Foster & Marshall and now in a new firm, would like
to be invited over to talk to the council about LID's. Abraham suggested the Sept. 15th meeting. It was agreed
to do so.
Councilman Norwood ~oved that an LID be formed from 14th Street to City Limits along Discovery Road. Council-
man Camfield seconded the motion. City Engineer Roger French asked what type of an LID it would be. A letter from
Frank Hensel in the previous minutes was read where he requested being assessed for a water system. Attorney
Abraham clarified motion as to mean the petition method of forming an LID. The motion passed.
Councilman Norwood wanted to know if an answer had been reached about the request for money from the Library
Board for extra help. The Mayor said a decision had not been made as yet.
Coucilman Norwood asked about the estimate for repairs to the Bell Tower. Mayor Smith replied that he had
received an estimate from the City Engineer not to exceed $10,000. One item was for $6,600 for professional labor.
Councilman Norwood requested that another estimate be made. After considerable discussion no decision was reached.
NEW BUSINESS
There was presented a request for a street vacation from Dr. & Mrs. Roger Dickerson for all that portion of
Hood Street lying west of Cowles Addition to the City of Port Townsend. It was referred to the street committee
and the planning commission. The public hearing was set for Sept 15th.
ADJOURNMENT
As there was no further business to come before the council at this time it was moved ~JX~~*~~X* seconded,
and passed that the meeting be adjourned.
