'.. \ 8 The City Council of the City of' Port Townsend, met in regular session this 5th day of May 1970, at 7:30 p.m. in the colmcil chambers of the City Hall. Mayor Smith presiding. ROLL CALL Officers and members present were as follows: Mayor Smith, City Attorney Abraham, City Clerk, Youngblood, Councilmen Norwood, Lindsey, Steve, Judy, Hoglund, Scheyer. Councilman Camfie!d. absent. MINUTES OF THE PREVIOUS SESSION I The minutes of' the previous session were read in full and it was moved by Councilman Lindsey seconded by Councilman Scheyer that the minutes be approved as read and the Mayor and City Clerk sign same. Motion carried. Police The police report was read in full for the Month of April 1970 and WaS ordered f'i1ed. Port Townsend Highh School students, on City Government Day, were present at the council meeting. Elect Mayor Rick Kenyon, introduced the ones present. Mayor Smit~ had Mayor Elect Rick Kenyon and other elected members take their res~ctive seats. COMf,mNICATIONS The following communication WAS presented and acted upon as follows: From Charles E. Wall en, Port Townsend May 5, 1970, to-wit: 8 Honorable Mayor Frank M. Smith Members of the City Council Sub jec t: Ref: Free Loan of Scaffolding for Restoration of Bell Tower. Latter dated April 3, 1970 from Waco Scaffold & Shoring Co. Attached find letter submitted last month offering the loan of scaffolding and requirements for same. I I believe this offer would greatly reduce the cost of restoring the Bell Tower and Would put the city in a better position to take the greatest advantage of volunteer contributions of money, materials and labor. A decision on this matter would be appreciated so that a reply either affirmatively or negatively can be made to Mr. L.K. Kay, area manager for Waco Scaffold and Shoring Company. Wallin 535 Fillmore Port Townsend, Washington Dear Mr. Wallin: Sorry to have taken so long to respond to your inquiry regarding the loan of scaffolding for use in restoring the Bell Tower of' Port Townsend. In order to loan the e uipment to the City of Port Townsend, we would have to have the following. 1. A layout and/or plan of the approach that will be used to support the bell. This layout sho'ld show the position of the legs of tho frames, any timbers that will be used and the general engineering data used to calculate loads and stresses, etc. 2. We, Waco Scaffold & Shoring Co. a division of Bliss Laughlin Industries would have to have a Hold Harmless Agreement from the City of Port Townsend, sign-agreement. We must have this of course, to protect Waco in the event of an accident involving the use of wur scaff'od. 8 259' ... Area Manager Mayor Smith commented that the bell to"wer situation dosent look ","..lite as bad as thought in the beginning and a letter would be written one way or the other an'~ that it was appreciated. Councilman Norwood said whether we use the scaff1ing or whether Wl3' dont she would like to thank Mr Wallin for his efforts to obtain the free scaffling. II I II I COMMITTEE REPORTS Madge Wallin, Librarian, said that she had been asked to report for the Library Board t?at beginning the 1st of June the Library wóuld be closed on Saturdays~ Mayor Smith asked if this was due to financial or summer schedule. l'he answer W.'1S financial. Engineer French reported on building permits for April, saying that there had been eleven permits, two for garages one for expansion and the rest for, houses. II I I I I' Councilman Lindsey asked Engineer French about modular homes and if they wer-e going to be legal. Eng. French said they were legal, that they meet the National Building Code, he said he had told the orginazition that was selling them that each one of them will come before the council and hopefully for a public hearing. OLD BUSINESS Under old business, the following bids we~e opened for Liability Insurance for the City of Port Townsend. BID OPENING Farmers Insurance Group The Hawaiiån Ins. & Guaranty Co. (Homer S. Smith Agency) Total Bid $3;247~40 2,907.00 I I I II :\ II II 1 I I \, I , It was moved by Councilman HogJ:und Séconded by Councilman Judy that the low bid of' the Hawaiian Ins. & Guaranty Co. for 2,907.00 be accepted. Motion carried. Counc ilman Norwood said that thN ,'Library fund showed 6,099.00 and. would like to inquire of the status of the loan and if it could be paid back not without hurting the Library fund. She was informed that it was up to the' council if and when it was to þe;-IB id back that it had to be paid back on or before July 1970. Counc i1man Norwood asked if monies from the half, cent sales tax could be put to the Library Fund, she was informed by May'or Smi th tha t the halt! cent sale s tax would go to the Current Expense Fund the t it could not be channe1d into the Library I fund. Ronald Slighte, Cascade Ambulance owner reported that his service would discontinue operations May 15, 'the day his insurance comes due, that fue had insufficient funds to'pay the insurance II premium, and thus was unable to continue operations. Councilman Lindsey said that he had received a lot of material from the Washington State Cities on ambulance service today, but had no time to look it over but wou,ld get .the cormni ttee together and go over the material. NEW BUSINESS Under New Business the City Clerk presented the following Resolution. RESOLUTION 70-3 A RESOLUTION TRANSFERRING THE SUM OF $1,000.00 F'ROM STORM SE\fŒRS, THE SUM OF $200.00 FROM OFFICE SUPPLIES AND THE SUM OF $350.00 FROM SNOW AND ICE CONTROL TO LAND, BUILDINGS AND Eq,UIPMENT AND ROADWAYS AND BRIDGES IN rl'HE 1970 BUDGET OF THE CITY STREET DEPARTMEN~~. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, in regular session assembled, does hereby resolve: There is here and hereby transîerred within the appropriation for' City Street Department in the 1970 Budget of the City of p'or t Townsend' the following sums:: from storm Sewers to Land, Building and Equ~pment, the sum of $1,000.00; from off'ice Supplies to Land, Building and Equipment, úhe sum of $200.00: and f'roin Snow and Ice Control to Roadeays and Bridges, the s:um of $350.00. PETITION FOR STREET VACATION TD: MAYOR AND CITY COUNCIL OF TIrE CITY OF PORT TOWNSEND FROM: W.E. HARMS & LEILA HARMS, husband and wife, - SUBJECT:: Vacation of Streets, Fowler Park Addi tion. 260 MINUTES OF THE RZGULAR SESSION OF MAY 5,1970, CONTINUED -_u_-------- ------------ -.- ---- ------- ì. The writer hereby petitions to have those portions of' Claremont and Calument Streets vacated lying between Pearl and North Pearl streets. The writer further petitions for the vacation of the 15' utility alleys existing in Blocks 68, 73 and the Easterly portion of Block 66, all in the Fowler's Addition. He further petitions for the vacation of Madrona st. now lying under water and abutted by Block 68. 2. The writer certifies that he and his wife are sole owners of Blocks 68 and 73 and the Westerly portion of Block 75 wfudch includes Lots 1,2,3,4, 5, 15 and 16. 3. The vacations of the above streets and alleys is requested f'or the purpose developing a more suitable plat which would conform to the recently adopted Comprehensive Plan. 8 W. E. Harms Leila Harms I Mayor Smith ref'erred the petition to the Planning Commission, street Committee and the City Engineer. Engineer French said he had prepared a sketch on the property which he explained to the council, he said he would like to extend the investigation of- the entire area which would be part of the re uested vacation. After some f'urther discussion, Mayor Smith held up a date for a public hearing until further investigation could be had. STREET VACATION PETITION TO THE CITY COUNCIL OF THE CI TY OF PORT TOWNSEND: I The Port of' Port Townsend Port Commission, by its duly elected President, here and hereby respectfully petitions the City of Port Townsend City Council for the vacation of the alley which lies in Block 35 of the Railroad Addition to the City of Port Townsend, Jefferson County, Washington. Petitioner is the owner in fee of all property abutting upon said alley. Petitioner agrees to pay the expenses of publication of an Ordinance for vacation, and to the reservation of such easements as the City may require in said alley. Robert E. Porter 8 Mayor Smith referred the petition to the Planning commission~ Street Committee and the City Engineer. He set a date for a public hearing for June 16,1970. Engineer French said that there has been a survey crew working on Blaine Street and par of' Walker Street, that there was around $100,000. in the half' cent gas tax fund that would be used this year, ~nd if anything was left it would also take in a little of Sheridan Avenue. Councilman steve asked the council to go on record against the leasing of puget sound for oil leases and drilling. Councilman Steve made a motion seconded by Councilman Norwood that a resolution be drawn up objecting to the leasing waters of Puget Sound for off shore drilling for oil. Motion carried. Councilman Hoglund said that the union contract with the Garbage Department employees had been received for passage or rejection by the council. He said there was not much change and went theough the contract explaining various items. After some discussion it was moved by Councilman Hoglund seconded by Councilman Steve that the Mayor be given the authority to execute the contract for the city of' Port Townsend. Motion carried. Councilman Scheyer brought up the pigeon problem again, saying that a city in ~ai~had reduced pigeons from 10,000 to 300 by using birth control pills. Councilman Lindsey said that he had a pnone call asking if there was any law on trapping pigeons. ,:ìayor Smith said that as far as he knew there was no law in the city books agains-trapping pigeons. I City ~ttorney Abraham said that for the record, there was a meeting held with Foster & Marshall last Monday, they discussed the f'inancia1 problem on special assessment districts and other things with the oouncil and that asked to meet again with the council on the meeting of the 19th of May. Mayor Smith reported that he had attended a meeting of Jefferson and Clal1am countys law enforcement and the meeting was about having one radio f'requency. Another meeting would be held again this thursday and would try to go. 8 ADJOT:RNMENT As there was no f'urther business to come before the council at this time it was moved by Councilman Lindsey seconded by Councilman Scheyer that the meeting do now adjourn.
