MINUTES OF THE PR~VIOUS SESSION
It was moved by Councilman Scheyre, seconded by Còunci1man Hoglund that the minutes of the
previous session be dispenced with. Motion carried.

It was moved by Councilman Hogluhd seconded by Councilman Judy that the outst'anding bills
and claims f'Or 1969 be approved and that the Mayor and City Clerk draw warrants upon the
proper funds f'or paYment of same. Motion carried.

After due consideration of the bids, It was moved by Councilman Lindsey seconded by Council-
man Steve that'the low bid f'rom Kruse Car Center in the amount of 2,216.28 be accepted.

After due consideration of the bids. Councilman Hoglund reported that Harper Oil Company
was low on gasoline and Bud Ammeter Oil Co WaS low on the Diesel Fuel, Furnace Oil and Stove
oil. Councilman Hoglund made a motion seconded by Councilman Lindsey that Harper Oil Company
be awarded their bid on gasoline and Bud Ammeter Oil Company be awarded the fuel oil bid.
Motion carried. .

Mayor Smith s~id that under old business, he had instructed the garbage committee to submit
a detailed spec1fications for consideration for bids on the operation of the garbage department.
He said that he had been given a copy of the proposed specif'ications but didnt know if all
of the councilmen had a copy or had seen the specifications. He also mentioned that the city's
negotiations with the union representing city garbage personn~l are still under way. He asked
for a report from the garbage department committee for a repQrt.
Chairman Camfield reported that the garbage committee was still continuing to work toward
the goal of contracted collection and disposal service. He said that due to the fact that the
committee desires to better incorporated the opinions of the entire council into a f'ina1 draft
or contract specifications, a February target date had been set îor bid calls.
Mayor Smith set February 3, as the target date.
NE\JI/ BUSINESS
Under new business, the city read a request from ~w Robert R. Allen for a mercury-vapor near
his residence at 1629 49th Street. Mayor Smity referred the request to the Fire and Light
Committee.

Mayor Smith said that even though the bond issue failed on the city hall, the city is still facing
the problem of needed repairs and improvements to the city hall building, he said that city
Engr. French is looking into a small scale priority project fior an adequate heating system
for the building, money available would be in the existing cumulative reserve f'und.
Mayor Smith also mentioned the property owned by the ci~ on Snow Creek, and felt that it
would be nor could see any forseeable future use. He asked the council to look into and see if
it could be a possible source of income to finance city hall improvements or other possible
pro jec ts .
Mayor Smith said that the city has a six year plan on arterial street improvement which is
required by the State and that it is also required to be updated each year. He said the plan
is divided into sections and one of' the sections included starting from water street up Monroe
Street, p~rt of Roosevelt, Jaskson Street out to Walnut and Q street. He said that last Friday
the City of Port Townsend'received notice from the State that an al1ication had been approved
in the amount of $117,000. for the Monroe St. project. He also mentioned that the city had to
match ten percent in wfuich the city had budgeted $10,000. f'or the year 1970. He also mentioned
that this project would be popular with some citizens, unpopular with others, for instance many
homes are build right up to the property line with their lawns in the street. Mayor Smith
announced that a meeting has been scheduled with state officials to study the various possibilities
to which attention might be directed under the project.
Mayor Smith stated that nothing firm as to what the project will actually involve but the
public woul,d be f'ully advised as soon as possible. He also mentioned that 21,000 had been
allocated f9r the first quarter to take care of' engineering and etc.
Councilman Steve mentioned that he hoped that f'uture projects would be better that the project
of 19th street.
Mayor Smith announced that the committees for the year 1970 would be the same as assigned.
Councilman Scheyer wanted to know what happened regarding the request of Mr Eccles f'or city
approval of tree planting in front of the ]Lewis Building on Water Street. Mayor Smith said he
felt that the matter could be ironed out at the executive level without f'urther misunderstanding.
The City Clerk read the Annual Report o~ the Port townsend Fire Department, the report showed
that there was 99 alarms, 47 residential, 6 nqn residential, 3 mercantile, 12, Misc. 19 grass
or brush, 8 emergency, 4 false a1?rms. the estimated loss of $19,765.00.
Councilman Lindsey said that o~ 19th street there was a yellow line painted so that the
children going to school would have a path to walk on. He said that people living along 19th
street were leaving their cars parked onü~he street where the children had to walk around them,
he said it was dangerous and felt that the cars should not be allowed to park on that street.
Mayor Smith said he would take it up with the Chief of Police.
ADJOURNMENT
As there was no further business to come before the meeting at this time, it was moved by
Councilman Hoglund seconded by Councilman Lindsey that the meeting do now adjourn. Motion
carried.
