Port Townsend, Washington
The City Council of the City of Port Townsend met in regular session -this 16th day of December, 1970, at
7:30 P.M. in the council chambers of the City Hall. Mayor Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, City Attorney Abraham, Deputy City Clerk
Pedersen, Councilmen Moody, Lindsey, Steve, Camfield, Judy, Hoglund and Scheyer.

MINUTES OF THE PREVIOUS SESSION
It was moved, seconded and passed that the minutes of the previous session be dispensed with.
BILLS AND CLAIMS
I
Two companion claims for damages were presented to the city by Jack Guiher and his daughter Tammi Guiher.
Tammi Guiher is asking for damages as of yet an undetermined amount for injuries resulting from a auto accident
on September 18,1969, at Willow and F Streets. Jack Guiher is asking for damages of $279.02 for repairs to
his car that suffered ,damages in the same accident. It is claimed that a STOP sign was knocked down at the
intersection and the city was negligent in not restoring it. The City Attorney recommended' dening the claims
and referring them to the city's insurance company.
COMMUNICATIONS
The following communications were read and acted upon as follows:

We would like to make the request of the city council and the street department that the present
very dim street light on the corner of 11th and Sheridan be replaced with a mercury light.

Mayor Smith referred the above communication to the light committee.
COMMITTEE REPORTS
Councilman Camfield reported on the request by Mary Johnson to plant two trees in front of the Lewis
Building on Water Street. He reported the Street and Sewer Superintendant opposed the request because they
would be in the street right-of-way. No action was taken.

OLD BUSINESS
Under old business Emergency Ordinance No. 1581 was again brought upøn the floor.. It had been held over
due to its contents. Ordinance No. 1581 was duly incorporated in the minutes of the regular session of'
December 2,1969.

It, was moved, seconded, and passed that the first reading be considered the second reading and the
third reading by title only.

Ordinance No. 1581 was again read for the third time by title only and it wa;3 moved, seconded and passed
that the ordinance be adopted.
PUBLIC HEARING
I
A pufulic hearing was held on a street vacation request by Roger Dickerson, M.D., of a portion of Baker
Street. There was no comment from the floor. A letter from the Planning Commission was read recommending
against vacation. Councilman Lindsey reported the street committee hadn't looked at the street but would
have a report at the next council meeting. Councilman Scheyer recommended returning it to the Planning
Commission as there seemed to be a desire for further study. It was decided to put the vacation request on
the agenda for the January 6,1970, council meeting.
PEDERSEN PLAT
The Pedersen Plat was again brought before the council. It was moved, seconded and passed the plat be
accepted. An ordinance will be drawn up for consideration at the next council me~ting.

NEW BUSINESS
Councilman Hoglund reported on the union negotiations concerning the Garbage Department. The Garbage
Department contract expires at the end of this year and as yet no agreement has been reached. He outlined
the union's demands and commented on what would and would not be acceptable to thl~ city. Hoglund said that
the city could get an agreement somewhat acceptable but it would be the same all over,again next year.

He recommended getting bids from outside contractors. Discussion followed on what would be involved if the city
contracted out the garbage collection. It was pointed out that the Garbage Dept. is not carrying itself and has
no reserve funds for an emergency. It was noted that the tractor used at the city dump was broken down and an
emergency ordinance will be required to pay for repairs. Repairs are estimated at costing between $1,500.00 and
$2,500.00. It was decided that at the next meeting there would be an invitation for bids an contracting out the
garbage collection.

Mayor Smith reported that Councilman Moody has been designated as the city's negotiator with the union for
the Police Dept.

Bonzo DeLeo, a citizen, requested the city help in financing installation of water and sewer lines in his
development. He pointed out that the city would receive their investment back within three years from the
revenues in fees. He also pointed out that a developer is paying costs for larger pipe than would be needed for
his project in order that future buildings could be connected to the lines. The city was in sympathy, but
pointed out that what was done for one would have to be done for all and city doesn't have the funds for all
such demands.
CALL FOR BIDS

The Police Dept. requested permission to call for bids for two, 1970, police cats, bids to be opened Jan.
6,1970. The Water Dept. requested permission to call for bids for one 1970, pickup truck, bids to be opened
Jan. 20, 1970. A motion was made, seconded and passes to call for bids.
The following ordinance was presented and acted upon as follows:
ORDINANCE NO. IS82
AN ORDINANCE AMENDING SECTION 3 OF ORDINANCE NO. 1370,
REPEALING ORDINANCE NO. 1558, AND THEREBY INCREASING
THE LICENSE FEE FOR WATER-UTILITY FRANCHISE LICENSE
TO THE SUM OF $3,000 ANNUALLY.

It was moved, seconded and passed that the first reading be considered the second reading and the third by
title only. Ordinance No. 1582 was again read for the third time by title only. It was moved, seconded and
passed that Ordinance No. 1582 be adoptðd.
ADJOURNMENT
As there was no further business to come before the council at this time, it was moved, seconded and pas§ed
that the meeting do now adjourn.
