Mayor Smith Presiding. ROLL CALLL Officers and members present were as follows: Mayor Smtth City Attorney Abraham, City Clerk Youngblood, Councilmen Scheyer, Hoglund, Judy, Camßield, Stewe, Lindsey. Councilman Moody absent. BUDGET SESSION I Mayor Smith said that at this meeting the council must take if not finished tonight the council has five days to complete is also a public hearing and it might be best if anyone has a hold your comment until the chairman of the finance committee by section and will invite comment after each section. acti n to finalize the 1970 budget, the 1970 budget. He said that comment on the budget as a whole who will take the budget up section BUDGET CONSIDERATION I The council considered each item of the budget, making changes as necessary, changes to be confirmed after full consideratinn. CURRENT BXPENSE FUND Under General City Government, no changes were made under Mayor & City Council, City Attorney, City Treasurer. Under'City Clerk, item b, salaries & wages, Deputy City Clerk to be lowered from 5,700~00 to 5;400;00~ Under Police Department, Salaries & Wages, item a to be raised from 7,800.00 to 8,100.00; item b, to be radsed from-7,500.00 to 7,680.00, item c, to be raised from 7,250.00 to 7,380.00, under Material¡,&lSupplies~ item a, to be lowered from 2,200.00 to 1,900.00, under Other Expense, 'item b,tò bè raaied from zero to 100.00, under Capital Outlay, item d, to be lowered from 300.00 to 125.00. Under Fire Department, Sàlaries & Wages, item b, be raised from 7,500.00 to 7,680.00, item d, to be lowered from 6,900.00 to 6,600.00, no changes under City Engineer. Under City Hall Building, under Contractual Services, item d, to be raised from 2,250.00 to 3,585.00. No changes under Planning Commission. Under Miscellaneous Fund, Other_Expense, item a, 1,200.00 be deleted. Councilman Hoglund said that he understood that that there was a coup~e of communication concerning the deletion of the 1,200.00 on item a in ather Expense and asked the City Clark to read the communications. 8 To: Honorable Frank M. Smith, Mayor and Members of Port Townsend City Council Gentlemen: I I would like to take this opportunity to voice my disappointment in your decision to withdraw financial participation in the Port Townsend - Jefferson Co':nty Civil Defense Program. It is my personal opinion that present and future city - coun~ civil disaster programs will suffer greatly from this proposed budgetcut~ The contemplated $1,200.00 cut to a $3,200.00 yearly budget will undoubtedly have far-reaching and serious effects on the over-all Civil Defense capabilities of Port Townsend and Jefferson County. Therefore, I ask you to reconsider your decision and actively support Civil Defense in your city, now and in the future. Re spec tfu1y , John G. Doubek, Director Jefferson County Civil Defense 8 The Honorable Mayor and Members of the City Council City of Port Townsend Ci ty Hall Port Townsend, Washington Gentlemen: It is with disappointment that we view the budget cut (elimination) of the City's participation in the Civil Defense program. The joint participaion of the City of Port Townsend and Jefferson County has made our program an outstanding, efficient program. We are one of the few areas in the State of Washington that does not have the support of a full time Director and Staff to operate their program. Hopefully Port Townsend will reconsider their position in this matter and continue their participation in 1970 so all our citizens will-have the security of this support....without a serious curtailment in program. County Commissioners I Councilman Hoglund commented on' the'above communications, saying that his personal opinion of the civilian Defense item of 1,200.00 was a budget necåssity to delete it, and weighing all the priorities that we are faced with in the Current Expense Fund could not help but feel that it is the lowest on the priority list. Mayor Smith said he felt the same as Councilman Hoglund and was in accord. It was moved by Councilman Hoglund deconded by Councilman Scheyer that the changes in the Current Expense Fund be confirmed and that the 1970 Current Expense Fund Büdget be adopted. Motion carrieg,. 8 CI~7 STREET FUND Under Salaries & Wages, item a be rai§ed from 30,000.00 to 30,300AOO, under Maint. & Operation, item a, to be lowered from ~6,00ð.oo to ~5,592.00. It was moved by vouncilman Hoglund seconded by Councilman Scheyer that the changes in the street Fund be confirmed and the 1970 Street Funq: Budget be adopted. It was moved by Councilman Hoglund seconded by Conntilman ESç:P1eyèrthat the Public Library Fund Budget for 1970 be s,dopted. Under the question~ Mr Neil Potthoff pf the Library Board said he was concerned becuase under Salaries & Wages unde~ item c is le~s than the 1969 year. He said that circulation has jun~ed considBrable in the las~ four years, othar services have jumped quite a bit and felt that m~e service is being provided for the public. He said that they felt in cutting this figure that you are cutting library services for 1970. Mayor Smith said he had no argument for services provided that in his mind is the money problem, are we able to support the servïces which" we are presently given, there has' been 'a questlon raised as to the relationship to the hours worked and the hours that the library is opened. - -, - -,., Mrs Wallin co:1mented on serv.ices by- the Library. Mr Wallin, said he hoped the council realized that this is a $1,200. cut on extra help over last year. Counc i1man- Llndsey commented that the overall budget had to be chppped and commented .that the Librarian had received a 300.00 raise. - Mayor Smith called for a vote of the council on the Library Budget. Motion was carried. PARK DEPARMMENT Under Salaries & Wages; item a, raised from $5,750. item e, lowered from 700.00;0 630.00. It was moved ~y Councilman Hoglund secDnded by Department Sudget 'be- confirmed and that 'the 1970 carried. to $5,820.00. under contractual services, I Cõúncilman Scheyer that the changes in the Park Park Department Budget be adòþted. Motiòn OLYMPIC GRAVITY WATE$ FUND Under Sal-àrie's &"Wages, item a, be- rai'sed from $7,500. to $7680., under item b, b"e raised from $7;200~ to $7,380;~Under Capital Outlay, Construction Expenditures, item a, be lowered from $4,000. to $3,623.00. , It was moved by-Councilman Hoglund seconded by Councilman Scheyer that the changes in the Olympic Gràvity Water Fund be confirmed and that the Olympic Gravity Water Budget for 1970' be adopted. Motion carried. SEWER DEP AR TI'v1ENT No changes in the Sewer Department Budget. I t was moved by Councilman Hoglund seconded by Councilman Scheyer that the 1970 Sewer Department Bu~get be a~~pted. Motion carried. : GARBAGE COLLECTION SERVICE Under Salàries & Wages~ item a, be raised from $7,300. to $7~689.,under ite~' b,.-.be raised from $6,600~00 t06i780~00, ;tem c; be raised fro~:$6,450.00'to $6,600~00, item d,.raised from $6,450-.00 to 16,600.00, ltem f, be lowered from ~~3,000.00 to $:::,253.00. It was moved by Councilman Hoglund seconded by Councilman Scheyer that the changes in the Garbage Collection Service budget be-confirmed and that the Garbage Collection Service Budget for 1970 be adopted. Motion carried. FIRmÆENts PENSION & RELIEF FUND Under Other Expense, item b, bQäelëted~sdItrwas moved by CouncilmafL Hoglund seconded by Councilman Scheyer that the Firemen's Pension & Relief Fund changes in the 1970 budget be confirmed and that lhhe Firemen t s Pension & Relief Fund Budget for IP70 be adopted. Motion carried. PORT TOWNSEND GENERAL OBLIGATION BONDS 1955 No changes. It was moved by Councilman Hoglund seconded by CouncIlman Scheyer that the Port Townsend General Obligation Bonds 1955 Budget be adopted. Motlon carried. SP:m:;IAL AREERIAL HIGHWA1! FUND Nò changes.- It was moved by Councilman Hoglund secondèd by Counc ilman Lindsey that the Special Arterial Highway Fund Budget for 1970 be adopted. Motion c~œried. PREPARATION OF ORDINANCES It was moved by Councilman Hoglund seconded by Councilman Lindsey that the City Attorney be instructed t draw up the necessary ordinances for the 1970 Budget. Motion carried.- ADJOURNMENT Consideration and adoption of the Budget for 1970 having been completed it was moved by Councilman Judy seconded by Councilman Lindsey that the meeting do now adjourn.
