Last year individuals concerned about developing recreational programs in Port Townsend formed
a non-profit corporD t :ton cDlled the Association of Concerned Tom"lspeople, nicknamed ACT. The
key purpose of the corporation is to foster community recreation. As matters now stand, with
substantial financial assistance from UGN, ACT cnn once again hire a summer director to plan,
coordinate and manage a multi~sport summer recreational program for 1970. ~e feol quite
strongly tho.t the City of Port rrownsend could and should assist in developing and maintaining
a recreational program.
Therefore, we would appreciate being advised as to the following:

1. To what extent, if any, co.n the City provide direct financial D.Sé;Ïstf=\nCe to ACT to furthe1?
its community recreational program?
2. Would the City of Port Townsend match ACT's summer recreational program by developing and
maintaining at City expense a 1969-70 win tel' recreational program:
ACT is willing to assist you in almost any way in developing such ~ program. An ACT represcn4
tative is available to appear before you o.t any time to discuss the :r'ecreation 31 issues generated
by this letter and by the recreotional needs of the citizens of Port Townsend.

Councilman Hoglund reported that he and COlmcilmDn Judy went to see r.lr Porter hbout the propeflty
next to the treatment center and ~iscovered he wasnt at home. He said they ho.d s short discussion
wi th Mrs Porter concerning the acquisition of the proj'Jerty and she indicated she would informe
her husb3nd on our interest in resuming discussi:m in buying thills piece of property. But so.id
as of this date there has been no word.

After some discussion, IÆ~or Smith said that tho figures that boon presented as realistically
as possible bein: somcwhct careful of not being on the low' side. He said that he felt such things
as tho public y.¡orks facility could be done lauch less than the 9stimnted cost. He also mentioned
that the city would possibly qualify for federal funds only by cn~aging in historic preservation,
the construction of a neïl city hall would not qualify and it would also leave the present
structure in its deteriorating condition. l:ayor Smith said that he tho: efore asyed the colmcil
to consider ;utting on the co~~ing ballot a bond issue in the amount of 335,000.00 and asked
the city clerk to read the following co~'î1unication and ordinance.

record favoring the M~yorls plan for renovation of City Hall.
We foel that this was the only practical solution to a problem which will get worse as time goes
on.
You should also know that we feel the necessary bond issue should be authorized by vote at tho
earlies possible election.

Councilman l:Ioody Go.id that he hc,d baen to tho hos.:)ital to see councilman Siobenbaum and he
wanted to go on record in favor of tho bond issue and also wanted the bonds to bc o.vailable to
the people of Port TolJl1scnd. Attorney Abraham said the bonds ',':¡auld have to go out on a bid
basis, nor/over tlÜs is something that could be taken up with tho bonding company.

The followinß petition was presented and acted upon as follows:
The undersigned, constituting all of the abutting owners upon the portion of street requested
to be vacated, here and hereby respectfully petition and renuest that the City Council of the
City of Port Townsend, Washington, cause to be vacated that portion of "0)" Stroet between Beach
Street and Cherry Street. Petiti-<:mers agree to pay all costs of vacation, including costs of
publication of an ordinance thèrefor. .

Mayor Smith set a date of' November 18th f'or a public hearing on the above petition.

Eayor Smith said that un~er old business, a hold over item of a requested plat, the Pederson
Sahlie Plat, it was referred to the planning commission and placed on the agenda for tonight.
Mayor Smith asked the planning comv1Ìssin if they have had a chanco to discuss the plat. Mr
Lindquist, chairman of the planning commiss'on said that at a previous meeting it was discussed
and thëre had been a coÙj:)le of questions raised that ho.d to do wi th lot size but no official
action had been taken. After considero.ble discussion on the two lots size and city utilities
envolved, Councilman Hoglund made a motion seconded by Councilman Judy that the city accept
the Pederson Plat as a preliminàrYPlat. Motion cHrried.
Mayor Smith said he would like to submit to the council the names of Kay Wojt and Kay Minor
as members of the planning commiss ion, he said the now appo" ntnwn ts are to replace two members
who have resigned. It was moved by Councilnlan Ruby seconded by Councilman Scheyer that the
appointment of Kay Wojt and Kay Minor to the planning; comJni:~sion be approved. Motion carried.
Mayor Smi th mentioned th",t due to a new law, the final budget for the city couJd not be adopt d
until the 1st Monday in December. He said he was working on the preliminary budget Ð-t tte
