The City Counéil of the City of Port Townsend, met in regular ses~3ion this 5th day of Aug.
1969, at 7:30 p.m. in the council chambers of the city hall. Mayor Smity presiding.

It was moved by Councilman Hoglund seconded by Councilman Moody that the minutés of the
previous session be dispensed with. Motion carried.

It was moved by Councilman Hoglund seconded by Councilman Ruby thut the bills & claims be
approved as read and the I'!íayor and City Clerk draw warrants upon thø proper funds for paYment

The Permit of Mr. Vern Geick for a house at 15th & Sherman was held over for inadequate
utility lines. CounciLman Schoyer commented tho. Iof,r ~-:rebb who was having the house built at
15th & Sherman by Mr Geick Vf2,S the firs t builder in the aroa and had ins talled the sewer lirœ
now serving several hofaes and now faces the same situation in inadequate utility lines.

Gentlemen:
I hereby submi t the attached proposed plat of Hensel Addition, pursuant to RCW 58.16.0150, to
the city of Port Townsend, ~ashington and re~uest that the city clerk, at my expense, cause to be
conspicuous places in the land to be platted, three notices of a hearing to be held on said
plat before the city council. Such notices should be posted not less than seven days prior to
the hearing. '
Your attention is directed to RCW 58.16070 w~lich reQuires that th~ proposed plat be approved,
disapproved or returned to the applicant for modicication or revision within 60 days from date
of filing.

In a..'di tion to the above letter we intend to do the fo110wing things in regard to this plat:
1. It is our intention to participate in the water ex~ansion program in this area.
2. We will provide sowage in the form of' approved sceptic tank systems and at such time
that a sewage system becomes available we will p~rticipate in that program.
3. No less than two (2) lots of the present plat will be sold to any person nor "Jill we
build on less than two lots of tho present dimensions (40' by 110') or we will revise
pla t to show lots twice as bie; as the present one s, or vIe will revise to conform to
minimum legal builuing lot size as designated by tho engineer.
City Attorney Abraham said that under the statuate it is noVJ requi.red that a hearing be set,
he said tho plat is adequate for a preliminûry plat, and tlLe idea f'or the hearing is to go

19th of August at a regular council mooting.
City Attorney Abraham said that under old business, he would ask the council to seriously
consider in takine; up tho platting D.n~: ;3ub division ordinance at the neo.re1Jt possible time,
partly because tho now state code requirements arc written in such a VJay that the city does
not have a platting & sub division ordinance of its own the state i~)oses requirements on cities
that are not necessary very þertinent to Port Townsend. He aga',n urged the co ncil to examine
and consider passage or modification or rejection in the very near future.

AN ORDINANCE APPROPRIATING THE SUM OF $1,500.00
TO SALARIES AND WAvES IN 'I'HE 1969 BUDGET OF THE

DECLARING AN EI\ŒRGENCY.
Due to the nature of the above ordinance it had to be held over until the next regulo.r session.

AN' ORDINANCE APPROPRIATING THE SUI/i OF
$1,246.00 TO SALARIES AND WAGES IN THE
1969 BUDGET OF' THE PORT TOWNSEND PUBLIC
LIBRARY, leND DECLARING AN EM~RGENCY.

Due to the no.ture of the above ordinance it had to be held over until the next regular session.
Mayor Smith, under new bus iness brought up the request to extend the Vic torion Village II
home sites to include Block 124 of the Eisenbeis Addition. Attorney Abraham said he didnt recal~
any limitations of the size of mobile home parks in the ord. and he thought that all Mr Morgan
needed is approval by moti 'n of an extention of h¡s license which now only covers a certain
area. Counilman Lindsey made a motion seconded by Councilman Ruby that the area be extended as
requested.
Under the question, it was again bro'ught up about utili ty lines, whether or not the lines
were large enough to take care of additional mobile homes and also additional surrounding areas.
After considerable discussion, Councilman Lindsey withdrew his motion councilman Ruby with I
drew his second. Mayor Smith again plac'ed the request on the agenda for the next regular council
meeting SQ as to give the council time to look further and study the matter.

Mr Morgan made several recom.1'nendations to tho council regarding provisions in the proposed
.c i ty zoning ord inance apjlrlying to mobile homes.

ќ Mike Shaw of Hadlock, said he realized that there were no more water taps available out in
that area but wondered what the citys policy was regarding taps in the area that werebei.ng
payed for but not used, it it would be allright if he could either buy or come'to an agreement
with the owner of the tflp to run l'Üs ovm line from the tap to his own property. City Attorney
Abraha~ said that tl:e city does not wish to bocor:e involy;ed a~ some fut~e ~ate in 3till anot1;etr
envolvlng from a prlvate agreement between tvlO Cl tzens. lle sald also, tll.at ln any event the Cl ty
could continued to do business with the owner of the property to which the tap is attached.
Private ggroements beyond this point are of no official concern ~ the city as long as a tap is
utilized by no more than one user.
Councilman Huby said there should be some provision under w:Üch unused taps wou,ld ret'L1.rn to
the city, allowing them to be re-issued ins tead of remaining à oI'l11ant. Engineer Warrel1 said
he did not see how the ci t:,r could shut off p,,;rsons nho have been pegularly paying for service ::;tl,I1
since the taps \'iere issued :1.n opder to retaIn them for possible future use. II
Councilman Hoglund said that PO1~t 'rovmsend ci tizens 'l3'hould not be 6bligatod Í'or further develp
l11ent out side the city, \'/0 either must put more \'Jator into the system or divorce ourselves II
from it and said he was in favor of divorce. ' '
Attorney Abrahmn mentioned that tho city has repeatedly advised the Pú~ that it is ~1ehable tø
offers ..
Councilman Hogllmd said that some pressinG needs Viere needed :i-n enlarging our Oi'm peserv.oir
at costs of around 30 to 40 thousand dollars and suggested the city review the water and se~er
revenues with its financial advisors.
Councilman Siebenbaum said tho.t everyone is fopgettinc ono main point. '~Ve have only a certai,

Mayor Smithcor1...1'11onted that the water situation is a never endIng thing éil1d that '8e are go,!_ng
to nGed more water sooner than we think due to increasing population and industrial expansion,
and in thinking in terms of a better system for tha rural areas ~ould be
better :in placing it in tho hands of a body betterqualified to provide further development of
water in the outlying areas.
